[Termes IGN] SwisstopoRésumé : (auteur) Following the latest developments in Remotely Piloted Airborne Systems (RPAS) industry and attending some of the most prominent fairs related to the field of geomatics one easily recognizes that it is RPAS, which is strongly pushed into the civilian market. It really is of interest, if official authorities like National Mapping Agencies (NMAs) are starting to implement the RPASs technology within their specific data acquisition processes – to establish alternatives to their traditional manned photogrammetric survey flights. The European Spatial Data Research organization (EuroSDR), representing European NMAs and research organizations of currently 17 European states, is following UAV developments since end of 2004, where an ongoing activity was created, to continuously update their members on the developments in this technology. As systems consolidated, new impetus was given to more deeply explore the potential RPAS for national mapping. Today first national mapping agencies have already used RPAS based data for first experiments in mapping. Several NMAs are discussing on the future role of this technology within their agencies. This report will try to give an overview on the current situation on the use of RPAS in European mapping agencies. Based on the input from some selected NMAs, their expectations on RPAS technology, the fields of use they foresee in their country specific surroundings and – exemplarily – first experiences with this type of technology will be presented. Even though the use of RPAS in NMAs is still new, substantial technical and operational benefits become obvious already. With that, the paper will try to give a state-of-the-art report on the current activities and overall acceptance of RPAS technology in European photogrammetric mapping. [Termes IGN] RussieRésumé : (Auteur) Russia has the intention to develop and implemented a 3D cadastre. A Russian-Dutch project on 3D Cadastre modelling assessed the added value of a 3D cadastre. At present, the system of state cadastre and real estate registration in the Russian Federation is based on the 2D representation of objects including land parcels, building and structures. However, the current approach does not cover all situation of the real 3D world. Examples of such situations impeding cadastre and right registration are: multilevel complexes, intersections of various objects in space, underground and elevated engineering networks, etc. The project included prototype development and a pilot. [Termes IGN] propriété foncièreRésumé : (Auteur) From an international perspective, the German land register is one of the most meaningful registers, as it has extensive disclosure effects, as provided by Article 873, 891, 892, German Civil Code. The principles enshrined in property law also influence the formal Land Registry Procedure (numerus clausus of real rights; compulsion of types in regard to content; principle of public disclosure; principle of clarity and definiteness). The legal basis of the recording process is the German Land Register Code (in German terms: Grundbuchordnung, or GBO) of 1897, which can rightly be regarded as a legislative masterpiece. The distinction between the principle of formal consensus, Article 19, German Land Register Code, and the principle of substantive consensus, Article 20, German Land Register Code, has proved to be especially significant. Innovations in Land register Law are provided by the new law about the area of jurisdictio voluntaria (in German terms: FamFG) and the introduction of E-conveyancing in the German Land Registry Procedure (in German terms: ERVGBG). The prospect of a land register database is already on the horizon (in German terms: DaBaGG). Quelques exemples tirés de la pratique du canton de Thurgovie illustrent la manière de combiner les travaux lors de remaniements parcellaires ou de remembrements volontaires, qu'il s'agisse du relevé de l'ancien état cadastral, de l'abornement et des nouvelles mensurations qui s'ensuivent ou de mises à jour de données. Pour pouvoir relever les défis de demain, il faudra aussi tirer parti des synergies existant entre la mensuration et les améliorations structurelles. Il sera aussi en particulier impératif de satisfaire aux nouveaux besoins des clients, tels que des systèmes géographiques basés sur des modèles en 3D ou des échanges de données informatisés entre le registre foncier, la mensuration officielle et les améliorations structurelles.
