[Termes IGN] surcharge océaniqueRésumé : (Auteur) The accuracy of ocean tide loading (OTL) displacement values has long been assumed to be dominated by errors in the ocean tide models used, with errors due to the convolution scheme used considered very small (2–5%). However, this paper shows that much larger convolution errors can arise at sites within approximately 150 km of the coastline, depending on the method used to refine the discrete regularly spaced grid cells of the ocean tide model to better fit the coastline closest to the site of interest. If the local water mass redistribution approach is implemented, as used in the OLFG/OLMPP software recommended in the IERS 2003 conventions, OTL height displacement errors of up to around 20% can arise, depending on the ocean tide model used. Bilinear interpolation only, as used in the SPOTL and CARGA softwares for example, is shown from extensive global and regional comparisons of OTL displacement values derived from the different methods and softwares to be more appropriate. This is verified using GPS observations. The coastal refinement approach used in the OLFG/OLMPP software was therefore changed in August 2007 to use bilinear interpolation only. It is shown that with this change, OTL displacement values computed using OLFG/OLMPP, SPOTL and CARGA invariably agree to the millimetre level for coastal sites, and better than 0.2 mm for sites more than about 150 km inland. [Termes IGN] raz-de-maréeRésumé : (Auteur) This paper outlines a new software tool, Water Modeler, which is a component of a Coastal Zone Decision Support System. The Water Modeler can analyze a time series of water-level records (tide gauge observations) to determine the risk associated with a high water level from a storm surge event or long-term sea-level rise. The new tool has been applied in two case studies in Nova Scotia, Canada, where coastal flood-risk maps have been derived from high-resolution LiDAR digital elevation models. The first case study is for Annapolis Royal on the Bay of Fundy side of the province, while the second looks at the Kingsburg area of Lunenburg County on the Atlantic shore. The Saint John, New Brunswick, and Halifax tide gauge records were used for Annapolis Royal and Kingsburg, respectively, in the Water Modeler to examine the risks of coastal flooding. The Groundhog Day storm of 1976, which caused coastal flooding around the Bay of Fundy, was used as a benchmark for Annapolis Royal. At current rates of sea-level rise, 22 cm/century, the average return period of this water level is 43 years (65 percent probability) and there is a very high probability (99 percent) that it will reoccur within 121 years. If relative sea-level rise rates increase to 80 cm/century from climate change, then the average return period reduces to 23 years, and there is a 99 percent probability of reoccurrence within 55 years. The benchmark storm used from the Halifax water record was Hurricane Juan, which occurred in September 2003. The cumulative flood-level probabilities were calculated for this water level and a return period of 95 years was determined, with an average return period of 52 years (65 percent probability) under current sea-level conditions. The combination of geomatics tools, such as high-resolution LiDAR digital elevation models (DEMs) for coastal flood inundation and the Water Modeler to estimate the associated risk, allows coastal communities to better plan for the future. Les systèmes mondiaux de navigation par satellite peuvent offrir une exactitude de l'ordre du centimètre et peuvent être utilisés dans une variété de scénarios pour canaux ouverts. Deux rivières du sud de l'Alberta ont fait l'objet de levés à l'aide de mesures des doubles différences de phase de la porteuse pour déterminer les courants de surface ainsi que les dynamiques de la trajectoire et du débit. Les formes des vagues ont été mesurées à mieux qu'un centimètre près et les vélocités ont été mesurées avec une précision de quelques centimètres par seconde. Les données sont traitées en précision d'une interprétation d'utilisateur non technique afin d'optimiser l'utilité des données et de fournir un modèle avec lequel les gestionnaires des rivières peuvent travailler. Hence, this factor is at a high level in the hierarchical habitat classification system EUNIS and is one of the Water Framework Directive water typology criteria of coastal waters. Isaeligus (2004) has developed a continuous simplified wave model (SWM) that has been applied to several Nordic countries. Here we refine this model by introducing depth-attenuation, giving us the advantage of a model for wave exposure as it will actually work at the seabed. The values of the depth-attenuated model SWM(d) are approximately similar to the SWM model in shallow areas but noticeably lower in deep areas. The two models were compared in an analysis of the distribution of seabed substrate in the Stockholm archipelago. Using the depth-attenuated wave exposure instead of the SWM model as predictor in substrate modeling improved these models considerably.
