[Termes IGN] tsunamiRésumé : (Auteur) The Sumatra earthquake struck South Asia on 26 December 2004 and triggered monstrous waves that turned into a tsunami hitting the ocean regions and caused the most severe natural disaster of recent decades. The devastating earthquake and tsunami changed the landscape of coastal areas in many countries around the whole Indian Ocean region. To provide real-time information for rescue and rehabilitation plans, satellite images were applied to monitor and evaluate the damage over several devastated spots. The FORMOSAT-2 satellite, which was launched on 21 May 2004 and operated by the National Space Organization, Taiwan, is uniquely designed to take timely and low-cost black and white images daily with a resolution of 2 m and colour images of 8-m resolution. FORMOSAT-2 is expected to have many useful applications, such as natural-disaster evaluation, land-usage analysis, environmental monitoring, and coastal search and rescue. FORMOSAT-2 successfully acquired several post-tsunami images of the hazardous areas, both Puhket, Thailand and Banda Aceh, Indonesia on 28 December. A series of FORMOSAT-2 satellite images were processed by geometric and radiometric correction, haze reduction, image enhancement, feature extraction, image classification, and image fusion to assess the damage over those devastated areas. FORMOSAT-2 satellite images with a high-temporal resolution and high-spatial resolution were proved to be an efficient and useful information source for decision-makers to make rescue and recovery plans, especially for some isolated islands hard to reach in time. [Termes IGN] LibanRésumé : (Auteur) La détermination de l'occupation/utilisation des sols qui conditionne les processus de dégradation des terrains repose sur l'analyse des images satellitaires à diverses résolutions. Dans cette étude, deux cartes d'occupation/utilisation du sol sont produites à différentes échelles pour la région de Nabatiyé (Liban sud) en se basant sur l'interprétation visuelle des images satellitaires à très haute résolution IKONOS (1 m) acquises en septembre 2005. La 1ère carte à l'échelle de 1:20.000ème est produite en appliquant le système Corine Land Cover à quatre niveaux, et elle a été comparée sous SIG à la carte d'occupation produite à partir des images fusionnées Landsat TM-IRS (6 m) acquises en 1998. La 2ème carte à l'échelle de 1: 5000 se caractérise par une nomenclature plus détaillée (5 niveaux) élaborée pour la première fois au Liban, couvrant trois villages au sein de la région d'étude à densités de population variées. La comparaison spatiale et sémantique entre les deux cartes [IKONOS (1 m) - carte 1 et Landsat TM-IRS (6 m) - carte 2] indique pour la première une augmentation de 17 % de l'effectif total des plages d'occupation/utilisation du sol. Si l'on prend en considération chaque unité d'occupation/utilisation du sol à part dans chacune des cartes, on remarque que le nombre de plages correspondantes peut décroître (jusqu'à - 75 %) ou s'accroître (atteignant 95 %). La différence de précision des limites de l'ensemble de plages des deux cartes est égale à 4%. La validation par rapport à la réalité du terrain montre que la précision de la carte à 1:20.000ème établie à partir des images IKONOS (1 m) est égale à 96 %, tandis que celle de la carte à 1:5.000ème est de 99 %. Ces résultats indiquent qu'à l'échelle de 1:20.000ème, les images à haute résolution spatiale (Landsat TM-IRS) sont suffisantes pour obtenir des résultats satisfaisants, ce qui minimise les coûts d'achat des images à très haute résolution comme IKONOS (1 m). Cependant, ces dernières s'avèrent nécessaires et efficaces pour élaborer des cartes à 1:5.000ème caractérisées par une nomenclature plus détaillée (5 niveaux), qui est d'une extrême importance pour la planification et l'aménagement des territoires. [Termes IGN] voisinage (relation topologique)Résumé : (Auteur) This paper explores the necessity of using spatial-temporal specific neighbourhood rules for simulation of urban dynamics at a regional level with the help of a Cellular Automata (CA) land-use model (Environment Explorer). Moreover, it explores a method for formulating these spatial-temporal specific neighbourhood rules. Therein, spatial metrics originating from the field of landscape ecology prove to be very useful, in particular the so-called enrichment factor. Analysis of historical data with the help of these spatial metrics revealed evidence of substantial differences in land-use developments between time periods and regions, for example, differences that should be incorporated in land-use models if applied on a more detailed regional scale. In a case study, micro-scale land-use data incorporated in a CA-model were used to analyse and simulate the urban morphological changes over two time periods in four urban regions in the Netherlands. In this study, regional and time-specific neighbourhood rules performed significantly better than a set of generic neighbourhood rules. In contrast, within current practice, most CA land-use modelling makes use of only one uniform set of neighbourhood rules for performing both large area and regional scale land-use simulations. This study questions this common practice and puts it into perspective. Moreover, it indicates some restrictions in the proposed regionalization of the neighbourhood rules; one which is particularly noteworthy is its time-specific dependency of local developments and circum--stances. [Termes IGN] surface cultivéeRésumé : (Auteur) The use of neural networks to classify land-cover from remote sensing imagery relies on the ability to determine a winner from the candidate land-cover types based on the imagery information available. In the case of a “winner- takes-all” scenario, this does not allow us a measure of how much the prediction of each pixel’s land-cover can be trusted. We present a three-stage method where only winning candidates which are given a clear lead over the other land-cover types are accepted, with a neighborhood relationship and the application of mixed pixels being used to provide full classification. This method allows us to place more faith in the resulting map than simply taking the winner, and results in a higher accuracy of classification. The method is applied to Landsat imagery of an area of the Philippines where natural, urban, and cultivated land-cover types exist. [Termes IGN] utilisation du solRésumé : (Auteur) Automated mapping of land cover using black and white aerial photographs, as an alternative method to traditional photo-interpretation, requires using methods other than spectral analysis classification. To this end, textural measurements have been shown to be useful indicators of land cover. In this work, a neural network model is proposed and tested to map historical land use/land cover (LUC) from very detailed panchromatic aerial photographs (5m resolution) using textural measurements. The method is used to identify different land use and management types (e.g. traditional versus mechanized vineyard systems). These have been tested with known ground reference data. The results show the potential of the methodology to obtain automatic, historic, and very detailed cartography information from a complex landscape such as the mountainous and Mediterranean region to which it is applied here, and the advantages that this method has over traditional methods.
