[Termes IGN] surveillance agricoleRésumé : (Auteur) A pilot study has been performed to map land cover for selected regions of Europe using multi-temporal NOAA/AVHRR satellite images. Based on the classification results the meaning of a 1-km land cover database at the European scale for agricultural and environmental applications has been illustrated. In a recent study for the Space Applications Institute (SAI) of the Joint Research Centre (JRC, Ispra) the integrative use of high and low resolution satellite data and crop growth models have been studied by SC-DLO. Vegetation indices as derived from both high and low resolution satellite data were used to estimate crop parameters. Especially if the actual situation deviates considerably from the mean situation, more realistic yield figures were obtained. Evapotranspiration maps have been composed using both satellite systems. In general areal patterns as obtained with high and low resolution satellite data were in agreement with each other. This means that such images are highly relevant to detect alarming situations concerning crop water supply during the growing season. A quantitative analysis should be further elaborated, integrating satellite observations and crop growth model simulations. [Termes IGN] théorie de Dempster-ShaferRésumé : (auteur) An automated method for extracting information from remotely sensed data using guided segmentation is described. A task oriented approach to interpretation enables a greater flexibility for exploratory analysis, and is essential for providing a dynamic interface between remotely sensed data and other forms of spatial data within a Geographic Information Systems (GIS) environment. Segmentation is used as an effective means of investigating the relationship between spatial and spectral properties of the data with respect to contextual classification. A fundamental difficulty is the combination of evidence from multiple disparate sources. A method, based on the Dempster-Shafer evidential theory, is presented which combines evidence to effectively guide the segmentation towards a suitable solution. This combination is influenced using weights which are configured to provide a top-down or model based component to the data-driven segmentation. The results of this approach are evaluated with respect to the more traditional per pixel classifications such as the maximum likelihood and decision tree classifiers using ground reference data of an area of the West Australian wheat belt in order to quantify relative accuracies. [Termes IGN] viticultureRésumé : (Auteur) Precise and up-to-date information on agricultural production is a vital component in running market economies. Such data are even more important where, as in the European Community, a common agricultural policy is one of the important aims. Considerable differences between European countries concerning agricultural production have led to a complex system of rules and subsidies which all rely on a certain level of precision of agricultural statistics.
Remote sensing seems to be the most promising technique for upgrading the agricultural statistics system. To obtain rapid improvements, while avoiding duplication of work and a diversity of methods, the Commission has set up a Pilot Project to introduce remote sensing into the European Community agricultural statistics system. The Joint Research Centre is in charge of this project, the objectives being defined according to the priorities of Directorate General VI - Agriculture, and the European Communities Statistical Office.
The first requirement is to distinguish, identify and measure the area of important crops. The second is to estimate production in good time so that decisions can be made. De telles données sont encore plus importantes lorsque, comme dans la Communauté européenne, la politique agricole commune est un des objectifs importants. Une telle politique dépend largement de la précision des statistiques agricoles, mais celles-ci ne sont pas toujours adéquates pour ses utilisateurs. Ceci est surtout causé par le fait que, malgré le progrès fait par l'Office Statistique des Communautés Européennes (O.S.C.E.) pour intégrer les statistiques de la Communauté, les systèmes nationaux de statistiques agricoles sont toujours différents aussi bien en ce qui concerne leur approche vers les méthodes conventionnelles qu'en ce qui concerne les ressources disponibles. La télédétection semble être la technique la plus prometteuse pour améliorer le système des statistiques agricoles. Afin d'obtenir de rapides améliorations, éviter une répétition des travaux de même qu'une diversité de méthodologies, la Commission a mis au point un Projet Pilote visant à l'introduction de la télédétection dans le système de statistiques agricoles de la Communauté européenne. Le Centre Commun de Recherche est responsable de ce projet, les directives étant définies selon les priorités de la Direction Générale VI Agriculture. La première nécessité est de distinguer, identifier et mesurer la surface des cultures d'importance significative. La seconde est d'évaluer en temps utile la production réalisée pour prendre des décisions qui s'imposent. Lorsque l'on dispose de ces statistiques de base, on peut ensuite envisager des prévisions.
