[Termes IGN] zone urbaineRésumé : (Auteur) One of many possible climate change effects in temperate areas is the increase of frequency and severity of windstorms; thus, fast and cost efficient new methods are needed to evaluate wind-induced damages in forests. We present a method for assessing windstorm damages in forest landscapes based on a two-stage sampling strategy using single-date, post-event airborne laser scanning (ALS) data. ALS data are used for delineating damaged forest stands and for an initial evaluation of the volume of fallen trees. The total volume of fallen trees is then estimated using a two-stage model-assisted approach, where variables from ALS are used as auxiliary information in the difference estimator. In the first stage, a sample of the delineated forest stands is selected, and in the second stage the within-stand damages are estimated by means of line intercept sampling (LIS). The proposed method produces maps of windthrown areas, estimates of forest damages in terms of the total volume of fallen trees, and the uncertainty of the estimates. A case study is presented for a large windstorm that struck the Tuscany Region of Italy the night of the 4th and the 5th of March 2015 and caused extensive damages to trees in both forest and urban areas. The pure field-based estimates from LIS and the ALS-based estimates of stand-level fallen wood were very similar. Our positive results demonstrate the utility of the single-date approach for a fast assessment of windthrow damages in forest stands which is especially useful when pre-event ALS data are not available. The regular renewal of aerial surveys makes this approach appealing for monitoring forest changes.
Context : The increasing availability of aerial photographs and the development of dense matching algorithms open up new possibilities to assess the effects of storm events on forest canopies.
Aims : The objective of this research is to assess the potential of diachronic canopy height models derived from photogrammetric point clouds (PCHM) to quantify changes in dominant height and wood volume of a broadleaved forest following a major storm.
Methods : PCHMs derived from aerial photographs acquired before and after a storm event were calibrated using 25 field plots to estimate dominant height and volume using various modeling approaches. The calibrated models were combined with a reference damage maps to estimate both the within-stand damage variability, and the amount of volume impacted.
Results : Dominant height was predicted with a root mean squared error (RMSE) of 4%, and volume with RMSEs ranging from 24 to 32% according to the type of model. The volume impacted by storm was in the range of 42–76%. Overall, the maps of dominant height changes provided more details about within-stand damage variability than conventional photointerpretation do.

The aim of this work is to study whether spectral classification image methods, which are frequently used in remote sensing land applications (non-contact geophysical techniques), could be applied in the architectural field to detect various construction materials in historic building facades by means of low-cost photogrammetric equipment. Several classification methodologies were applied to different image band combinations, which led to the conclusion that the highest accuracy is obtained with a multiband image composed of visible and near-infrared bands. We also performed a derived measurement of the real surface of the facing material, demonstrating that low-cost instrumentation could be useful in architectural interventions in cultural heritage to identify construction materials in a non-destructive way. [Vedettes matières IGN] GéovisualisationRésumé : (auteur) With the growing popularization of small crafts, the accidents that happen among such crafts are also drawing increasing attention, according to the marine accident data released by the Japan Coast Guard. In order to prevent possible navigation accidents, the authors considered that besides sharing information from land by the coast office broadly, managers on land can also watch out and give appropriate advice for operators in crafts one-to-one. This paper discusses the technical issues of developing virtual globe-based (Google Maps/Earth geographic information system (GIS)) 3D visualization stand-alone software for small craft navigation assistance in the aim to facilitate the safety and sufficiency of small crafts in the near sea. The system was developed using web services and object-oriented programming disciplines to support the integration of a virtual global framework, GPS, and real-time imaging data. The authors have also developed data processing programs that are glued together with C# language, JavaScript language, National Marine Electronics Association (NMEA) instance data, and keyhole markup language (KML) data. Experiments for evaluating the framework have been made around the near coastal area. The performances and deficiencies are discussed in this paper. In order to evaluate the validity of the performance and the functionality of the system, authors conducted a questionnaire survey among third year students of the Voyage Course at Kobe University. The evaluation of the system suggests valuable potential for the small craft navigation assistance system. Remote sensing, especially the spaceborne sensors, provides the possibility to monitor a very large scale area in a short time and with regular revisit circle. Damage ranges and damage levels of the destructed urban areas are extremely important information for rescue planning after an event. Rapid mapping of the urban damage levels with synthetic aperture radar (SAR) is still challenging. Compared with single-polarization SAR, fully polarimetric SAR (PolSAR) has a better potential to understand the urban damage from the viewpoint of scattering mechanism investigation. In radar polarimetry, the dominant double-bounce scattering mechanism in an urban area is primarily induced by the ground-wall structures and can reflect the changes of these structures. In this sense, urban damage level in terms of destroyed ground-wall structures can be indicated by the reduction of the dominant double-bounce scattering mechanism, which is the basis of this study. This work first establishes and validates the linear relationship between the urban damage level and the proposed polarimetric damage index using polarimetric model-based decomposition. Then, efforts are focused on the development of a rapid urban damage level mapping technique which mainly includes two steps of urban area extraction and polarimetric damage level estimation. The 3.11 East Japan earthquake and tsunami inducing great-scale destruction are adopted for study using L-band multitemporal spaceborne PolSAR data. Experimental studies demonstrate that the estimated damage levels are closely consistent to the ground-truth. The final urban damage level map for the full scene is generated thereafter. Results achieved in this study further validate the necessity of exploring fully polarimetric technique for damage assessment.
