[Termes IGN] WebSIGRésumé : (Auteur) The design and development of a highly interactive web-based, GIS-enabled atlas is reported. The atlas is a prototype, designed as a model for implementation of atlases to support government cancer-control activities. This model integrates symbolisation and design principles from print cartography, interaction strategies from exploratory geovisualisation, and web-map/web-feature service advances from GIS. The atlas has been implemented using a client-server architecture. It makes use of two open-source GIS tools, PostGIS (as the system database) and GeoServer (to connect the database to the client mapping application). The client mapping application has been built in Macromedia Flash. The entire client-server architecture is described, then direct primary emphasis is focused on the client mapping application. For this component of the system, the interface design strategy is detailed, the approach taken to implement this strategy in Flash is documented, and the mechanisms developed to build dynamic links from the client to the underlying database through the server are outlined. Features of the atlas are presented through a prototypical use scenario for a target user. [Termes IGN] système d'information géographiqueRésumé : (Auteur) The extended 9-intersection matrix is used to formalize topological relations between uncertain regions while it is designed to satisfy the requirements at a concept level, and to deal with the complex regions with broad boundaries (CBBRs) as a whole without considering their hierarchical structures. In contrast to simple regions with broad boundaries, CBBRs have complex hierarchical structures. Therefore, it is necessary to take into account the complex hierarchical structure and to represent the topological relations between all regions in CBBRs as a relation matrix, rather than using the extended 9-intersection matrix to determine topological relations. In this study, a tree model is first used to represent the intrinsic configuration of CBBRs hierarchically. Then, the reasoning tables are presented for deriving topological relations between child, parent and sibling regions from the relations between two given regions in CBBRs. Finally, based on the reasoning, efficient methods are proposed to compute and derive the topological relation matrix. The proposed methods can be incorporated into spatial databases to facilitate geometric-oriented applications. In Portugal, they teamed up with a group of scientific researchers on a project to monitor and map wildfires by immediately putting them into an online mapping application on the ground. Common recreational air vehicles can be equipped with a newly-developed tracking system from ATsence. The solution is not only cheap but also very effective for monitoring and fighting fires. Other countries are also interested in the system. [Termes IGN] système d'information géographiqueRésumé : (Auteur) Multicriteria analysis is a set of mathematical tools and methods allowing the comparison of different alternatives according to many criteria, often conflicting, to guide the decision maker towards a judicious choice. Multicriteria methods are used in spatial context to evaluate and compare spatial decision alternatives, often modeled through constraint-based suitability analysis and represented by point, line, and polygon features or their combination, and evaluated on several space-related criteria, to select a restricted subset for implementation. Outranking methods, a family of multicriteria methods, may be useful in spatial decision problems, especially when ordinal evaluation criteria are implied. However, it is recognized that these methods, except those devoted to multicriteria classification problems, are subject to computational limitations with respect to the number of alternatives. This paper proposes a framework to facilitate the incorporation and use of outranking methods in geographical information systems (GIS). The framework is composed of two phases. The first phase allows producing a planar subdivision of the study area obtained by combining a set of criteria maps; each represents a particular vision of the decision problem. The result is a set of non-overlapping spatial units. The second phase allows constructing decision alternatives by combining the spatial units. Point, line and polygon feature-based decision alternatives are then constructed as an individual, a grouping of linearly adjacent or a grouping of contiguous spatial units. This permits us to reduce considerably the number of alternatives, enabling the use of outranking methods. The framework is illustrated through the development of a prototype and through a step-by-step application to a corridor identification problem. This paper includes also a discussion of some conceptual and technical issues related to the framework. Les SIG en tant qu'outils techniques, sont-ils compatibles avec ces démarches citoyennes ? Et qu'entend-on au juste par "démarches participatives" ?
