[Vedettes matières IGN] CartologieRésumé : (Auteur) In 2010, the then President of Tanzania, Jakaya Kikwete, announced an economic development plan to build a highway that spanned northern Tanzania. The map of the plan revealed a transportation network that traversed the Greater Serengeti–Mara ecosystem and bisected the iconic Serengeti National Park. Given the importance of the Serengeti–Mara ecosystem to conservation and savannah ecology, not to mention international tourism, the plan immediately came under worldwide scrutiny. The Tanzanian state and the Kikwete administration were lambasted, ultimately fixing the highway project in the form of polylines on maps rather than an infrastructure project on the ground. As such, the mutability of lines on maps give the highway project the flexibility to transcend conversations across institutions that span the conservation–development spectrum with limited interrogation. This article addresses the circulation of maps representing the failed highway project through various epistemic communities. My purpose is neither to advocate the development of the Serengeti Highway nor to criticize it. Rather, I use examples of Serengeti Highway maps to discuss the way cartography travels through these conversations, reflect on the international conversation surrounding the Serengeti Highway project, and explore the question of who can (and cannot) draw lines in the contested spaces of East African rangelands. [Termes IGN] similitudeRésumé : (Auteur) As large amounts of trajectories from a wide variety of Volunteered Geographic Information (referred to as VGI) contributors pour into the spatial database, the geometric qualities of the VGI road networks generated from these trajectories are different from the ground truth road dataset and so need to be differently assessed. To address this issue, an assessment approach based on symmetric arc similarity is proposed, and the geometric quality of a VGI road network is assessed by its conformity with the corresponding ground truth road network, the results being visualized as hierarchical thematic maps. To compute the conformity, the geometric similarity between the VGI road arc and the corresponding ground truth road arc, which is selected by the adaptive searching distance, is measured based on the symmetric arc similarity method; the geometric quality is assessed based on an assessment matrix. Also, the symmetric arc similarity method is independent of directions and with a feature of shift-independence, which is applicable to assess the geometric qualities of different VGI road networks and makes the assessment result consistent with the actual situation of the real world. The robustness and scalability of the approach are examined using VGI road networks from different sources. Yet, a “best path”, as judged by users, might take qualitative features into account, for instance the scenery or the touristic attractiveness of a path. Machines are unable to quantify such “soft” properties. Crowdsourced data provides us with a means to record user choices and opinions. In this work, we survey heterogeneous sources of spatial, spatio-temporal and textual crowdsourced data as a proxy for qualitative information of users in movement. We (i) explore the process of extracting qualitative information from uncertain crowdsourced data sets employing different techniques, (ii) investigate the enrichment of road networks with the extracted information by adjusting its properties and by building a meta-network, and (iii) show how to use the enriched networks for routing purposes. An extensive experimental evaluation of our proposed methods on real-world data sets shows that qualitative properties as captured by crowdsourced data can indeed be used to improve the quality of routing suggestions while not sacrificing their quantitative aspects. [Termes IGN] trafic routierRésumé : (auteur) Malgré un recours croissant à la technologie des caméras ANPR, en particulier dans les investigations criminelles, la littérature et l’expérience des forces de police avec lesquelles nous avons travaillé, semblent montrer qu’il n’existe pas de méthode systématique afin de localiser le plus adéquatement possible ces installations coûteuses. Partant d’un ensemble de délits localisés, relevant de quatre catégories de vols perpétrés sur une année au sein de la province de Liège (Belgique), nous proposons une méthodologie exploitant, dans une analyse multicritère, la densité de délits, la densité de voirie et la distance entre les sites des caméras. L’approche multicritère permet d’ajuster la pondération des facteurs selon les types de délits. En outre, la méthodologie est itérative, dans la mesure où les sites des caméras sont localisés par phases successives. Un critère de validation des résultats est fourni sous la forme d’un taux de couverture du territoire considéré, qui est fonction du nombre de sites de caméras retenus et du temps de parcours depuis chacun de ces sites. De plus, les conséquences des tentatives d’évitement des sites installés en matière de profilage géographique sont rapidement évoquées. [Termes IGN] réseau routierRésumé : (Auteur) This paper addresses a popularity-aware collective keyword (PAC-K) query in road networks. Given a road network with POIs (Points of Interest), which is modeled as a road network graph, where each node locating in a two-dimensional space represents a road intersection or a POI, and each edge with weight represents a road segment, the PACK query aims to find a group of popular POIs (i.e., a popular region) that cover the query’s keywords and satisfy the distance requirements from each node to the query node and between each pair of nodes, such that the sum of rating scores over these nodes for the query keywords is maximized. We show the problem of answering the PACK query is NP-Hard. To solve this problem, we present exact and heuristic solutions on small and large road networks, respectively. In particular, to improve query performance, we propose a rating score scaling technique to reduce the search space and a redundant computation reducing technique to reduce the excessive redundant computations in query processing. Extensive performance studies using two real datasets confirm the efficiency, accuracy, and scalability of the proposed solutions.
