[Termes IGN] VRMLRésumé : (Auteur) This work introduces a low-cost approach to the documentation of large historic urban ensembles and their integration into the urban planning context. In addition, the work introduces low-cost alternatives for multimedia data visualisation, query and distribution, enabling the user to interact with a dynamic, virtual representation of the historic urban scenario. To realise the low-cost component, a methodology has been introduced which makes use of novel, state-of-the-art technology, as well as familiar industry standards for business modelling, data acquisition, storage and access. The Internet and Web-based technologies were used as the communication channel and tools respectively. They supplied the necessary foundations for accessing a system of co-operative, heterogeneous, multiple-platform, distributed databases. The core of an object-oriented Land Information System (LIS) based on cadastre was approached. The cadastre, a parcel-based IS, contains the basic graphic and descriptive data used to support most public administration activities. It was used in this project as a basic framework, over which other IS are built, and through which IS can communicate with each other, exchanging valuable information, rationalising their costs for data acquisition and acquiring knowledge used in their respective decision-making processes. An actual urban planning demand was analysed and modelled. Land tenure, building permits and directives of the municipal administration for the use of the soil have been represented by the Complementary Law of Urban Control (LCCU). This mechanism provides the urban planner with means of controlling city development and growth. The integration of the LCCU with IPHAN's Real State Inventory of the Protected Urban Site of Laguna throughout the development of a common data model, was a key issue for including the built heritage in the planning activities of the municipality. This assures that preservation areas, which are subject to special national, state and municipal laws, will be considered in the overall development policies of the city. The multipurpose information system introduced here is scaleable, and can therefore be extended to provide functionalities within other spheres of urban data management. Geographic information systems that act within the urban context can be applied to the cadastre as well, and make use of the 31) information system presented here for complex data visualisation and simulation (e.g. electricity suppliers ... ). Concerning the design and implementation of a multipurpose, cross-platform application to grant remote and local users access to a set of heterogeneous, distributed data-sets, a rich set of new standards, open sources and low-cost tools were synergistically combined:
Web-based tools and standard protocols: 1ITTP(TCP/X), URL, HTML, VRML, Client and Server extension mechanisms (Java Applets, Server-Side Includes, Java Servlets);
Distributed Object Model Architecture (Java RM1);
Object-Oriented (OOP) software development and Visual Modelling tools (UML);
Relational and Object-Relational Database Management Systems (RDBMS/O-RDBMS).

The main goal of this training course was to build a new geographic database centred around public space features. Private space is well identified since cadastral parcels have been described in the previous database. Firstly, the context of this training course is presented, emphasising on links between conveniors in the GIS equipment project. Organisations of new and ancient systems are highlighted, which allow us to overview improvements and minimum goals to reach necessarily. The second part explains how the theoretical design of public space database was developed, thanks to the object-oriented HBDS method. Public highways have been featured by two ways: with polygons or polylines. Polygons which divide public highways according to streets extents, will enable to get some information about owners of this public space (State, Department, Commune, COMADI). Linear components of public highways and bridges are the fundamental parts of road network. Thus, labels can be displayed along these features so as to match cartographic rules. Moreover thematic maps can be built with these linear features. Point features layer representing addresses permits the creation of a geocoding file in order to pinpoint data that have only mailing addresses. The third part describes how the technicians and me have created data relative to public highways and public space. We have shared public highways to obtain real extents of streets. Then, we have built the road network composed of streets and bridges. At the same time, we put semantic data into tables so as to identify geometric features. The outcome of this work has been to create a geocoding files with addresses. Finally, the conclusion of this report sums up some important points which will be necessary to a good deployment of this GIS. One of them is human factor, because the other components of this GIS are already available (data, software and hardware). The training of technicians is the remaining phase before having an efficient system. Some problems have occurred during the first month of the use of software, but they were actually solved. [Termes IGN] triangulation de DelaunayRésumé : (Auteur) Aggregation for spatial objects plays an important role in database or model generalization in GI since reducing spatial complexity is one of the major aims of model generalization. The aggregation operation can be considered as a geometrical operation under the control of semantic and spatial relation of objects. The process of spatial object aggregation is the process of spatial, semantic analyzing, decision-making and the implementation of operation. This process needs not only the geometric and thematic attributes of the objects, but also the spatial and semantic relationship among the objects. It also needs the supporting data structure and analyzing tools in order to make analyzing, decision-making and computation easy in aggregation process. There is still lack of studies on how data structure supports aggregation process and also lack of the method for semantic analysis in aggregation process. This paper is to focus methods and process of spatial aggregation based on semantic and geometric characteristics of spatial objects and relations among the object with the help of spatial data structure (Formal Data Structure), local constrained Delaunay triangulations and semantic hierarchy. The adjacent relation among connected objects an unconnected objects has been studied through constrained triangle as elementary processing unit aggregation operation. The hierarchical semantic analytical matrix is given for analyzing the similarity between object types and between objects (including different levels). It will govern and guide aggregation process. The several different cases of aggregation have been presented in this paper.
