[Termes IGN] pollution atmosphériqueRésumé : (Auteur) This study demonstrates the potential value, and difficulties, in utilizing large-scale, location aware, administrative data together with urban modeling to address current policy issues in a timely fashion. We take advantage of a unique dataset of millions of odometer readings from annual safety inspections of all private passenger vehicles in Metropolitan Boston to estimate the vehicle-miles-traveled (VMT) implication of alternative metropolitan growth scenarios: a sprawl-type “let-it-be” scenario and a smart-growth-type “winds-of-change” scenario. The data are georeferenced to 250 x 250 m grid cells developed by MassGIS. We apply a greedy algorithm to assign Traffic Analysis Zone (TAZ) level household growth projections to grid cells and then use spatial interpolation tools to estimate VMT-per-vehicle surfaces for the region. If new growth households have similar VMT behavior as their neighbors, then the let-it-be scenario will generate 12–15% more VMT per household compared to the winds-of-change scenario. However, even the “wind-of-change” scenario, will result in new households averaging higher VMT per household than the Metro Boston average observed in 2005. The implication is that urban growth management can significantly reduce GHG but, by itself, will not be sufficient to achieve the GHG emission reduction targets set by the State for the transportation sector. Localement, la valeur observée peut cependant s'écarter de cette tendance globale, non seulement parce que l'élévation du niveau marin n'est pas uniforme , mais aussi en raison des mouvements verticaux du sol qui peuvent affecter la zone côtière. Cet article présente trois exemples de subsidences dans trois zones côtières urbaines à Thessalonique (Grèce), Alexandrie (Egypte) et Manille (Philippines). [Termes IGN] trait de côteRésumé : (Auteur) Les politiques de lutte contre les risques d'inondation marine et leur efficacité sont analysées sur quatre territoires : le littoral picard, le bassin d'Arcachon (France), l'Essex et le Lincolnshire (Angleterre). L'analyse de la prise en compte des dynamiques naturelles et du long terme dans les politiques de gestion met en évidence une différence d'approche entre les pays anglo-saxons et la France, cette dernière révélant une gouvernance anthropocentrique jusqu'à il y a encore quelques années. Ainsi, même aux Pays-Bas, qui ont subi les dramatiques inondations de 1953 et dont l'histoire s'inscrit dans la lutte contre la mer, les ingénieurs, conscients des effets à venir du changement climatique, envisagent d'autres solutions de gestion plus souples, intégrant l'élément marin plutôt que le combattant (Gueben-Vernière et al. 2010). En France, les travaux entrepris sur le littoral picard jusqu'à ce jour montrent une lutte continue contre l'élément marin et relèvent de la protection ou de la « réparation » (consolidation) suite à des tempêtes. Le territoire aquitain (bassin d'Arcachon) présente quant à lui un retour « programmé » de l'élément marin, mais non motivé par la lutte contre les effets de la hausse eustatique, contrairement aux cas anglais présentés. Toutefois, un changement sensible semble s'opérer en France, avec l'émergence de solutions jusqu'alors plus fréquentes dans d'autres pays d'Europe, plus douces, paradoxalement audacieuses car suscitant une certaine méfiance de la population, comme nous le verrons sur le littoral picard. Nous nous interrogerons pour savoir ce qui motive cette nouvelle approche, et si celle-ci correspond à ce que nous pourrions appeler un « après Xynthia ». It is about exposure to various natural disasters, but a place's vulnerability also depends on its capacity to prepare for, respond to, and recover from shocks resulting from natural extreme events. To avoid increased place vulnerability due to the anticipated negative effects of climate change, local authorities need to know which places are the most vulnerable and what makes these areas vulnerable. We have developed ViewExposed to provide this information. Knowing where the most vulnerable areas are is very useful for local stakeholders, since these places may be most in need of adaptation strategies. However, stakeholders also need to have an understanding of what makes these areas vulnerable. ViewExposed provides this information using a parallel coordinates plot, a table view, sparklines, and a profile report. Although vulnerability assessment data are complex, ViewExposed has an easy-to-use interface facilitating a high degree of user interaction through multiple and linked views. An improved understanding of the many aspects of vulnerability has a far-reaching potential to inform users efficiently about factors that influence the overall vulnerability and, as a consequence, can help raise people's awareness of what makes places vulnerable to natural threats. [Termes IGN] reconstruction 3DRésumé : (Auteur) In the recent years, there has been increased interest in using synthetic aperture radar (SAR) to study and monitor glaciers and ice sheets for glaciological and climate change research. This paper describes the estimation of ice extinctions through the modeling of polarimetric interferometric SAR (Pol-InSAR) coherences as a combination of a surface contribution (from the snow-firn interface and wind-induced sastrugi features) and a volume response. Ground-to-volume scattering ratios derived from a novel polarimetric decomposition are used in conjunction with Pol-InSAR coherence magnitudes to invert the extinction of the ice layer. The inversion is performed for experimental airborne Pol-InSAR data at L-band and P-band acquired by the German Aerospace Center's (DLR) E-SAR system over the Austfonna ice cap in Svalbard, Norway, as part of the 2007 IceSAR campaign. Extinction dependences on frequency and glacier facie are investigated, and validation is performed comparing ground-penetrating radar data to SAR backscatter and extinction values. Best extinction results are obtained at shallow incidence angles with small wavenumbers and for low ground-to-volume scattering ratios.
