[Termes IGN] vulnérabilitéRésumé : (Auteur) This paper demonstrates a methodology for the analysis and integration of airborne hyperspectral sensor data (445-2543nm) with GIS data in order to develop a vulnerability map which has the potential to assist in decision making during post-disaster emergency operations. Hailstorms pose a threat to people as well as property in Sydney, Australia. Emergency planning demands current, large-scale spatio-temporal information on urban areas that may be susceptible to hailstones. Several regions, dominated by less resistant roofing materials, have a higher vulnerability to hailstorm damage than others. Post-disaster operations must focus on allocating dynamic resources to these areas. Remote sensing data, particularly airborne hyperspectral sensor data, consist of spectral bands with narrow bandwidths, and have the potential to quantify and distinguish between urban features such as roofing materials and other man-made features. A spectral library of surface materials from urban areas was created by using a full range spectroradiometer. The image was atmospherically corrected using the empirical line method. A spectral angle mapper (SAM) method, which is an automated method for comparing image spectra to laboratory spectra, was used to develop a classification map that shows the distribution of roofing materials with different resistances to hailstones. Surface truthing yielded high percentage accuracy. Spatial overlay technique was performed in a GIS environment where several types of cartographic data such as special hazard locations, population density, data about less mobile people and the street network were overlaid on the classified geo-referenced hyperspectral image. The integrated database product, which merges high quality spectral information and cartographic GIS data, has vast potential to assist emergency organizations, city planners and decision makers in formulating plans and strategies for resource management. [Termes IGN] valeur radiométriqueRésumé : (Auteur) The detection of changes affecting continental surfaces has important applications in hydrological, meteorological, and climatic modeling. We propose a way to improve mono-index change detection by a fusion of multi-index change detection results. This fusion is performed in the framework of the Dempster-Shafer evidence theory, which is particularly suited to the representation of imprecision and ignorance at the "no change"/" change" class border. Depending on the change detection index considered, we also need to determine the class number and features. This is done using the a contrario theory approach rather than classical statistical tests. The proposed algorithm is applied to forest fire damage evaluation based on three popular change indices: normalized difference values, texture evolution, and mutual information (MI). We find that change index fusion is effective at reducing both false alarm and misdetection levels, due to the complementary nature of these indices. [Termes IGN] régressionRésumé : (Auteur) Satellite-based mapping can provide a timely and efficient means of identifying burned vegetation at continental scales for estimating greenhouse gas emissions and impacts on the terrestrial carbon budget. In this study, we used a sample of 55 Landsat Thematic Mapper (TM) scenes distributed across Canada to validate and calibrate 1998 and 1999 national-level burned areas maps produced using coarse resolution (approx. 1-km) SPOT VEGETATION and NOAA AVHRR imagery. Commission and omissions errors, based on fire events greater than 200 ha, were found to be small in the coarse resolution maps (4 percent and 1 percent, respectively). However, the coarse resolution burned-area estimates were 72 percent larger than the crown fire burned area mapped at 30 m using Landsat TM (11,039 versus 6,403 ha average area). This bias was attributed to spatial aggregation effects in which the coarse resolution product included the tree crown fire, partial burn, and unburned fractions of a pixel.
