[Termes IGN] surveillance géologiqueRésumé : (Editeur) Le guide technique s'adresse aux ingénieurs de bureaux d'études et aux gestionnaires d'ouvrages qui ont choisi de mettre en place une surveillance de versant ou de talus présentant un risque de glissement, d'éboulement ou de coulée boueuse. Dans une première partie, quelques définitions sont proposées, car la terminologie n'est pas encore unifiée : aléa, vulnérabilité et risque ; observation, auscultation et surveillance (ce dernier terme étant réservé aux cas où la gestion de la sécurité est réelle et directe) ; suivi et détection ; alertes et alarme. La deuxième partie présente les éléments qui doivent être pris en compte pour le choix d'une solution bien adaptée, en insistant sur les principales questions que l'ingénieur ou le gestionnaire ont à se poser : - les données concernant le phénomène d'instabilité et son environnement : dimensions de la zone instable, évolution cinématique prévisible, climat, accessibilité, etc. - les enjeux (personnes et biens exposés) et les objectifs de sécurité (protéger les vies humaines, permettre l'évacuation des biens meubles, etc.). La troisième partie constitue le guide proprement dit : elle contient des recommandations pour le choix des différents constituants du système de surveillance (paramètres à mesurer, capteurs, acquisition et traitements des données, modes d'exploitation des résultats), avec un exposé de quelques cas réels à titre d'illustration. Le paramètre temps, c'est-à-dire le délai disponible, apparaît comme un élément primordial dans la conception du système et dans l'évaluation de ses performances. En annexe est présenté un catalogue sommaire des principaux types de dispositifs de mesure utilisés en surveillance des pentes. Note de contenu : I - PREAMBULE

[Termes IGN] villeRésumé : (Editeur) La ville, naguère a pu être considérée comme un lieu de sûreté et d'urbanité. Elle tend, aujourd'hui, à apparaître comme un territoire où, d'une part, les risques naturels sont considérablement aggravés et où, d'autre part, naissent, prolifèrent les dangers venus tant des dysfonctionnements industriels que des pathologies des nouvelles sociétés urbaines.
Traitant à la fois des temps historiques et de la période contemporaine, les auteurs se sont attachés à montrer comment la quête vers une plus grande sécurité urbaine et comment la prévention des divers risques naturels, technologiques, sociaux pesaient sur l'évolution de la conception et de la forme urbaine. Tour à tour ont été analysées les principales réponses opposées aux trois principales catégories de risques : Réponses des gestionnaires dans un contexte de décentralisation, réponses des services de secours, réponses techniques des ingénieurs.
Toutefois une attention toute particulière a été donnée aux aspects législatifs et réglementaires de la prévention de chacun des risques urbains ainsi qu'aux réponses nouvelles émanant du secteur assurantiel.
En dépit des progrès accomplis dans la maîtrise des occurrences de danger, la catastrophe demeure toujours du domaine du possible et le risque zéro n'est toujours qu'un objectif auquel ne cesse de s'opposer le principe d'incertitude.
