Dans un premier temps, nous constituons, à partir de sources de données hétérogènes une cartes des priorités de conservation des milieux naturels de la Province Sud de la Nouvelle Calédonie. Deux types de difficultés sont traités, d'une part, l'obtention d'une couche d'information unique et sa typologie associée et d'autre part, l'aspect topologique et géométrique des entités. Notre travail conduit à l'obtention d'une carte des milieux naturels de la province sud nécessaire préalable à l'établissement des priorités. Celles-ci sont établies de façon consensuelle et évolutive. Ces priorités sont traduites dans une carte facile à mettre à jour avec l'acquisition de nouvelles données. Dans un second temps, nous cherchons à estimer la menace incendie pesant sur les milieux naturels définis au préalable. Nous cherchons tout d'abord à obtenir toute information relative au recensement des feux sur le Territoire, nous traitons en particulier de la détection de points chauds à partir de l'imagerie satellite NOAA et MODIS. A partir de données de localisations des feux, nous procédons à différents types d'analyses spatiales par rapport aux milieux naturels dans une perspective opérationnelle. Les priorités de lutte contre l'incendie sont définies. Ce travail conduit à démontrer l'intérêt des données spatialisées sur les feux. Il propose de mettre en place un SIG "feux de brousse" partagé entre tous les acteurs concernés par cette problématique. Note de contenu : I - INTRODUCTION

[Termes IGN] zone urbaine denseRésumé : (auteur) During the past decades 3D building extraction has been a constant topic of research for several universities and cartographic or photogrammetric institutes because there was a great demand for 3D city models in commercial applications. These applications move from electromagnetic propagation for telecommunication to more demanding simulations for acoustic, urban planning, virtual and augmented reality. In most cases, 3D complete roof shapes are required. Year after year radiometric quality and geometric accuracy of new high resolution satellites keep on improving so much so satellite imagery become a real potential solution for the production of such 3D models. This present paper studies the potential of the CNES (French Spatial Agency) Pleiades-HR system, ready to launch in 2007, for the 3D city models production in the case of 2D ground maps availability. First because this Pleiades-HR system, able to acquire tristereoscopic high-resolution panchromatic images, seems well adapted for 3D applications. Secondly because 2D ground maps are now available in many countries, especially in dense urban areas, and are very useful for the automation of the reconstruction process. For the present evaluation very fine image simulations provided by the CNES are used, in addition to 2D ground plans that come from the French cadastral database. The 3D models have been produced with an operational framework able to reconstruct buildings from optical images and 2D ground plans. A 3D reference has been acquired from aerial images with a resolution of 25cm. This reference allows to evaluate from qualitative and quantitative points of view the 3D reconstruction. Finally, the quality of 3D city models produced from the Pleiades-HR images will be discussed in terms of levels of details, geometric accuracy, exhaustiveness and productivity. En revanche, plus l'échelle diminue, plus elle est difficile, surtout quand le nombre de données est extrêmement important. Ainsi, la cartographie des accidents de la route et celle de l'état des chaussées à l'échelle nationale nécessitent des méthodes de généralisation : l'échelle est très petite (le millionième) et les données sont au nombre de dizaine de milliers. La généralisation permet l'adaptation du contenu des données recueillies localement en fonction du but et de l'échelle d'une carte, afin d'améliorer la lisibilité de cette carte. Le but de ce rapport est de présenter des solutions pour la représentation cartographique des accidents de la route et de l'état des chaussées. L'exemple des accidents de la route sera traité en détails, avec notamment la présentation d'une nouvelle méthode de localisation des accidents, la description de l'algorithme utilisé pour la généralisation, et la mise en place d'une méthode statistique permettant d'identifier les tronçons les plus dangereux. Les bases d'une solution permettant la cartographie de l'état des chaussées seront expliquées. Les différences existant entre la méthode de généralisation des accidents de la route et celle de l'état des chaussées seront soulignées.
