[Termes IGN] zone à risqueRésumé : (auteur) Satellite-based flood mapping has become an important part of disaster response. In order to accurately distinguish flood inundation from normally present conditions, up-to-date, high-resolution information on the seasonal water cover is crucial. This information is usually neglected in disaster management, which may result in a non-reliable representation of the flood extent, mainly in regions with highly dynamic hydrological conditions. In this study, we present a fully automated method to generate a global reference water product specifically designed for the use in global flood mapping applications based on high resolution Earth Observation data. The proposed methodology combines existing processing pipelines for flood detection based on Sentinel-1/2 data and aggregates permanent as well as seasonal water masks over an adjustable reference time period. The water masks are primarily based on the analysis of Sentinel-2 data and are complemented by Sentinel-1-based information in optical data scarce regions. First results are demonstrated in five selected study areas (Australia, Germany, India, Mozambique, and Sudan), distributed across different climate zones and are systematically compared with external products. Further, the proposed product is exemplary applied to three real flood events in order to evaluate the impact of the used reference water mask on the derived flood extent. Results show, that it is possible to generate a consistent reference water product at 10–20 m spatial resolution, that is more suitable for the use in rapid disaster response than previous masks. The proposed multi-sensor approach is capable of producing reasonable results, even if only few or no information from optical data is available. Further it becomes clear, that the consideration of seasonality of water bodies, especially in regions with highly dynamic hydrological and climatic conditions, reduces potential over-estimation of the inundation extent and gives a more reliable picture on flood-affected areas. [Termes IGN] surveillance géologiqueRésumé : (auteur) On 8th August 2017, a catastrophic Ms. 7.0 earthquake with a focal depth of 20 km struck the Jiuzhaigou County in Sichuan Province, China. It exerted a strong influence on the slope stability within the surrounding areas and triggered numerous secondary geohazards including rockfalls and other co-seismic landslides, which incurred drastic surface changes, and thus can be easily identified from cloud-free high-resolution optical imagery. Most of such landslides became stabilized shortly after the earthquake while others moving very slowly for years. In contrast, some slopes were destabilized without significant surface change into slow-moving landslides, which may pose long-term potential threats to people's life and property. Therefore, it is crucial to accurately identify these slow-moving landslides and regularly monitor their post-seismic activity. In this study, we employed the synthetic aperture radar interferometry (InSAR) techniques to detect and monitor slow-moving landslides after the earthquake in the Jiuzhaigou area, and analyzed the impacts of the earthquake on these landslides through integration of multi-source data (InSAR, Lidar, optical image, and field survey). As a result, 16 slow-moving landslides were detected by InSAR in the Jiuzhaigou area, including several historical landslides. The results of time-series InSAR analyses enabled identification of three kinds of landslide evolution modes affected by the earthquake, i.e. acceleration of deformation of pre-existing landslides, reactivation of dormant landslide, and remobilization of earthquake-triggered landslide. Each mode is supported by detailed analyses of multi-source data. The results demonstrated that satellite InSAR combined with high-resolution Lidar and optical data can provide a cost-effective approach of post-earthquake geohazards detection and monitoring. [Vedettes matières IGN] Ecologie forestièreRésumé : (auteur) Since the adoption of European Union Council Directive 92/43 on the conservation of natural habitats and wild fauna and flora, some opposition has arisen among owners and managers of land affected by the directive. Some studies have indicated that some of this opposition has found expression in subsequent arson fires in these areas. This article analyses the occurrence of arson fires in the SACs (Special Areas of Conservation) included in the European ecological network, Natura 2000, in Galicia (Spain), more specifically in the montes vecinales en mano común (MVMCs), which are privately owned collective lands. We tested whether the declaration of SACs had a statistical impact on the forest fire regime in the period 1999–2014. The analyses focused on the sub-periods of 1999–2004 and 2005–2014, i.e., before and after the approval of the list of sites of community importance in the study area in December 2004. The results obtained show that, after the declaration of protection, there was a statistically significant increase in the area burnt by fire in these areas, mainly on private estates. We also found that the percentage of arson fires after 2004 was higher in SACs than in other territorial units. We found that the percentage of arson fires was reduced less in SACs than in other territorial units. Furthermore, we found that the area burnt per fire after 2004 in SACs was almost double that in the MVMC-SACs (12.04 ha versus 6.64 ha), so it can be concluded that the conservationist policies of the Natura 2000 network in Galicia have not had a positive effect on the forest fire regime. [Termes IGN] réseau neuronal siamoisRésumé : (auteur) Land cover change detection (LCCD) using remote sensing images (RSIs) plays an important role in natural disaster evaluation, forest deformation monitoring, and wildfire destruction detection. However, bitemporal images are usually acquired at different atmospheric conditions, such as sun height and soil moisture, which usually cause pseudo and noise change in the change detection map. Changed areas on the ground also generally have various shapes and sizes, consequently making the utilization of spatial contextual information a challenging task. In this article, we design a novel neural network with a spatial–spectral attention mechanism and multiscale dilation convolution modules. This work is based on the previously demonstrated promising performance of convolutional neural network for LCCD with RSIs and attempts to capture more positive changes and further enhance the detection accuracies. The learning of the proposed neural network is guided with a change magnitude image. The performance and feasibility of the proposed network are validated with four pairs of RSIs that depict real land cover change events on the Earth’s surface. Comparison of the performance of the proposed approach with that of five state-of-art methods indicates the superiority of the proposed network in terms of ten quantitative evaluation metrics and visual performance. Such as, the proposed network achieved an improvement of about 0.08%–14.87% in terms of overall accuracy (OA) for Dataset-A. [Termes IGN] tsunamiRésumé : (auteur) The 2004 Indian Ocean tsunami led to improvements in Thailand’s early warning systems and evacuation procedures. However, there was no consideration of better aid delivery, which critically depends on estimates of the affected population. With the widespread use of geographical information systems (GIS), there has been renewed interest in spatial population estimation. This study has developed an application to determine the number of disaster-impacted people in a given district, by integrating GIS and population estimation algorithms, to facilitate humanitarian relief logistics. A multi-stage spatial interpolation is used for estimating the affected populations using ArcGIS software. We present a dasymetric mapping approach using a population-weighted technique coupled with remote sensing data. The results in each target area show the coordinates of each shelter location for evacuees, with the minimum and maximum numbers of people affected by the tsunami inundation. This innovative tool produces not only numerical solutions for decision makers, but also a variety of maps that improve visualisation of disaster severity across neighbourhoods. A case study in Patong, a town of Phuket, illustrates the application of this GIS-based approach. The outcomes can be used as key decision-making factors in planning and managing humanitarian relief logistics in the preparedness and response phases to improve performance with future tsunami occurrences, or with other types of flood disaster.
