[Termes IGN] WebSIGRésumé : (auteur) The concept of static flood inundation extent libraries and their utilisation to anticipate the extent of inundation to alert and evacuate the population likely to get affected has been suggested by many researchers in different prototype studies. Actual implementation of the concept for a nation like India demands an automated practical operational software framework for systematic organisation, retrieval and visualisation of flood inundation extent libraries in a Geographic Information System (GIS) environment. Implementation of a software framework in a Web GIS environment facilitates decision-makers to access the inundation library with a functionality to overlay other spatial layers for proper situation assessment and decision-making. Utilisation of an open source software library for developing the software framework reduces the overall project cost and its re-distribution. The present work addresses the development of an automated operational framework for one of the chronically flood affected states in India (Bihar) using open source libraries for updating libraries, cataloguing, database organisation, retrieval of data and visualisation of flood extent. The developed framework first reads and arranges the flood forecast information followed by database organisation for identifying the corresponding inundation extent and other related layers available in the library for visualisation. [Termes IGN] tsunamiRésumé : (auteur) Preventing people exposed to natural hazards is a fundamental lever to reduce their vulnerability and the associated risk. In this context, evacuation maps can be considered as a useful tool to educate populations in order to get an appropriate behavior in case of disaster, and to maintain a culture of the risk in exposed areas. Since the catastrophic events in the Indian Ocean and Japan, local initiatives for the creation of tsunami evacuation maps have developed worldwide. However, no clear recommendations for the elaboration of these maps have already been proposed. This lack concerns the methods and rules used to create and represent the information present in the map. So, this article seeks to provide consensual symbolization rules for tsunami evacuation maps. To achieve this objective, a critical analysis was conducted from a sample of 30 tsunami evacuation maps. As a result, major trends and recurring choices have been extracted and compiled in a proposition for symbolization rules. This proposition, which has been implemented on various sites in the Mediterranean and Caribbean seas, can be seen as a first contribution for the harmonization of tsunami evacuation maps, in order to provide a universal cartographic language for exposed populations. The input data requirements are high-resolution multi-view images, acquired from airborne platform. The elevations are derived from a dense surface model generated with photogrammetric methods. With the principal objective of rapid response in emergency situations, two different processing roadmaps are proposed, semi-supervised and unsupervised. Both of them follow a two-step workflow of building detection and building health estimation. Optionally, cadastral layers may serve as a-priori knowledge on building location. The semi-supervised approach involves a data training step, while the unsupervised approach exploits the similarities and dissimilarities between sets of features calculated over the detected buildings. The change detection task is formulated as a classification task defined over a conditional random field. The algorithms are evaluated using two datasets (Vexcel and Midas cameras) and results are compared with ground truth data and specific metrics. Along with a “broken windows” orientation, police leadership used new management principles to analyze crime and direct police force activities, and geospatial software was central to these principles. The use of maps increases the credibility of an argument, but a critical examination of the historical development of policing tactics and the application of rhetorical concepts calls into question the validity of the NYPD's use of mapping in the context of crime reduction. A comparative analysis of the NYPD's CompStat efforts and a counter-mapping effort by theguardian.com illustrates the rhetorical power and the perils of maps. This paper describes an iterative approach consisting of designing and evaluating static flood risk maps. In the first step, the use of different colour schemes and background types (e.g. topographic map, street map, and satellite images) is evaluated in an online survey. Next the design is optimized based on the outcomes of dedicated focus groups. The usability tests include the users’ preference, also considering their characteristics (age, gender, and expertise). The obtained results of each step are integrated to optimize the design of evacuation route maps and flood depth maps.
