[Termes IGN] système d'information géographiqueRésumé : (Auteur) The efficiency of public investments and services has been of interest to geographic researchers for several decades. While in the private sector inefficiency often leads to higher prices, loss of competitiveness, and loss of business, in the public sector inefficiency in service provision does not necessarily lead to immediate changes. In many cases, it is not an entirely easy task to analyze a particular service as appropriate data may be difficult to obtain and hidden in detailed budgets. In this paper, we develop an integrative approach that uses cyber search, Geographic Information System (GIS), and spatial optimization to estimate the spatial efficiency of fire protection services in Los Angeles (LA) County. We develop a cyber-search process to identify current deployment patterns of fire stations across the major urban region of LA County. We compare the results of our search to existing databases. Using spatial optimization, we estimate the level of deployment that is needed to meet desired coverage levels based upon the location of an ideal fire station pattern, and then compare this ideal level of deployment to the existing system as a means of estimating spatial efficiency. GIS is adopted throughout the paper to simulate the demand locations, to conduct location-based spatial analysis, to visualize fire station data, and to map model simulation results. Finally, we show that the existing system in LA County has considerable room for improvement. The methodology presented in this paper is both novel and groundbreaking, and the automated assessments are readily transferable to other counties and jurisdictions. What are the implications of forest professionals' understandings and evaluations of extreme events? These questions are central to this study, which analyses the handling of the largest forest storm and the largest forest fire in modern Swedish history. The theoretical approach is that of risk governance in practice, which stresses that understanding the framings, practices and strategies used by members of professional organizations is pivotal for how disasters are managed. Two interview studies have been conducted with forest professionals involved in the two cases. The analysis shows that there were fundamentally different understandings of the two events and their implications for forestry practice. The storm was seen as an unavoidable natural disaster, but the consequences of future storms were considered possible to mitigate through changed forest practices. The forest fire, on the other hand, was conceptualized as a partly natural and partly man-made disaster, and forestry was seen as having very limited possibilities to reduce the likelihood as well as the consequences of similar events. The different understandings had significant implications for the post-disaster dynamics and for which management practices that were developed. Thus, understanding how extreme events are perceived is crucial to understanding which management practices that emerge in their wake, a topic of growing relevance because climate change is predicted to increase the frequency of forest fires and storms. [Termes IGN] vitesseRésumé : (auteur) The high rate GPS velocity determination technology which is based on the broadcast ephemeris and epoch differenced model can retrieve displacement of ground motion with the precision of a few centimetres to decimetres in real time. Moreover, the precision of the recovered displacement can be improved if the un-modelled errors such as broadcast ephemeris residuals, atmospheric residuals, multipath effects and high frequency noise are tackled more accurately. In this paper, we propose a method to improve the precision of the recovered displacement by appropriately making use of reference station corrections. For the reference stations, the coordinates are highly constrained to extract the error corrections that are to be broadcast via a communication link to the rover. After correcting the rover’s observations, some errors such as ephemeris residuals and atmospheric residuals are effectively eliminated or at least reduced. This improves the accuracy of the observations and thus enhances the reliability of the velocity estimation. The displacement can be recovered by integrating the estimated velocity after de-trending using a linear trend that is caused by the un-corrected residuals. The series of validation results in the experiment have shown that the displacement of the simulated motion can be real time recovered with a precision of 1–2 cm, and is thus applicable for real time monitoring of the ground motion. [Termes IGN] SuisseRésumé : (auteur) Aménager un territoire en y intégrant les dangers naturels n'est pas en soi une nouveauté. Toutefois, depuis quelques dizaines d'années, en raison, d'une part, d'une utilisation toujours plus intense du territoire et, d'autre part, de la confirmation des changements climatiques, ce défi a pris une dimension nouvelle. Les compromis sont plus difficiles, les risques comme les incertitudes plus grands. Dans ce contexte, les compétences multidisciplinaires rassemblées au sein de l'Institut G2C sont particulièrement pertinentes. Ainsi, plusieurs projets de recherche sont en cours dans le domaine des dangers naturels liés aux inondations et aux phénomènes gravitaires tels que les glissements de terrain, les laves torrentielles et les chutes de blocs. Afin d'illustrer ces travaux, nous mettrons ici en lumière trois mandats de recherche qui ont en commun de proposer des outils et méthodes qui complètent les cartes de dangers actuellement disponibles sur tout le territoire suisse. En effet, celles-ci se révèlent dans la pratique un outil nécessaire mais insuffisant pour une meilleure prise en compte des risques liés aux dangers naturels dans les pratiques de l'aménagement du territoire. [Termes IGN] surveillance géologiqueRésumé : (Auteur) In June 2013, heavy precipitation triggered a large earthflow of several million cubic meters in a small village in Austria. A bundle of technologies was applied to monitor and document the landslide, such as geophysical methods (geoelectrics, inclinometer, soil moisture, and soil temperature) and Global Navigation Satellite System (GNSS) measurements. Additionally, an Unmanned Aerial Vehicle (UAV) was used for the periodical assessment of the landslide process. In total, nine flights were performed with a multicopter equipped with a digital single-lens reflex camera (DSLR) that delivered several thousands of images. Based on these images and detailed GNSS measurements of the landslide area, orthophotos as well as generated Digital Surface Models (DSMs) with an accuracy of less than ±10 cm resulted. Fissure tracking, flow direction and velocity, and mass balances as well as the construction progress of the protection and mitigation measures were derived from these data sets. The application of the UAV turned out to be a cost- and time-effective tool for landslide-monitoring that provides researchers and engineers with accurate high-resolution geodata.
