[Termes IGN] ventRésumé : (Auteur) In this paper some recent results on SAR observation of extreme surface wind conditions are summarized. Particular emphasis is put on the investigation of typhoons occurring in the North West Pacific. The study is based on the use of ENVISAT ASAR wide swath images (400 km x 400 km), which allow synoptic measurements of the complete mesoscale system at high resolution (150m). Surface wind speed for typhoon cases is determined from SAR measurements using the geophysical model function CMOD5. Further structures observed in the image like streaks indicating wind direction and the ring of maximum wind speed are additionally taken into account to reconstruct the typhoon wind field. The influence of heavy rain on the radar cross section is estimated from an existing radiative transfer model and compared to the SAR measurements. A new technique for the estimation of typhoon intensity from SAR data is presented, which makes use of a parametric type model. The main goal of the paper is the improvement of the estimation of maximum typhoon intensity using SAR data. [Termes IGN] ventRésumé : (Auteur) As the largest source of momentum for the ocean surface, wind affects the full range, of oceanic motion-from individual surface waves to complete current systems. The marine surface wind is among the critical geophysical parameters which determine the most fundamental aspects of the ocean. Using six years (1993-1998) of TOPEX altimeter data with an unprecedented accuracy and continuity, a detailed investigation of the global structure of marine wind climatology and variability is carried out. It is found that the overall pattern of wind climatology is basically determined by solar radiation and therefore dominated by zonal features, while that of the wind variability is largely 'event' determined and thereby dominated by regional features. Consequently, wind climatology and wind variability show a complex relationship in their magnitude of intensity. Strong winds may be associated with high variabilities, such as in the westerlies of the North Atlantic and North Pacific; they may also be associated with low variabilities, such as in the westerlies of the Southern Ocean. Meanwhile, weak wind zones like the doldrums in the western equatorial Pacific can have a very low level of annual variability, while a very high level of interannual variability. The Asian monsoon system has a lower than average climatological mean speed, but exhibits extremely high annual variability. The phase distributions of wind variations carry combined information of climatology and variability. Effects of the Asian monsoon and marine storms are manifested on top of the basically zonal phase pattern. Statistics suggest that semiannual variability exceeds annual variability for 12.2% of the world's oceans, and interannual variability exceeds annual variability for 26.4% of the world's oceans. [Termes IGN] ressources humainesRésumé : (Auteur) Historiquement, les projets de développement en SIG et autres disciplines connexes implantés dans ces pays en voie de développement ont reflété l'importance mise sur les avancées technologiques et méthodologiques par la littérature et l'industrie des SIG en Occident. De tels projets, souvent axés sur le développement de l'activité humaine, tentent de reproduire des modes d'opérations occidentaux à l'intérieur d'organisations, dans le monde en voie de développement. Une telle approche reflète un modèle de modernisation pour le développement et est, comme nous le suggérons, potentiellement inappropriée aux besoins des pays en voie de développement. Basé sur un travail préliminaire s'intégrant dans une étude globale de mise en oeuvre de SIG dans les îles du Pacifique, cet article examine certains problèmes liés aux efforts d'éducation et de formation à l'utilisation de SIG dans cette région. Tout en reconnaissant l'importance du SIG pour les pays en voie de développement, nous faisons une comparaison entre des approches reflétant les intérêts de ceux qui reçoivent une telle assistance. Parmi les problèmes relevés dans l'implémentation de programmes d'éducation et de formation efficaces, on pense à l'accent mis sur les aspects techniques, à l'inadéquation du savoir et des aptitudes de base en SIG, à la vision à court terme et disparate des opportunités d'éducation et de formation et, enfin à la faible quantité d'usagers dans les Îles du Pacifique. Nous établissons le profil des différents types d'éducateurs et de formateurs et les différents types d'opportunités d'apprentissage.
Il est proposé que les projets d'apprentissage qui convergent d'emblée à tous les niveaux sur les besoins locaux et qui sont implantés dans une perspective à long terme courent de meilleures chances de succès et de durabilité. Nous soulignons l'importance de ces développements régionaux et de ces organisations éducationnelles qui offrent un support durable aux organisations locales de SIG. Nous soutenons qu'il est nécessaire d'inclure le développement des ressources humaines comme composante de base dans tous les projets SIG exécutés par des agences externes et d'offrir un soutien systématique aux groupes d'usagers et autres mécanismes qui lancent et nourrissent la conscience et la compréhension du SIG. L'appel pour la diversité de projets d'apprentissage à long terme n'a d'égal que celui pour une approche " enrichie " en développement de SIG une approche considérant les besoins élargis des individus travaillant avec les SIG et les différents styles d'apprentissage que l'on retrouve hors du monde développé.
