[Termes descripteurs IGN] ville intelligenteRésumé : (auteur) This article shows a novel geo-visualization method of dynamic spatiotemporal data that allows mobility and concentration of criminal activity to be study. The method was developed using, only and significantly, real data of Santiago de Cali (Colombia), collected by the Colombian National Police (PONAL). This method constitutes a tool that allows criminal influx to be analyzed by concentration, zone, time slot and date. In addition to the field experience of police commanders, it allows patterns of criminal activity to be detected, thereby enabling a better distribution and management of police resources allocated to crime deterrence, prevention and control. Additionally, it may be applied to the concepts of safe city and smart city of the PONAL within the architecture of Command and Control System (C2S) of Command and Control Centers for Public Safety. Furthermore, it contributes to a better situational awareness and improves the future projection, agility, efficiency and decision-making processes of police officers, which are all essential for fulfillment of police missions against crime. Finally, this was developed using an open source software, it can be adapted to any other city, be used with real-time data and be implemented, if necessary, with the geographic software of any other C2S. The quality of the urban environment is determined by the qual-ity of its three components: anthropogenic, natural and social environment. The main problem of assessing the state of the urban environment is the fragmentation of methodological approaches and adequate tools for assessing the qualitative state of the urban environment. This objectively makes it difficult for municipal authorities to use this assessment as an ele-ment in the system of urban planning decision making. We have developed an intelligent information system to provide an assessment of potential, real and lost opportunities of the urban environment using fuzzy expert knowledge. This system operates in the conditions of using non-numeric, inaccurate and incomplete information to ensure the management of sustainable city development. The system for assessing the potential, real and lost opportunities of the urban environment is based on the use of fuzzy logic equations. It allows to evaluate the effectiveness of metabolic transformations of each subsystem of the urban environment. [Termes descripteurs IGN] urbanismeRésumé : (auteur) The constantly increasing amount and availability of urban data derived from varying sources leads to an assortment of challenges that include, among others, the consolidation, visualization, and maximal exploitation prospects of the aforementioned data. A preeminent problem affecting urban planning is the appropriate choice of location to host a particular activity (either commercial or common welfare service) or the correct use of an existing building or empty space. In this thesis we propose an approach to address the preceding challenges availed with machine learning techniques with the random forests classifier as its dominant method in a system that combines, blends and merges various types of data from different sources, encode them using a novel semantic model that can capture and utilize both low-level geometric information and higher level semantic information and subsequently feeds them to the random forests classifier. The data are also forwarded to alternative classifiers and the results are appraised to confirm the prevalence of the proposed method. The data retrieved stem from a multitude of sources, e.g. open data providers and public organizations dealing with urban planning. Upon their retrieval and inspection at various levels (e.g. import, conversion, geospatial) they are appropriately converted to comply with the rules of the semantic model and the technical specifications of the corresponding subsystems. Geometrical and geographical calculations are performed and semantic information is extracted. Finally, the information from individual earlier stages along with the results from the machine learning techniques and the multicriteria methods are integrated into the system and visualized in a front-end web based environment able to execute and visualize spatial queries, allow the management of three-dimensional georeferenced objects, their retrieval, transformation and visualization, as a decision support system. occupation of many infrastructures for water, storm-water, sewer, electricity, gas, etc. Urban and ecological problems can be faced thanks to them. However, they are difficult to manage because of the impossibility of seeing them. The location of existing infrastructures is a necessity for controlling their development. Converting from CAD to GIS may improve the CAD drawings with spatial information and attributes and allows a better accessibility, accuracy and performance [Warner, 2013]. The Geographic Information System (GIS) implementation process for municipalities can be very complex, expensive, and time consuming, depending on the knowledge of municipalities. Maps of underground infrastructure systems are mainly stored in paper or CAD format and many cities and organizations around the world are putting significant efforts into converting those maps into GIS format. However, most of these efforts are uncoordinated and a formal protocol is missing to deal with GIS map update and version control. During this internship, it was asked to survey current practices in the world and develop a formal protocol to convert and manage GIS maps of underground infrastructure systems. The project required a technical expertise (to account for the potentials and limits of GIS) and specific knowledge about underground infrastructure systems. I had to survey current efforts in the world to convert and manage underground maps mainly thanks to a survey of municipalities and through online searches. Then developed a formal protocol illustrated by a general flowchart that should offer a streamlined strategy to ensure effective conversion from CAD to GIS and allows a better data management. The project resulted in a scientific publication. These works allowed me to develop GIS, Python, communication and writing skills in English.Note de contenu : Introduction
