[Termes IGN] prévention des risquesRésumé : (auteur) Flood disasters frequently threaten people and property all over the world. Therefore, an effective numerical model is required to predict the impacts of floods. In this study, a dynamic bidirectional coupled hydrologic–hydrodynamic model (DBCM) is developed with the implementation of characteristic wave theory, in which the boundary between these two models can dynamically adapt according to local flow conditions. The proposed model accounts for both mass and momentum transfer on the coupling boundary and was validated via several benchmark tests. The results show that the DBCM can effectively reproduce the process of flood propagation and also account for surface flow interaction between non-inundation and inundation regions. The DBCM was implemented for the floods simulation that occurred at Helin Town located in Chongqing, China, which shows the capability of the model for flood risk early warning and future management. [Termes IGN] tectoniqueRésumé : (auteur) We present the geomorphology of the Southern Atbai Plain (Eastern Sudan) and the western edge of the Eritrean Highlands (Western Eritrea), in the eastern Sahel. The mountainous area consists of Paleo-Proterozoic gneiss and Neo-Proterozoic igneous rocks and meta-volcanic assemblages shaped as inselbergs and whaleback landforms by weathering. Bare-rock hills emerge from a gentle glacis that oversees the Southern Atbai alluvial plain, located between the Atbara and Gash Rivers. The plain features the SSE-NNW-oriented endorheic terminal fan of the Gash River and is crossed by intricate Early to Late Pleistocene paleochannels, whose evolution was controlled by the interplay between Quaternary regional tectonics and arid to humid climatic and environmental oscillations. The map is intended to interpret the evolution of local landscape, thus representing a tool for reconstructing the spatial and temporal distribution of Late Quaternary archaeological features and their functional relationships with the fossil fluvial system and the western foothills. [Termes IGN] zone urbaineRésumé : (auteur) Canadian emergency management planners have historically ignored the self-motivated evacuation procedures of people who cannot initially choose the safest evacuation areas. In densely developed urban areas, open spaces can be seen as ideal evacuation areas and should thus be included in shelter planning. In this study, the public open spaces in Great Victoria were selected as the study area and evaluated using GIS technologies. A multi-criteria TOPSIS evaluation model was used to conduct comprehensive quantitative evaluations of the open spaces’ safety, accessibility, and availability. Through hybrid process, service area, and POI aggregation coupling analyses, a model is created that provides an overall evaluation at the district level. In addition to providing a model for evaluating open spaces as emergency shelters, applicable to most Canadian cities, this study emphasizes the importance and disadvantages of open space emergency shelters in Canada, which have heretofore been ignored by decision makers. In Great Victoria, we found that the distribution of open spaces does not match the dynamics of the population distribution, meaning that through inadequate preparation some districts lack a safe evacuation place—this in an area where people are at high risk of earthquake disasters and their subsequent effects. [Termes IGN] trait de côteRésumé : (auteur) Interaction between land subsidence and sea level rise (SLR) increases the hazard in coastal areas, mainly for deltas, characterized by flat topography and with great social, ecological, and economic value. Coastal areas need continuous monitoring as a support for human intervention to reduce the hazard. Po River Delta (PRD, northern Italy) in the past was affected by high values of artificial land subsidence: even if at low rates, anthropogenic settlements are currently still in progress and produce an increase of hydraulic risk due to the loss of surface elevation both of ground and levees. Many authors have provided scenarios for the next decades with increased flooding in densely populated areas. In this work, a contribution to the understanding future scenarios based on the morphological changes that occurred in the last century on the PRD coastal area is provided: planimetric variations are reconstructed using two archival cartographies (1911 and 1924), 12 multi-temporal high-resolution aerial photogrammetric surveys (1933, 1944, 1949, 1955, 1962, 1969, 1977, 1983, 1990, 1999, 2008, and 2014), and four LiDAR (light detection and ranging) datasets (acquired in 2006, 2009, 2012, and 2018): obtained results, in terms of emerged surfaces variations, are linked to the available land subsidence rates (provided by leveling, GPS—global positioning system, and SAR—synthetic aperture radar data) and to the expected SLR values, to perform scenarios of the area by 2100: results of this work will be useful to mitigate the hazard by increasing defense systems and preventing the risk of widespread flooding. [Termes IGN] Viet NamRésumé : (auteur) One major characteristic of floods is flood extent. Information on this characteristic is indispensable for flood monitoring. Recently, synthetic aperture radar (SAR) data have been increasing in quality and quantity. This allows more flood studies conducted over large areas regardless of cloud and weather conditions and provides advantages including clear surface water classification based on SAR scattering mechanisms for low values (open water) and high values (inundated vegetation, etc.). However, challenges remain due to sources of uncertainties, such as atmospheric disturbances and vegetation masking parts of water surfaces. Therefore, in this study, we aim to optimize flood mapping processes on flooded vegetation that generated high-value pixels based on a SAR scattering mechanism called double bounce that classifies vegetative flooded water in L-band SAR images. This optimization is nearly impossible using Sentinel-1 scenes. Backscattering of time-series Sentinel-1 and ALOS-2 images acquired for the 2018 and 2019 flood season was analysed, thresholded and hybridized for flood mapping of a study site in the Tam Nong district of the Dong Thap Province of Vietnam. We found that the accuracy of SAR flood maps was improved compared to ground truth data when the SAR-extracted vegetative-flooded plains were considered flooded.
