[Termes IGN] reconnaissance de formesRésumé : (auteur) Building patterns are crucial for urban form understanding, automated map generalization, and 3 D city model visualization. The existing studies have recognized various building patterns based on visual perception rules in which buildings are considered as a whole. However, some visually aware patterns may fail to be recognized with these approaches because human vision is also proved as a part-based system. This paper first proposed an approach for linear building pattern recognition combining convex polygon decomposition. Linear building patterns including collinear patterns and curvilinear patterns are defined according to the proximity, similarity, and continuity between buildings. Linear building patterns are then recognized by combining convex polygon decomposition, in which a building can be decomposed into sub-buildings for pattern recognition. A novel node concavity is developed based on polygon skeletons which is applicable for building polygons with holes or not in the building decomposition. And building’s orthogonal features are also considered in the building decomposition. Two datasets collected from Ordnance Survey (OS) were used in the experiments to verify the effectiveness of the proposed approach. The results indicate that our approach achieves 25.57% higher precision and 32.23% higher recall in collinear pattern recognition and 15.67% higher precision and 18.52% higher recall in curvilinear pattern recognition when compared to existing approaches. Recognition of other kinds of building patterns including T-shaped and C-shaped patterns combining convex polygon decomposition are also discussed in this approach. [Termes IGN] vectorisationRésumé : (auteur) The vectorization of historical maps is an important scientific issue for understanding the dynamics of change recorded by territories. Historical maps are potentially an excellent source of data for characterizing river changes at large scales. The use of vectorized data is essential for such characterization, as well as for highlighting changes in the planform alignment of such reaches over time. At a regional network scale of several thousand kilometers of river, such work requires the vectorization of several hundred or even thousands of maps. This work proposes an automated vectorization procedure for the hydrographic network detailed in the cartographic resources of the IGN (the French National Mapping Agency). The ultimate goal is to use these historical maps to track the planform evolution of the elementary landscape units (water, bare banks, and riparian vegetation) that constitute river corridors at the basin network scale. The Historical Maps Vectorization Toolbox was developed to automatically vectorize river corridor objects (sediment banks, water surfaces, and vegetation polygons) with a high level of accuracy. The toolbox works with a 2-step process: first it classifies the colors detected on the map, then it reconstructs the objects of the fluvial corridor. We also demonstrate a practical use of the toolbox through measuring changes in the surface area of river networks of several hundred kilometers. They provide insights into the physical world for decision makers, for example via simulation, and can be used to directly alter the physical world without manual intervention. While they have their origins in manufacturing, they are increasingly being used within the built environment, by both public and private sectors. Increasingly city-wide and National Digital Twins are also being considered, to underpin local, municipal and central government decision making. For these emerging Digital Twins, location data such as that provided by National Mapping and Cadastral Agencies (NMCAs) has the potential to underpin Digital Twin modelling. It thus becomes important for NMCAs to better understand Digital Twins in order to determine whether current data offerings can meet this new demand and how best to support the various activities. As a first stage investigation under the auspices of EuroSDR, this paper explores challenges and opportunities for NMCAs and others working in the location sector, presenting the result of an international survey and workshop on these topics. We conclude that there is significant overlap with existing challenges within the geospatial community and those required to better support Digital Twins - e.g. interoperability and data management and governance. Additionally, the opportunity for a broader understanding and uptake of location data offered by Digital Twins should not be ignored. [Termes IGN] système d'information foncièreRésumé : (auteur) In many western countries, publicly led mapping activities and recording information of land parcels and buildings and the related rights, restrictions, and responsibilities have established their roles as important pillars of a functioning society. National mapping, cadastral, and land registry authorities as public agencies responsible for conducting these tasks are in a key position in shaping the development of the whole land administration sector. Most of these authorities have formulated their purposes, directions, and goals in the form of strategies. There is, however, a lack of understanding of the type of goals these authorities pursue through their strategies and why. Using an online questionnaire as a method, this study explores the strategy goals as well as the strategy drivers of national mapping, cadastral, and land registry authorities. We find that the strategy goals converge to a great extent and relate particularly to digitalization, data properties, customers and needs of society, and organizational development. Further, we observe that the strategy work of these authorities is most often driven by changes in the customer needs and by changes in the government’s policies. The contribution of the study lies in providing an overview of how national mapping, cadastral, and land registry authorities frame their near-future development and in highlighting that albeit the goals, for the most part, align with the qualities of a good, neutral land administration system, the authorities show low tendency to pursue transformative or paradigmatic changes through their strategies.
