[Termes IGN] qualité des donnéesRésumé : (auteur) Assessing the quality of a geographical data set requires comparison with a reference data set where the positions, shapes and functions of the geographical entities involved are described more realistically, i.e., more accurately and more precisely. While positional accuracy and semantic exactitude have been much studied by GI scientists, and also (though to a lesser degree) shape quality of linear entities, very few works have been directed towards the assessment of the quality of areal entities. This paper focus on assessing shape quality of areal entities.
Areal entities are usually represented in GIS by circular lists of coordinates that build polygons. This hinders the assessment of shape quality. Such a representation does not allow to easily grasp how an areal entity is structured. Areal entities are various: they may be simple polygons, complex polygons or regions (aggregates of simple or complex polygons with or without holes). Using coordinates to represent an area as a polygon does not make it easy to compare two objects that have globally the same shape with highly disturbed contours. Relevant representations for complex geographical entities are then required in order to handle the whole of their geometrical structure.
This paper focuses on such a representation, which has been investigated at the COGIT laboratory of IGN (The French National Mapping Agency). This method allows the description of shapes for geographical entities by means of mathematical moments. This technique has been extensively implemented in the pattern recognition domain and in robotics for shape matching, optical character recognition (OCR), remote sensing and signature verification, among others.
In our GI quality domain, the moments will be used to assess the shape quality of areal entities. This requires that groups of matched objects be first built between the reference data set and the data set to be assessed, which may be achieved by using existing matching tools.
In the first part of this paper the transformation of areal entities into moments is presented. Geometrical moments, complex moments and orthogonal moments (namely, Legendre moment and Zernike moments) are all addressed.
In the second part, similarity indexes and metrics in these spaces of representation are defined. [Termes IGN] requête spatialeRésumé : (Auteur) A lot of recent work has focussed on bulk loading of data into multidimensional index structures in order to efficiently construct such structures for large data sets. In this paper, we address this problem with particular focus on R-trees - which are an important class of index structures used widely in commercial database systems. We propose a new technique, which as opposed to the current technique of inserting data one by one, bulk inserts entire new data sets into an active R-tree. This technique, called STLT (for small-tree-large-tree), considers the new data set as an R-tree itself (small tree), identifies and prepares a suitable location in the original R-tree (large tree) for insertion, and lastly performs the insert of the small tree into the large tree. Besides an analytical cost model of STLT, extensive experimental studies both on synthetic and real GIS data sets are also reported. These experiments not only compare STLT against the conventional technique, but also evaluate the suitability and limitations of STLT under different conditions, such as varying buffer sizes, ratio between existing and new data sizes, and skewness of new data with respect to the whole spatial region. We find that STLT does much better (in average, about 65%) than the existing technique for skewed data sets as well for large sizes of both the large tree and the small tree in terms of insertion time, while keeping comparable query tree quality. STLT consistently outperforms the alternate technique in all other circumstances in terms of bulk insertion time, especially, even up to 2,000% for the cases when the area of new data sets covers up to 4% of the global region covered by the existing index tree; however, at the cost of a deteriorating resulting tree quality. [Termes IGN] transformation de HoughRésumé : (Auteur) De nombreuses applications des SIG et de la photogrammétrie se rapportent à des surfaces, qu'il s'agisse de modélisations urbaines, de détection des changements et d'identifications d'objets. La détection des changements passe par la recherche des différences entre deux modèles de surfaces dérivés de différents capteurs : il peut s'agir d'un capteur optique et d'un scanneur à laser ou d'un même capteur saisi à deux dates successives. On peut aussi être amené à s'intéresser à des surfaces obtenues par une méthode d'échantillonnage et leur appliquer par la suite d'autres traitements (par exemple : l'estimation du paramètre de transformation et la détection des changements). L'appariement des surfaces devient alors un point de passage obligé pour ces applications. Cet appariement s'opère en deux phases. La première consiste à trouver les correspondances entre deux surfaces et/ou entre les zones élémentaires. La seconde nécessite la détermination des paramètres de transformation entre ces deux surfaces. Toutefois, étant donné que la plupart des surfaces sont composées de points distincts, répartis de manière aléatoire, éventuellement référencés dans des systèmes différents, il faut absolument connaître les paramètres de transformation entre ces deux surfaces pour établir ces correspondances. Réciproquement, pour déterminer ces paramètres de transformation, il faut connaître de correspondance entre les deux séries de points. On propose de résoudre cet appariement de surfaces en utilisant des jeux de données réparties de façon aléatoire, sans recourir à des interpolations sujettes à erreurs, ni nécessiter des correspondances point à point entre les deux surfaces en question. On résout simultanément l'obtention des correspondances et des paramètres de transformation en utilisant une transformation de Hough itérative modifiée avec estimation de sa qualité. On a mené plusieurs essais pour prouver la faisabilité et la robustesse de ce procédé y compris lorsque l'on avait affaire à un pourcentage élevé de changements. The underlying process that generates these discrepancies is usually unknown and is nonhomogenous in nature. The nonhomogeneity suggests that registration of the datasets should be performed using local transformations; the type of local transformations is, however, an open question. Usually, a local rubbersheeting transformation that utilizes nodes as counterpart features is applied to solve these discrepancies. However, pointbased transformation is adequate only for simple cases. This paper presents a local transformation algorithm based on counterpart linear features. The transformation is more general in essence and suitable to a wide range of cases, especially for transformation of spatial geographic data. The linebased transformation is presented here as part of a linearbased map conflation algorithm, a framework under which this transformation is most likely to be encountered in geographic information systems (GIS). Nevertheless it can also be applied separately as part of different applications. [Termes IGN] modèle numérique de surfaceRésumé : (Auteur) This paper proposes and illustrates a decision analytical approach to compare the value of alternative spatial data sets. In contrast to other work addressing value of information, its focus is on value of control. This is a useful concept when choosing the best data set for decision making under uncertainty due to error in the reported data. Application of the concept requires probabilistic accuracy measures and a loss function representing the cost of incorrect judgement about some target property. This is illustrated by an assessment of the suitability of two digital elevation models (DEMs) for determining the volume of sand required for building a container port. To demonstrate flexibility of the approach, accuracy assessment was based on both a random and a systematic sample of error data, using designbased estimation and model-based prediction, that is geostatistics. Analysis results included the expected loss for each combination of DEM and sampling strategy. These indicated that both DEMs were equally suitable for the intended use. Operational practicability of the method is highly dependent on the willingness of database producers to give access to sample information similar to the quick looks provided to potential users of remote sensing imagery.
