The adoption of such systems is ubiquitous, but when adopted, they create two non-compatible systems with paper-based cadastral systems whose information needs to be digitised. This study proposes a new approach that is fast and accurate for transforming paper-based cadastral data into digital systems. The proposed method involves deep-learning techniques of the LCNN and ResNet-50 for detecting cadastral parcels and their numbers, respectively, from the cadastral plans. It also contains four functions defined to speed up transformations and compilations of the cadastral plan’s data in digital systems. The LCNN is trained and validated with 968 samples. The ResNet-50 is trained and validated with 106,000 samples. The Structural-Average-Precision (sAP10) achieved with the LCNN was 0.9057. The Precision, Recall and F1-Score achieved with the ResNet-50 were 0.9650, 0.9648 and 0.9649, respectively. These results confirmed that the new method is accurate enough for implementation, and we tested it with a huge set of data from Tanzania. Its performance from the experimented data shows that the proposed method could effectively transform paper-based cadastral data into digital systems. These maps are the ‘original’ maps of the Italian Land Cadastre, the first cartographic support built directly from measures carried out by technicians during implantation of the Italian land cadastre. They are called ‘originali di impianto’ – ‘originals of implantation’ or ‘implant maps’. As such, these maps are valuable and are kept with great care. Recently, the Italian cadastre has carried out an accurate digitisation of these maps in a raster format at a high resolution. In this work, the authors propose the use of these digital maps for the recovery of cadastral boundary. The original cadastral map, one of the primary sources relied upon in defining legal boundaries, generally uses the Bessel ellipsoid localised in Genova and the Cassini-Soldner projection; the GNSS equipment, on the other hand, uses the geocentric ellipsoid with global or continental realisations. After an RTK positioning, the receivers usually provide the cartographic coordinates in a Gauss projection. However, our study deals with the problem of using different projections and reference systems within the limits of a map. In this context, the transition between systems and projections can be made through a conformal transformation with deformations slighter than graphical errors in the map. The difficulty of finding identifiable points in both reference systems is partially solved through a new way of carrying out the redefinition of boundaries by exploiting geometric information. Properties in the 246 villages/neighbourhoods are registered in 1.5 million paper records and on paper maps. In 1998 an initiative was launched to transfer the paper-based system to a modem digital system. The project progressed slowly. By 2009, only approximately 20,000 of the 550,000 parcels, i.e. less than 5%, had been captured. To speed up the process, a project was started in 2013 to renew 129,962 parcels within one year. To date, 61 villages amounting to 900km2 have been completed. The authors describe the efforts underlying the success so far and also identify deficiencies which require the authorities' attention.
