[Termes IGN] vulnérabilitéRésumé : (Auteur) This paper demonstrates a methodology for the analysis and integration of airborne hyperspectral sensor data (445-2543nm) with GIS data in order to develop a vulnerability map which has the potential to assist in decision making during post-disaster emergency operations. Hailstorms pose a threat to people as well as property in Sydney, Australia. Emergency planning demands current, large-scale spatio-temporal information on urban areas that may be susceptible to hailstones. Several regions, dominated by less resistant roofing materials, have a higher vulnerability to hailstorm damage than others. Post-disaster operations must focus on allocating dynamic resources to these areas. Remote sensing data, particularly airborne hyperspectral sensor data, consist of spectral bands with narrow bandwidths, and have the potential to quantify and distinguish between urban features such as roofing materials and other man-made features. A spectral library of surface materials from urban areas was created by using a full range spectroradiometer. The image was atmospherically corrected using the empirical line method. A spectral angle mapper (SAM) method, which is an automated method for comparing image spectra to laboratory spectra, was used to develop a classification map that shows the distribution of roofing materials with different resistances to hailstones. Surface truthing yielded high percentage accuracy. Spatial overlay technique was performed in a GIS environment where several types of cartographic data such as special hazard locations, population density, data about less mobile people and the street network were overlaid on the classified geo-referenced hyperspectral image. The integrated database product, which merges high quality spectral information and cartographic GIS data, has vast potential to assist emergency organizations, city planners and decision makers in formulating plans and strategies for resource management. [Termes IGN] réalité de terrainRésumé : (Auteur) This research was designed to evaluate the operational utility of airborne video for classification accuracy assessment of satellite imagery. There are a number of logistical advantages in utilizing airborne video data particularly in remote or large catchment regions where ground accessibility can be prohibitively expensive. In a study of land cover characteristics in the Barossa Valley, South Australia comparisons of Landsat ETM+ classification accuracy assessments were derived from both airborne video and standard ground truthing point sampling techniques. The airborne video data was obtained by randomly frame grabbing 243 individual scenes along four predetermined flight lines and computing classification accuracies and error matrix statistics. These results were then compared with similar statistics derive ' dfirom 180 randomly chosen ground sampling sites. The costs involved in obtaining both sets of data per sampling point were also calculated. The results demonstrated that the airborne video data provided similar degrees of accuracy assessment at a cost of approximately one seventh that of the ground survey with the added advantages of increased data collection, overall improved site accessibility and the ability to continually store and review the data. The cost differentiation would become even more pronounced in more remote and inaccessible areas. In general the results of the unsupervised Landsat ETM+ classification were rather poor producing an overall general accuracy of 70% and a Kappa coefficient of 0.65, highlighting the classification difficulties encountered in using commercial satellite imagery for land cover assessments in an area with very heterogeneous fine grained land use patterns. [Termes IGN] visualisationRésumé : (Auteur) This research investigates the potential of a dedicated Geographic Information System (GIS) to provide spatiotemporal data visualisation and analysis to aid multiple-use forest management in the Kingston State Forest, near Manjimup, Western Australia. The goals of this research are to develop and use sophisticated data evaluation techniques to assist in understanding the ecology of the western ringtail possum and to evaluate the impact of current timber harvesting practices on possum populations to ensure the jarrah forests continue to support them.
Data used included digital topographic data as well as spatial and temporal fauna observation data. Visual representation of interactive queries offered a conceptual understanding of the spatial structure and temporal aspects of the data, showing that possum behaviour differed between harvested and nonharvested areas within the research site. Furthermore, the dedicated GIS proved its utility as a management and research tool that is readily transferable and accessible to multiple-use land managers and research scientists, offering a generic environment fior subsequent fauna habitat research. The algorithm is composed of a set of thresholds applied to each pixel's value of the VGT spectral channels, two spectral indices and their temporal difference. The threshold values have been derived by means of a supervised classification methodology based on the classification and regression trees algorithm. A procedure has also been developed specifically for pre-processing the daily SI images for burnt area mapping purposes. The final product is composed of ten day and monthly burnt area maps over Australia for the full year 2000. [Termes IGN] intégrité des donnéesRésumé : (Auteur) Over the last decade a number of countries and states have successfully established complete spatial data infrastructures (SDIs) incorporating core digital map bases such as the cadastre or land parcel layer, topography, hydrology, road networks and administrative boundaries. These have usually been based on the amalgamation of national or state mapping and cadastral or land registration systems. At the same time many cities or Local Governments world-wide have established their own SDIs although they are more commonly referred to as geographical information systems. However in most cases the relationship between the Local Government and the National or State systems is at best poor. The result is that in many cases Local Government does not use the state SDI. This presents many difficulties in establishing state or national data sets, particularly where Local Government is responsible for controlling or maintaining the integrity of specific land related data in the state SDI. This paper describes the successful establishment of a partnership between 78 Local Government authorities and a State Government in Australia. This successful partnership has resulted in the State providing and updating the basic SDI for Local Government and Local Government in turn providing land parcel and property data to the State Government. This has resulted in significant improvements being made to the core map bases in the State SDI (such as the increased integrity of the state street address file), a marked reduction in duplicative mapbase maintenance activity (particularly by Local Government) and increased adoption of GIS technologies by Local Government with the beginnings of considerable flow-on benefits to the community being observed. The authors believe that this is a useful model which facilitates the SDI concept becoming a reality and which has generic application in many countries world-wide.
