Freedom to modify source code offers significant opportunities in the establishment of a Europe-wide spatial information infrastructure. The INSPIRE directive provides a legal framework for the establishment of a spatial information infrastructure across the European Union. This article describes a study on open source tools for the handling of INSPIRE-conformant data as carried out by the GIS4EU project. A case study is presented based on extension of the OpenJUMP workbench for downloading and displaying INPIRE-conformant data. [Termes IGN] Web Coverage ServiceRésumé : (Auteur) Imagery is more and more becoming integral part of geo services. More generally, an increasing variety of sensors is generating massive amounts of data whose quantized nature frequently leads to rasterized data structures. Examples include 1-D time series, 2-D imagery, 3-D image time series and x/y/z spatial cubes, and 4-D x/y/z/t spatio-temporal cubes. The massive proliferation of such raster data through a rapidly growing number of services make open, standardized service interfaces increasingly important. Geo service standardization is undertaken by the Open GeoSpatial Consortium (OGC). The core raster service standard is the Web Coverage Service (WCS) which specifies retrieval based on subsetting, scaling, and reprojection. In 2008, OGC has issued a companion standard which adds flexible, open-ended coverage processing capabilities. This Web Coverage Processing Service (WCPS) specifies a coverage processing language allowing clients to send requests of arbitrary complexity for evaluation by the server. This contribution reports on the WCPS standard by giving an introduction to its coverage model and processing language. Further, design rationales are discussed, as well as background and relation to other OGC standards. 1-D to 4-D use case scenarios illustrate intended use and benefits for different communities. Although the paper focuses on conceptual issues, the WCPS reference implementation, PetaScope, is briefly addressed. The author is co-chair of the coverage-related working groups in OGC. [Termes IGN] ontologieRésumé : (Auteur) Les données et les outils cartographiques disponibles sur Internet permettent à tout internaute de concevoir une carte. Cependant, la conception d'une carte reste un processus complexe, à la fois technique et créatif, et la qualité de cartes sur mesure est rarement bonne. Dans ce contexte, cet article décrit la mise en place d'un modèle de conception cartographique en vue de créer des outils d'aide à la conception de cartes sur mesure. Ces outils visent un public novice ou expert. Ils intègrent des connaissances appartenant à des domaines variés. Ils prennent en compte le contexte et les goûts de l'utilisateur. Notre démarche s'appuie sur la définition et l'exploitation d'un corpus textuel de référence afin d'en extraire des connaissances pertinentes qui sont ensuite formalisées dans une base de connaissances. Cette démarche est structurée selon trois axes principaux de travail qui sont présentés. Les sources d'information pertinentes sont d'abord identifiées : les connaissances en cartographie doivent être enrichies par d'autres permettant, en particulier, de prendre en compte le ressenti de l'utilisateur. La partie textuelle disponible sur support électronique de ces sources d'information forme un corpus électronique dont la taille justifie l'exploration avec des outils de traitement automatique du langage naturel. Un exemple d'exploitation d'une enquête réalisée auprès de randonneurs afin de définir les spécifications d'une carte adaptée à la randonnée est présenté. Les connaissances extraites du corpus électronique doivent être mises en forme et organisées afin de faciliter leur utilisation, d'assurer leur augmentation et leur évolution. Dans ce but, la construction d'une base de connaissances est proposée. Elle s'articule sur une ontologie, centrée sur l'utilisation de la couleur dans la construction de la légende, à laquelle est associée une base de règles de construction de la carte, elles aussi extraites du corpus. La mise en œuvre de cette base de connaissances est illustrée au travers de trois applications développées au laboratoire COGIT de l'IGN, qui permettent de construire des cartes adaptées au besoin de leurs utilisateurs et qui respectent les règles de cartographie. [Termes IGN] qualité des donnéesRésumé : (Auteur) The concept of Volunteered Geographic Information (VGI) has recently emerged from the new Web 2.0 technologies. The OpenStreetMap project is currently the most significant example of a system based on VGI. It aims at producing free vector geographic databases using contributions from Internet users. Spatial data quality becomes a key consideration in this context of freely downloadable geographic databases. This article studies the quality of French OpenStreetMap data. It extends the work of Haklay to France, provides a larger set of spatial data quality element assessments (i.e. geometric, attribute, semantic and temporal accuracy, logical consistency, completeness, lineage, and usage), and uses different methods of quality control. The outcome of the study raises questions such as the heterogeneity of processes, scales of production, and the compliance to standardized and accepted specifications. In order to improve data quality, a balance has to be struck between the contributors' freedom and their respect of specifications. The development of appropriate solutions to provide this balance is an important research issue in the domain of user-generated content.
