[Termes IGN] semis de pointsRésumé : (Auteur) Objects are formed by various structures and such structural information is essential for the identification of objects, especially for street facilities presented by mobile laser scanning (MLS) data with abundant details. However, due to the large volume of data, large variations in point density, noise and complexity of scanned scenes, the achievement of effective decomposition of objects into physical meaningful structures remains a challenge issue. And structural information has been rarely considered to improve the accuracy of distinguishing between objects with global or local similarity, such as traffic signs and traffic lights. Therefore, we propose a structural segmentation and classification method for MLS point clouds that is efficient and robust to variations in point density and complex urban scenes. During the segmentation stage, a novel region growing approach and a multi-size supervoxel segmentation algorithm robust to noise and varying density are combined to extract effective local shape descriptors. Structural components with physically meaningful labels are generated via structural labelling and clustering. During the classification stage, we consider the structural information at various scales and locations and encode it into a conditional random-field model for unary and pairwise inferences. High-order potentials are also introduced into the conditional random field to eliminate regional label noise. These high-order potentials are defined upon regions independent of connection relationships and can therefore take effect on isolated nodes. Experiments with two MLS datasets of typical urban scenes in Paris and Hong Kong were used to evaluate the performance of the proposed method. Nine and eleven different object classes were recognized from these two datasets with overall accuracies of 97.13% and 95.79%, respectively, indicating the effectiveness of the proposed method of interpreting complex urban scenes from point clouds with large variations in point density. Compared with previous studies on the Paris dataset, our method was able to recognize more classes and obtained a mean F1-score of 72.70% of seven common classes, being higher than the best of previous results. J’ai décidé de m’intéresser à celui de Saint Germain-en-Laye, commune de l’ouest parisien à l’histoire particulièrement riche, parce qu’il a donné lieu à la création de repères en fonte étonnamment esthétiques. [Termes IGN] traitement de données localiséesRésumé : (auteur) The latest developments in the field of digital humanities have increasingly enabled the construction of large data sets which can be easily accessed and used. These data sets often contain indirect spatial information, such as historical addresses. Historical geocoding is the process of transforming indirect spatial information into direct locations which can be placed on a map, thus allowing for spatial analysis and cross-referencing. There are many geocoders that work efficiently for current addresses. However, these do not tackle temporal information, and usually follow a strict hierarchy (country, city, street, house number, etc.) which is difficult—if not impossible—to use with historical data. Historical data is filled with uncertainty (pertaining to temporal, textual, and positional accuracy, as well as to the reliability of historical sources) which can neither be ignored nor entirely resolved. Our open source, open data, and extensible solution for geocoding is based on extracting a large number of simple gazetteers composed of geohistorical objects, from historical maps. Geocoding a historical address becomes the process of finding one or several geohistorical objects in the gazetteers which best match the historical address searched by the user. The matching criteria are customisable, weighted, and include several dimensions (fuzzy string, fuzzy temporal, level of detail, positional accuracy). Since our goal is to facilitate historical work, we also put forward web-based user interfaces which help geocode (one address or batch mode) and display results over current or historical maps. Geocoded results can then be checked and edited collaboratively (no source is modified). The system was tested on the city of Paris, France, for the 19th and 20th centuries. It showed high response rates and worked quickly enough to be used interactively. Especially in urban areas, they lead to serious damages and endanger the citizens’ safety. Therefore, real-time information about such events is desirable. With the increasing popularity of social media platforms, such as Twitter or Instagram, information provided by voluntary users becomes a valuable source for emergency response. Many applications have been built for disaster detection and flood mapping using crowdsourcing. Most of the applications so far have merely used keyword filtering or classical language processing methods to identify disaster relevant documents based on user generated texts. As the reliability of social media information is often under criticism, the precision of information retrieval plays a significant role for further analyses. Thus, in this paper, high quality eyewitnesses of rainfall and flooding events are retrieved from social media by applying deep learning approaches on user generated texts and photos. Subsequently, events are detected through spatiotemporal clustering and visualized together with these high quality eyewitnesses in a web map application. Analyses and case studies are conducted during flooding events in Paris, London and Berlin.
