To understand the functions and impacts of a cadastral system one needs to understand its development. The Norwegian cadastral system has its origins in the 1600s and is defined as a German-style cadastral system. In the early 1800s, an economic survey was initiated in the kingdom of Denmark-Norway to modernise the tax cadastres. After the defeat in the Napoleonic wars, Norway entered into a union with Sweden in 1814 and the survey was stopped. Consequently, cadastral mapping would not be introduced in Norway until 1960, and at that time photogrammetric methods with poor quality control were used. Land subdivisions were undertaken by laymen until 1980. The paper describes cadastral development in Norway, challenges that have arisen and how they can be addressed. Measures to improve the system are proposed. [Termes IGN] Québec (Canada)Résumé : (auteur) Les arpenteurs-géomètres du Québec ont dressé à la fin du XIXe siècle un cadastre graphique, dit “originaire”. Une fois aboli le régime seigneurial hérité de la Coutume de Paris, le Code civil du Bas-Canada (1866) a combiné la tenure des terres en censive avec les lots de canton concédés sous le Common Law, établissant la propriété foncière “absolue”. Chaque plan local de cadastre servit à identifier et numéroter les lots pour l’enregistrement des transactions et hypothèques. La désuétude des plans cadastraux, accrue par la multiplication de parties de lot
non officialisées, devint un problème majeur. Le nouveau Code civil du Québec (1994) amorça la réforme du registre foncier et du cadastre du Québec, en version informatisée, pour immatriculer tous les lots du territoire à l’aide
d’un plan présumé exact. Individual appraisals are costly, explaining the need for predictive modelling. Recent work has investigated using Space Syntax to analyse urban access and explain land values. However, the spatial dependence of urban land markets has not been addressed in such studies. Further, the selection of meaningful variables is commonly conducted under non-spatialized modelling conditions. The objective of this paper is to construct a land value map using a geostatistical approach using Space Syntax and a spatialized variable selection. The methodology is applied in Guatemala City. We used an existing dataset of residential land value appraisals and accessibility metrics. Regression-kriging was used to conduct variable selection and derive a model for spatial prediction. The prediction accuracy is compared with a multivariate regression. The results show that a spatialized variable selection yields a more parsimonious model with higher prediction accuracy. New insights were found on how Space Syntax explains land value variability when also modelling the spatial dependence. Space Syntax can contribute with relevant spatialized information for predictive land value modelling purposes. Finally, the spatial modelling framework facilitates the production of spatial information of land values that is relevant for planning practice.
