[Termes IGN] World Geodetic System 1984Résumé : (Auteur) Accurate postal code maps have many applications within GIS as the postal code has the potential to link the address description of buildings to their location in a specified global reference system in a more natural way. This relationship is possible in both directions: geocoding and reverse-geocoding. These operators demand a mechanism for translating an exact geometric position (i.e., WGS84 coordinate) into a location indication (town, street, house number) and vice versa. As most built-up parcels are provided with a postal code, this indicator can be used as the linkage. This paper describes the procedure, based on the Dutch cadastral registration, to obtain a reliable 6-position (i.e., 262813X, the highest level of detail possible) planar postal code map for the Netherlands. Problems with existing, Voronoi-diagram based, postal code maps, like intersected houses and arbitrary derived (and thus unrecognizable) boundaries are avoided. The reliability of the derived planar postal code map is discussed and results are illustrated by figures. For a planar coverage, non built-up parcels having no postal code should be assigned a plausible postal code. Furthermore special attention is given to infrastructural parcels. These parcels are divided at their (approximated) skeletons first and then these subdivided infrastructure parcels are piecewise attached to their neighbour parcels. This new approach results in very reliable postal code maps, which are visually attractive too as infrastructure lines can be recognized. The procedure is generic and can be applied to other administrative parcel information as well. The algorithm is implemented using the Computational Geometry Algorithms Library (CGAL), and the possibilities and limitations of this library are addressed as well. [Termes IGN] utilisation du solRésumé : (Auteur) The Government of Ghana is about to take steps under its Land Administration Project to initiate the adoption of geographical information systems (GIS) in the administration of land. This paper identifies some of the challenges for Ghana's leading lands agency, the Lands Commission Secretariat, and highlights problems such as the paucity of reliable data sets and lack of standards. One of the major planning issues in Accra is that of building encroachments, for which no digital information is currently available. The paper reports on a pilot study to record encroachments on public land and demonstrates the type of inconsistencies that are apparent between the planning and cadastral data sets that do exist. The paper emphasizes that appropriate applications of GIS in Ghana's land sector are those that consider the political, social and institutional contexts within which GIS is to be operationalized. [Termes IGN] système d'information géographiqueRésumé : (Auteur) In this paper a least squares-based method is proposed for adjusting the boundaries of area objects in a GIS that is designed particularly for solving inconsistencies between the areas of digitized and registered land parcels. The principle of this approach is taking the size of the registered area of a land parcel as its true value and to adjust the geometric position of the boundaries of the digitized parcel. First, a generic area adjustment model is derived by incorporating the following two categories of constraints: (a) attribute constraint: the size of the true area of the parcel, and (b) geometric constraints: such as, straight lines, right angles and certain distances. Second, the methods used to adjust the areas of the parcels for different cases are presented. Third, the implementation of the proposed model is illustrated using several case studies. The results of the application and the corresponding analysis demonstrate that the proposed approach is able to maintain a consistency between the areas of the digitized and registered parcels. This study has solved one of the most critical problems in developing a land/cadastral information system, and this solution has been adopted in the processing of real world cadastral data in Shanghai and other cities in China.
