Space-based technologies such as satellite positioning systems, satellite communications sytems and Earth observations systems have the potential to fill many of these needs. MacDonald Dettwiler's Real-time Emergency Management via Satellite (REMSAT) system addresses this gap by providing an integrated system that has now been used operationally in a forest fire fighting role over the past 2 years. This paper will provide the concept of operations, an overview of the initial REMSAT system, and the results of the field tests including recommandations for future systems. Dans un premier temps, nous nous intéresserons à l'organisation de la gestion de l'eau au plan politique et administratif. Ensuite, nous décrirons les données thématiques collectées et mises à disposition par des organismes nationaux dans le but de contribuer à la connaissance du milieu naturel et à la gestion de l'eau. Enfin, nous exposerons des exemples de recherche actuelle pour montrer les méthodologies de mise en oeuvre et d'utilisation des données sur l'eau. Cette présentation soulève l'intérêt d'exploiter des systèmes d'informations pour l'aide à la décision. Dans un deuxième temps, nous exploiterons les données françaises disponibles sur le thème de l'eau en Alsace afin de répondre aux différentes problématiques proposées par le Festival International des Géographes 2003. Nous définirons, tout d'abord le rôle de l'eau selon qu'elle soit consommée pour un usage industriel, domestique et agricole ou qu'elle soit seulement utilisée pour la production énergétique, pour le transport et pour des activités touristiques. Ensuite, nous analyserons l'impact spatial des ouvrages en étudiant les inondations et la pollution. La description et l'analyse des données mises en oeuvre pour cette étude permettent de mettre en évidence la méthode pour l'exploitation des données sur l'eau. Dans quelle mesure ces méthodes peuvent-elles être considérées pour aider à la décision ? Nous nous interrogerons dans cette dernière partie sur la pertinence des différentes données utilisées et l'apport d'une démarche méthodologique pour la gestion de l'eau. Un premier constat : les données sur les risques sont reportées dans des documents sur papier variés difficiles à mettre à jour alors que le patrimoine industriel important nécessite un suivi régulier ; il faut pouvoir décider et communiquer rapidement. Le SIGNE a permis de géoréférencer les les sites dangereux et les batiments potentiellement menaçants. Un site internet grand public sera ouvert courant 2003 pour afficher les cartes de risques. L'application s'appuie sur MapInfo et Oracle 9i et utilise des données sur les installations classées, les sols pollués et les canalisations, l'eau et le PLU.
