[Termes IGN] sémiologie graphiqueIndex. décimale : THESE Thèses et HDR Résumé : (Auteur) Cette thèse s’engage dans une continuité des recherches et expertises menées par le LAGAM et le bureau d’études RisCrises pour répondre à la nécessité croissante d'intégrer des outils de gestion de risques et de crises efficaces face à une augmentation de l'impact des catastrophes. La cartographie, outil opérationnel aux applications multiples (informatives, modélisations, enjeux, etc.), permet d’optimiser, à travers les SIG (systèmes d’information géographique), la prise de décisions face à la multiplicité de ces événements. L’objectif est de proposer des solutions cartographiques intégrées pour plusieurs gammes d’utilisation, à plusieurs échelles et pour plusieurs acteurs locaux de la prévention des risques. Parmi ces supports, les cartes de dommages post-catastrophes jouent depuis quelques années un rôle de plus en plus important dans les processus décisionnels. Produites par des services de cartographies rapides, dans le cadre de programmes internationaux et régionaux, ces cartes fournissent un inventaire des dommages à partir de l’imagerie satellitaire, très peu de temps après la survenue de l’événement. Malgré leur grande utilité opérationnelle, ces productions montrent une forte hétérogénéité des représentations cartographiques utilisées. Des cas concrets appliqués au séisme de Haïti en 2010, ou plus récemment au cyclone Irma en 2017, interrogent les effets d’une telle diversité cartographique sur la transmission et l’interprétation des informations par différents utilisateurs. Notre recherche avait objectif d’identifier les caractéristiques de ces cartes de dommages et d’expérimenter les conséquences de cette diversité visuelle. À l’issue de cette phase, les résultats ont permis d’élaborer une nouvelle représentation cartographique fondée sur les préceptes de sémiologie graphique et de cartographie, adaptée à une large gamme d’utilisations, à plusieurs échelles et pour plusieurs acteurs de la gestion des risques et des crises. Les capacités visuelles et cognitives de cette nouvelle représentation ont été analysées et comparées au moyen d’un échantillon représentatif de méthodes d’agrégation employées dans la cartographie post-catastrophe. Les résultats ont été exploités pour la réalisation de cartographies web offrant de nombreuses possibilités de développement cartographique au service de la planification des risques et des crises, et aussi de l’information préventive des populations. Cette thèse a également permis d’identifier les paramètres à l’origine des incertitudes (attributaires et interprétatives) des données diffusées par ces cartes, et de proposer une représentation visuelle de ces incertitudes. Ce projet bénéficie d'un contexte et d'un encadrement scientifique et technique favorables. Supporté par Frédéric LEONE (Directeur de thèse & directeur du LAGAM, (UPV-M3)) et Hoilid LAMSSALAK (Directeur du BE RisCrises), le projet implique de nombreuses retombées positives au travers de ce partenariat public/privé. Elles offrent des possibilités pour le développement de solutions cartographiques opérationnelles très recherchées par les services de l’Etat en matière de planification des risques et des crises (Direction de la Sécurité Civile en particulier, Ministère de l’Environnement), mais également par les producteurs de données spatiales cherchant à valoriser l’imagerie satellitaire. [Termes IGN] zone tamponRésumé : (auteur) This paper—which is contextualized in the discussion on the methodological pluralism and the main topics of medical geography, the complexity theory in geographies of health, the remaking of medical geography and ad hoc systems of data elaboration—focuses on radio base stations (RBSs) as sources of electromagnetic fields, to provide GIS applications and simplifying-prudential models that are able to identify areas that could potentially be exposed to hazard. After highlighting some specific aspects regarding RBSs and their characteristics and summarizing the results of a number of studies concerning the possible effects of electromagnetic fields on health, we have taken an area of north-east Rome with a high population and building density as a case study, and we have provided some methodological and applicative exemplifications for different situations and types of antennas. Through specific functionalities and criteria, drawing inspiration from a precautionary principle, these exemplifications show some particular cases in order to support: possible risk factor identification, surveillance and spatial analysis; correlation analysis between potential risk factors and outbreak of diseases and symptoms; measurement campaigns in heavily exposed areas and buildings; education policies and prevention actions. From an operative viewpoint, we have: conducted some field surveys and recorded data and images with specific geotechnological and geomatics instruments; retraced the routes by geobrowsers and basemaps and harmonized and joined up the materials in a GIS environment; used different functions to define, on aero-satellite images, concentric circular buffer zones starting from each RBS, and geographically and geometrically delimited the connected areas subject to high and different exposure levels; produced digital applications and tested prime three-dimensional models, in addition to a video from a bird’s eye view perspective, able to show the buildings in the different buffer zones and which are subject to a hazard hierarchy due to exposure to an RBS. A similar GIS-based model—reproposable with methodological adjustments to other polluting sources—can make it possible to conceive a dynamic and multiscale digital system functional in terms of strategic planning, decision-making and public health promotion in a performant digital health information system. [Termes IGN] régression logistiqueRésumé : (auteur) Landslide susceptibility mapping is a crucial initial step in risk mitigation strategies. Landslide hazards are widely spread all over the world and, as such, mapping the relevant susceptibility levels is in constant research and development. As a result, numerous modelling techniques and approaches have been adopted by scholars, implementing these models at different scales and with different terrains, in search of the best-performing strategy. Nevertheless, a direct comparison is not possible unless the strategies are implemented under the same environmental conditions and scenarios. The aim of this work is to implement three statistical-based models (Statistical Index, Logistic Regression, and Random Forest) at the basin scale, using various scenarios for the input datasets (terrain variables), training samples and ratios, and validation metrics. A reassessment of the original input data was carried out to improve the model performance. In total, 79 maps were obtained using different combinations with some highly satisfactory outcomes and others that are barely acceptable. Random Forest achieved the highest scores in most of the cases, proving to be a reliable modelling approach. While Statistical Index passes the evaluation tests, most of the resulting maps were considered unreliable. This research highlighted the importance of a complete and up-to-date landslide inventory, the knowledge of local conditions, as well as the pre- and post-analysis evaluation of the input and output combinations.
