[Termes IGN] TwitterRésumé : (Auteur) In recent years, social media emerged as a potential resource to improve the management of crisis situations such as disasters triggered by natural hazards. Although there is a growing research body concerned with the analysis of the usage of social media during disasters, most previous work has concentrated on using social media as a stand-alone information source, whereas its combination with other information sources holds a still underexplored potential. This article presents an approach to enhance the identification of relevant messages from social media that relies upon the relations between georeferenced social media messages as Volunteered Geographic Information and geographic features of flood phenomena as derived from authoritative data (sensor data, hydrological data and digital elevation models). We apply this approach to examine the micro-blogging text messages of the Twitter platform (tweets) produced during the River Elbe Flood of June 2013 in Germany. This is performed by means of a statistical analysis aimed at identifying general spatial patterns in the occurrence of flood-related tweets that may be associated with proximity to and severity of flood events. The results show that messages near (up to 10 km) to severely flooded areas have a much higher probability of being related to floods. In this manner, we conclude that the geographic approach proposed here provides a reliable quantitative indicator of the usefulness of messages from social media by leveraging the existing knowledge about natural hazards such as floods, thus being valuable for disaster management in both crisis response and preventive monitoring. [Termes IGN] Tamarix (genre)Résumé : (auteur) Defoliation by the northern tamarisk beetle (Diorhabda carinulata) causes changes in the reflectance of tamarisk (Tamarix spp.) canopies. Cross correlogram spectral matching was used to examine spectral separability of green, yellow desiccated, brown desiccated, and dead tamarisk canopy types. Using a feature selection technique (the instability index), four spectral regions were identified as important for canopy type discrimination, including one red (645-693 nm), one near infrared (735-946 nm), and two shortwave infrared regions (1,960-2,090 nm and 2,400-2,478 nm). The random forests decision tree algorithm was used to compare classification performances of full-range and feature-selected hyperspectral spectra as well as simulated WorldView-2 spectra. Classification results indicated that the process of feature selection can reduce data redundancy and computation time while improving accuracy of tamarisk canopy type classification. [Termes IGN] TwitterRésumé : (Auteur) As they increase in popularity, social media are regarded as important sources of information on geographical phenomena. Studies have also shown that people rely on social media to communicate during disasters and emergency situation, and that the exchanged messages can be used to get an insight into the situation. Spatial data mining techniques are one way to extract relevant information from social media. In this article, our aim is to contribute to this field by investigating how graph clustering can be applied to support the detection of geo-located communities in Twitter in disaster situations. For this purpose, we have enhanced the fast-greedy optimization of modularity (FGM) clustering algorithm with semantic similarity so that it can deal with the complex social graphs extracted from Twitter. Then, we have coupled the enhanced FGM with the varied density-based spatial clustering of applications with noise spatial clustering algorithm to obtain spatial clusters at different temporal snapshots. The method was experimented with a case study on typhoon Haiyan in the Philippines, and Twitter’s different interaction modes were compared to create the graph of users and to detect communities. The experiments show that communities that are relevant to identify areas where disaster-related incidents were reported can be extracted, and that the enhanced algorithm outperforms the generic one in this task. [Termes IGN] risque naturelRésumé : (Auteur) Le lancement des deux satellites Pléiades 1A et 1B fin 2011 et 2012 a permis à la France de se doter de nouvelles capacités d’acquisition d’images optiques à très haute résolution, dans le domaine particulier de la gestion des crises mais aussi plus largement dans différentes thématiques d’Observation de la Terre. Les capacités et spécificités techniques de la Constellation Pléiades ouvrent de réelles opportunités pour la cartographie des dégâts suite à une catastrophe. Depuis 2012, le CNES, Airbus Defence and Space Geo-Intelligence et le SERTIT, ont combiné leurs efforts à plusieurs reprises pour assister les acteurs internationaux de la gestion de crise, optimisant les programmations des satellites Pléiades et analysant les images acquises. Différentes actions de cartographie réactive ont ainsi été menées, exploitant le potentiel de la Constellation Pléiades: inondations à Krymsk en Russie (07-2012), tremblement de terre dans la province iranienne d’Azerbaïdjan oriental (08-2012), inondations au Niger (08-2012), cyclone Sandy en Haïti (11-2012), typhon Bopha aux Philippines (12-2012), cyclone Evan à Wallis et Futuna (12-2012), cyclone Haruna à Madagascar (02-2013), inondations au Sénégal (08-2013), le cyclone Bejisa sur l’île de la Réunion (01-2014). Les premiers retours d’expérience sont plus que positifs, montrant que le système Pléiades est particulièrement adapté à la gestion de crise dans sa phase d’urgence. La très haute résolution spatiale permet une cartographie précise essentielle dans les zones critiques telles que les paysages urbains ou les infrastructures sensibles, la possibilité d’acquisition journalière et la livraison rapide des données constituent des atouts majeurs pour les applications spatiales, notamment pour la gestion des risques. [Termes IGN] risque naturelRésumé : (Auteur) La Nouvelle-Calédonie est un archipel situé dans le Sud-Ouest de l'Océan Pacifique. Il concentre les principales particularités des pays insulaires du Pacifique : îles entourées par un lagon fermé par des récifs coralliens et couvertes par une végétation typique ; exposées aux risques littoraux majeurs (ouragan, tsunami, changement climatique et élévation du niveau marin) (Mimoura, 1999). Les données de télédétection à partir de satellites d'observation de la Terre constituent l'une des principales sources d'information sur l'environnement. Au cours des 40 dernières années, la qualité, la précision, la couverture et la répétitivité des données de télédétection ont été constamment améliorées. La constellation Pléiade offre depuis 2012 la possibilité de recueillir des données multispectrales tri-stéréoscopiques à 70 cm de résolution dont le potentiel pour fournir des informations utiles aux décideurs en Nouvelle-Calédonie a été évalué sur le suivi des mangroves, la cartographie de l'érosion des sols et la vulnérabilité des aléas cycloniques et tsunamis. Le défi majeur est donc de fournir aux décideurs la bonne information au bon moment et d'une manière conviviale à partir de ce type de données. Le Geospatial Cloud Computing de Qëhnelö™ permet le développement de plateformes Web capables de se connecter à des bases de données distribuées, exploiter les données, exécuter des processus distants d'analyse et de modélisation. Il permet ainsi la combinaison de données de télédétection avec des données distribuées dans des outils d'analyse spatiale pour suivre l'environnement soumis aux contraintes sociales et industrielles pour une prise de décision efficace par des non-spécialistes.
