Dans le domaine de l’environnement et en suivant cette perspective de transparence, des directives communautaires ont été mises en place. Les états membres de l’UE se doivent de les respecter en rendant compte à la Commission Européenne des rapportages réguliers, c’est-à-dire qu’ils doivent élaborer et transmettre des rapports qui permettent d’évaluer et de réorienter ces directives. La Directive européenne Inspire est une de ces directives et contribue à la transparence des politiques en imposant aux autorités publiques de rendre leurs données environnementales géographiques accessibles sur Internet et téléchargeables par tous dans un souci de protection de l’environnement. L’Unité Mixte de Service Patrimoine Naturel assure des missions nationales d’expertise scientifique et de gestion des connaissances en biodiversité. Elle apporte un appui technique et scientifique aux services de l’État, aux collectivités territoriales et aux établissements publics chargés de la biodiversité et des espaces naturels. En tant qu’autorité publique, elle se doit donc de diffuser ses données en respectant les standards des directives environnementales et donc ceux de la Directive européenne Inspire. Ce projet consiste à diffuser les données des différents rapportages dont s’occupe l’UMS PatriNat via des services conformes à la Directive Inspire, ainsi qu’à créer et diffuser des métadonnées qui doivent être accessibles sur Internet et téléchargeables par tous. Il s’agit donc d’un projet dont l’issue est directement applicable et qui a pour but de satisfaire les obligations imposées par l’Union Européenne en enrichissant les données de la plateforme de diffusion et de téléchargement accessibles à la fois par les entreprises et les institutions ainsi que par les particuliers. [Termes IGN] organisme cartographique nationalRésumé : (auteur) In both the Geo and BIM domains, it is widely acknowledged that the integration of geo-data and BIM-data is beneficial and a crucial step in facing the multi-disciplinary challenges of our built environment. The result of this integration – broadly termed as GeoBIM – has a range of potential uses from district study to road safety. However, from the data perspective, this integration raises the question of how to integrate very detailed design and construction data from the BIM domain with contextual geospatial data (both 2D and 3D) that model a very diverse range of aspects of the wider built and natural environment.
This paper reports work carried out during the second phase of the EuroSDR GeoBIM project, which sets out to understand the general status of GeoBIM across Europe with particular focus from a National Mapping and Cadastral Agency perspective. The first phase of the project reviewed the current status of GeoBIM in participating countries and identified the need for specific detailed use cases to overcome both the lack of awareness and the lack of understanding of the potential of GeoBIM. We present both an update on the current status of GeoBIM, and additional details of one of the selected use cases relating to planning/development permits. [Termes IGN] XMLRésumé : (auteur) With recent advances in remote sensing, location-based services and other related technologies, the production of geospatial information has exponentially increased in the last decades. Furthermore, to facilitate discovery and efficient access to such information, spatial data infrastructures were promoted and standardized, with a consideration that metadata are essential to describing data and services. Standardization bodies such as the International Organization for Standardization have defined well-known metadata models such as ISO 19115. However, current metadata assets exhibit heterogeneous quality levels because they are created by different producers with different perspectives. To address quality-related concerns, several initiatives attempted to define a common framework and test the suitability of metadata through automatic controls. Nevertheless, these controls are focused on interoperability by testing the format of metadata and a set of controlled elements. In this paper, we propose a methodology of testing the quality of metadata by considering aspects other than interoperability. The proposal adapts ISO 19157 to the metadata case and has been applied to a corpus of the Spanish Spatial Data Infrastructure. The results demonstrate that our quality check helps determine different types of errors for all metadata elements and can be almost completely automated to enhance the significance of metadata. [Termes IGN] XML schemaRésumé : (Auteur) Terrains form an important part of 3D city models. GIS practitioners often model terrains with 2D grids. However, TINs (Triangulated Irregular networks) are also increasingly used in practice. One such example is the 3D city model of the Netherlands (3DTOP10NL), which covers the whole country as one massive triangulation with more than one billion triangles. Due to the massive size of terrain datasets, the main issue is how to efficiently store and maintain them. The international 3D GIS standard CityGML allows us to store TINs using the Simple Feature representation. However, we argue that it is not appropriate for storing massive TINs and has limitations. We focus in this article on an improved storage representation for massive terrain models as TINs. We review different data structures for compactly representing TINs and explore how they can be implemented in CityGML as an ADE (Application Domain Extension) to efficiently store massive terrains. We model our extension using UML, and XML schemas for the extension are automatically derived from these UML models. Experiments with massive real‐world terrains show that, with this approach, we can compress CityGML files up to a factor of ~20 with one billion+ triangles, and our method has the added benefit of explicitly storing the topological relationships of a TIN model. This paper presents the results of the GeoBIM project, which tackled three integration problems focussing instead on aspects involving geometry processing: (i) the automated processing of complex architectural IFC models; (ii) the integration of existing GIS subsoil data in BIM; and (iii) the georeferencing of BIM models for their use in GIS software. All the problems have been studied using real world models and existing datasets made and used by practitioners in The Netherlands. For each problem, this paper exposes in detail the issues faced, proposed solutions, and recommendations for a more successful integration.
