[Termes IGN] visualisation cartographiqueRésumé : (Auteur) The rate of land consumption is an important factor to be considered within policies on sustainable land use aiming to reduce demand for settlement and traffic areas. As an expression of the political intent to achieve sustainable development, the German government announced to reduce the consumption of open space for settlement or transportation infrastructure significantly by 2020. Progress toward such specific goals can, of course, only be monitored if planning authorities are supplied with up-to-date and precise information on land use. This article presents one approach to the calculation of trends in land use that uses geoprocessing of topographic base data. Among the advantages of this approach are the nationwide availability of data with homogeneous quality and regular mandatory updating by surveying authorities. The spatial analysis of topographic base data is currently a highly automated process, which means geoprocessing procedures can be repeated regularly in order to realize time series. Such systematic monitoring of land use is undertaken by the project Monitor of Settlement and Open Space Development (IOER Monitor). By mid-2013, the fourth time period based on data from 2012 will be available online, ensuring that information on a wide range of land-use types is provided for a time series beginning back in 2006. Thus, the IOER Monitor is a convenient tool for the analysis and monitoring of land use for all administrative units ranging from German municipalities (approximately 12,000 in number) to the country as a whole, as well as for raster cells ranging from 100 m to 10 km. [Termes IGN] programmation par contraintesRésumé : (Auteur) This paper describes the generation and dissemination of a national three-dimensional (3D) dataset representing the virtual and landscape model. The 3D model is produced automatically by fusing a two-dimensional (2D) national object-oriented database describing the physical landscape and the national high-resolution height model of the Netherlands. Semantic constraints are introduced to correctly model 3D objects. Three areas from different regions in the Netherlands have been processed in order to develop, improve, and test the automatic generation of a national 3D city and landscape model. Specific attention has been paid to exceptional cases that may occur in a nationwide dataset. Based on the test results, the Kadaster, the national agency in the Netherlands responsible for the production of nation wide geo-information, decided that it is feasible to produce a national 3D city and landscape model that fulfills the specifications that were defined as part of this study. Future research is identified to make the results further ready for practice. This paper describes a novel system for semi-automatic quality control of existing topographic geo-spatial data via automatic image analysis. The goal is to reduce the manual effort for quality control of a GIS database to a minimum. The core of the system is a semantic network in which different image analysis operators can be included. The image analysis operators are created for specific applications, i.e., the quality control of specific object classes which are most relevant. Images which can be used in the system are aerial images, high-resolution satellite imagery, and low-resolution satellite imagery. A prototype of the system has been in use for several years at public mapping organizations. From the experience gained during this time, we give a detailed report on the system performance and an evaluation of the results. This article presents a new, agent-based generalization model called CARTACOM (Cartographic generalisation with Communicating Agents), dedicated to the treatment of areas of low density but where rubber sheeting techniques are not sufficient because some eliminations or aggregations are needed. In CARTACOM, the objects of the initial database are modelled as agents, that is, autonomous entities, that choose and apply generalisation algorithms to themselves in order to increase the satisfaction of their constraints as much as possible. The CARTACOM model focuses on modelling and treating the relational constraints, defined as constraints that concern a relation between two objects. In order to detect and assess their relational constraints, the CARTACOM agents are able to perceive their spatial surroundings. Moreover, to make the good generalisation decisions to satisfy their relational constraints, they are able to communicate with their neighbours using predefined dialogue protocols. Finally, a hook to another agent-based generalisation model – AGENT – is provided, so that the CARTACOM agents can handle not only their relational constraints but also their internal constraints. The CARTACOM model has been applied to the generalisation of low-density, heterogeneous areas like rural areas, where the space is not hierarchically organised. Examples of results obtained on real data show that it is well adapted for this application.
