[Termes IGN] SlovénieRésumé : (Auteur) The topic of this paper is the challenges of using remote sensing technologies as one of the potential data sources for the establishment of a 3D real property cadastre in Slovenia. More than a decade ago, the legal basis for the registration of property rights on the buildings and parts of buildings was provided in Slovenia, and for this purpose, the Building Cadastre was established. The analyses of the current data within the Land Cadastre and the Building Cadastre revealed that the 3D graphical representation of buildings, where the second level of detail (LoD 2) was discussed, requires additional data in which significant roof points should be additionally acquired. For this purpose, i.e. the creation of a graphical 3D-model of a building at the level LoD 2, we use the cadastral and national topographic data that covers the entire state territory, which are stereopairs of aerial photographs of the cyclic aerial survey (CAS) and airborne laser scanning data. Using a case study, we have analysed and discussed the appropriateness of the state airborne laser scanning data as an additional data source, along with the current cadastral data, for the creation of 3D-building model at the second level of detail, which is important from the cadastral as well as topographic perspective. However, the automatic conversion of such data into solid models for computation remains a major challenge, especially where non-rectilinear features are present. Since, openings and the overall dimensions of the buildings are the most critical elements in computational models for structural analysis, this article introduces the Slicing Method as a new, computationally-efficient method for extracting overall façade and window boundary points for reconstructing a façade into a geometry compatible for computational modelling. After finding a principal plane, the technique slices a façade into limited portions, with each slice representing a unique, imaginary section passing through a building. This is done along a façade’s principal axes to segregate window and door openings from structural portions of the load-bearing masonry walls. The method detects each opening area’s boundaries, as well as the overall boundary of the façade, in part, by using a one-dimensional projection to accelerate processing. Slices were optimised as 14.3 slices per vertical metre of building and 25 slices per horizontal metre of building, irrespective of building configuration or complexity. The proposed procedure was validated by its application to three highly decorative, historic brick buildings. Accuracy in excess of 93% was achieved with no manual intervention on highly complex buildings and nearly 100% on simple ones. Furthermore, computational times were less than 3 sec for data sets up to 2.6 million points, while similar existing approaches required more than 16 hr for such datasets. [Termes IGN] zone urbaineRésumé : (Auteur) Building orientation with respect to the radar look direction has a critical influence on the interpretation of multilook polarimetric synthetic aperture radar (PolSAR) data in urban areas. In this paper, its impacts on polarimetric orientation angle (POA) estimation and model-based decomposition are discussed. The discussion begins with the analysis of the general double-bounce scattering model, of which the characteristics are dependent on the electromagnetic and geometric parameters of the related dihedral structure. Then, for multilook PolSAR data, the polarimetric scattering mechanism in urban areas is modeled by two double-bounce scatterings from two orthogonal dihedral structures. From the model, the impacts of the building orientation on POA estimation can be revealed. With the increase of the building orientation, the POA difference between the two dihedral structures increases gradually, and the feasibility to estimate the building orientation via the estimated POA is reduced dramatically. Upon further analysis, we illustrate the impacts on the model-based decomposition. With the increase of the building orientation, the dominant scattering mechanism labeling technique based on the model-based decompositions will gradually become invalid. Moreover, the processing of POA compensation, which is helpful in reducing the impacts of the building orientation, also becomes invalid when the building orientation increases to a certain value. At last, three L-band data sets of San Francisco acquired by AIRSAR are used to verify the inferences. The experimental results show that, for L-band PolSAR data in urban areas, when the radar look angle is around 45, the threshold of building orientation for the validity of dominant scattering mechanism labeling is about ±3, and for the POA compensation, the threshold is about ±12.
