[Termes IGN] zone à risqueRésumé : (auteur) Floods are among the most frequently occurring natural disasters and the costliest in terms of human life and ecosystem disturbance. Identifying areas susceptible to flooding is important for developing appropriate watershed management policies. As such, the goal of the present study was to develop an integrated framework for flood susceptibility assessment in data-scarce regions, using data from the Haraz watershed in Iran. Flood-influencing indices best suited to the identification of areas particularly prone to flooding were selected. The decision-making trial and evaluation laboratory (DEMATEL) approach was used to investigate the interdependence among criteria and to develop a network structure representative of the problem. The relative importance of different flood-influencing factors was determined using the analytical network process (ANP). A flood susceptibility map was produced using weights obtained through the ANP and fuzzy-value function (FVF) and validated using 72 available flood locations where flooding occurred between 2006 and 2018. After validating the results, fuzzy theory served to better delineate the flood susceptibility scores among the region’s sub-watersheds. Incorporating the DEMATEL-ANP approach with FVF yielded an accuracy of 89.1%, as was assessed through the area under the curve (AUC) of a receiver operating characteristics (ROC) curve. The results indicated that the strongest flood-influencing (occurrence/nonoccurrence) factors were elevation, land use, soil texture, and frequency of heavy rainstorms. The fuzzy theory showed sub-watershed C1 to be highly susceptible to flooding, and thus, most in need of flood management. [Vedettes matières IGN] ForesterieRésumé : (auteur) Key message: As climate change and forest management become the focus of various development agendas and the price of carbon rises in the market, the need for improving carbon sequestration and avoiding wildfires emissions increases. Prescribed burning interventions might play an important role in this context, as in some situations, it has been suggested that it can reduce overall fire emissions. In this study, the potential economic benefits associated with the practice are analyzed for five Mediterranean countries. Despite the uncertainty in the estimates, the results suggest that under some circumstances these interventions can be cost-effective from a carbon management perspective.
Context: Wildland fires are becoming a major concern for many European countries and are expected to become more prevalent due to climate change, affecting societies, ecosystems, and various ecosystem services provided by forests that are not valued by traditional markets, such as carbon sequestration.
Aims: The objective of this study is to evaluate the possibility of using carbon taxation to fund fire management measures in Mediterranean countries.
Methods: The analysis is done by converting prescribed burning savings in carbon emissions into their economic value. This is performed for France, Greece, Italy, Spain, and Portugal, which is studied in more detail, since the country has a National Prescribed Burning Program (NPBP) and a specific tax on carbon in place.
Results: The results indicate that most countries could potentially have benefits in the order of millions of euros from employing prescribed burning measures. In Portugal, NPBP has the potential to be a relevant policy instrument to reduce wildfire emissions, as well as economically since the carbon emissions savings can outweigh the prescribed burning costs in some circumstances. Also, the revenue from the country’s Addition Tax on Carbon Emissions would be able to accommodate the foreseen prescribed burning costs.
Conclusion: There are still many uncertainties regarding the benefits of prescribed burning in terms of overall emission reductions, and more studies should be conducted on this topic. However, as the price of carbon rises in the markets and climate change becomes a more pressing concern, even small emissions reductions might be economically interesting. [Termes IGN] surveillance géologiqueRésumé : (auteur) The problem involving the monitoring of surface ground movements in post-mining areas is particularly important during the period of mine closures. During or after flooding of a mine, mechanical properties of the rock mass may be impaired, and this may trigger subsidence, surface landslides, uplift, sinkholes or seismic activity. It is, therefore, important to examine and select updating methods and plans for long-term monitoring of post-mining areas to mitigate seismic hazards or surface deformation during and after mine closure. The research assumed the implementation of continuous monitoring of surface movements using the Global Navigation Satellite System (GNSS) in the area of a closed hard coal mine ‘Kazimierz-Juliusz’, located in Poland. In order to ensure displacement measurement results with the accuracy of several millimetres, the accuracy of multi-GNSS observations carried out in real time as a combination of four global navigation systems, Global Positioning System (GPS), Globalnaja Navigacionnaja Sputnikova Sistema (GLONASS), Galileo and BeiDou, was determined. The article presents the results of empirical research conducted at four reference points. The test observations were made in variants comprising measurements based on: GPS, GPS and GLONASS systems, GPS, GLONASS and Galileo systems, GPS, GLONASS, Galileo and BeiDou systems. For each adopted solution, daily measurement sessions were performed using the RTK technique. The test results were subjected to accuracy analyses. Based on the obtained results, it was found that GNSS measurements should be carried out with the use of three navigation systems (GPS, GLONASS, Galileo), as an optimal solution for the needs of continuous geodetic monitoring in the area of the study. [Termes IGN] surveillance géologiqueRésumé : (Auteur) The continuous monitoring of land surface movement over time is of paramount importance for assessing landslide triggering factors and mitigating landslide hazards. This research focuses on measuring horizontal and vertical surface displacement due to a devastating landslide event in the west-facing slope of the Rajamala Hills, induced by intense rainfall. The landslide occurred in Pettimudi, a tea-plantation village of the Idukki district in Kerala, India, on August 6–7, 2020. The persistent-scatterer synthetic aperture radar interferometry (PSInSAR ) technique, along with the Stanford Method for Persistent Scatterers (StaMPS), was applied to investigate the land surface movement over time. A stack of 20 Sentinel-1A single-look complex images (19 interferograms) acquired in descending passes was used for PSInSAR processing. The line-of-sight (LOS ) displacement in long time series, and hence the average LOS velocity, was measured at each measurement-point location. The mean LOS velocity was decomposed into horizontal east–west (EW ) and vertical up–down velocity components. The results show that the mean LOS, EW, and up–down velocities in the study area, respectively, range from –18.76 to +11.88, –10.95 to +6.93, and –15.05 to +9.53 mm/y, and the LOS displacement ranges from –19.60 to +19.59 mm. The displacement values clearly indicate the instability of the terrain. The time-series LOS displacement trends derived from the applied PSInSAR technique are very useful for providing valuable inputs for disaster management and the development of disaster early-warning systems for the benefit of local residents. Accurate information over burned areas (BA) is essential for governments and communities to prioritize recovery actions. Prior research over the past decades has established the potentials and limitations of space-borne earth observation for mapping BA over large geographic areas at various scales. The operational deployment of Sentinel-1 and Sentinel-2 constellations significantly improved the quality and quantity of the imagery from the microwave (C-band) and optical regions on the spectrum. Based on that, this study set to investigate whether the existing coarse BA products can be further improved by the synergy of optical surface reflectance (SR), radar backscatter coefficient (BS), and/or radar interferometric coherence (COR) data with higher spatial resolutions. A Siamese Self-Attention (SSA) classification strategy is proposed for the multi-sensor BA mapping and a multi-source dataset is constructed at the object level for the training and testing. Results are analyzed by test sites, feature sources, and classification strategies to appraise the improvements achieved by the proposed method.
