[Termes descripteurs IGN] urbanismeRésumé : (auteur) Remote sensing has evolved to become a key tool for various fields of environmental analysis, thus actively informing policy across areas and domains. To evaluate the degree to which remote sensing is contributing to the science of ecologically-oriented urban planning, we carried out a systematic literature review using the SCOPUS database, searching for articles integrating knowledge in urban planning, remote sensing and ecology. We reviewed 186 articles, analysing various issues in urban environments worldwide. Key findings include that the level of integration between the three disciplines is limited, with only 12% of the papers fully integrating ecology, remote sensing and planning while 24% of the studies use specific methods from one domain only. The vast majority of studies is oriented towards contributing to the knowledge base or monitoring the impacts of existing policies. Few studies are directly policy relevant by either contributing to direct issues in planning and making specific design suggestions or evaluations. The accessibility of the scientific findings remains limited, as the majority of journal articles are not open access and proprietary software and data are frequently used. To overcome these issues, we suggest three future avenues for science as well as three potential entry points for remote sensing into applied urban planning. By doing so, remote sensing data could become a vital tool actively contributing to policies, civil engagement and concrete planning measures by providing independent and cost effective environmental analyses. [Termes descripteurs IGN] semis de pointsRésumé : (Auteur) To address the high-cost problem of the current three-dimensional (3D) reconstruction for urban buildings, a new technical framework is proposed to generate 3D building facade information using crowd-sourced photos and two-dimensional (2D) building vector data in this paper. The crowd-sourced photos mainly consisted of Tencent street view images and other-source photos, which were collected from three platforms, including search engines, social media, and mobile phones. The photos were selected and grouped first, and then a structure from motion algorithm was used for 3D reconstruction. Finally, the reconstructed point clouds were registered with 2D building vector data. The test implementation was conducted in the Jianye District of Nanjing, China, and the generated point clouds showed a good fit with the true values. The proposed 3D reconstruction method represents a multi-sourced data integration process. The advantage of the proposed approach lies in the open source and low-cost data used in this study. [Termes descripteurs IGN] voisinage (topologie)Résumé : (auteur) The aim of this article is to describe a convenient but robust method for defining neighbourhood relations among buildings based on ordinary Delaunay diagrams (ODDs) and area Delaunay diagrams (ADDs). ODDs and ADDs are defined as a set of edges connecting the generators of adjacent ordinary Voronoi cells (points representing centroids of building polygons) and a set of edges connecting two centroids of building polygons, which are the generators of adjacent area Voronoi cells, respectively. Although ADDs are more robust than ODDs, computation time of ODDs is shorter than that of ADDs (the order of their computation time complexity is O(nlogn)). If ODDs can approximate ADDs with a certain degree of accuracy, the former can be used as an alternative. Therefore, we computed the ratio of the number of ADD edges to that of ODD edges overlapping ADDs at building and regional scales. The results indicate that: (1) for approximately 60% of all buildings, ODDs can exactly overlap ADDs with extra ODD edges; (2) at a regional scale, ODDs can overlap approximately 90% of ADDs with 10% extra ODD edges; and (3) focusing on judging errors, although ADDs are more accurate than ODDs, the difference is only approximately 1%. We study trends in 50-year return levels of ground snow load (GSL) using non-stationary extreme value models. These trends are assessed at a mountain massif scale from GSL data, provided for the French Alps from 1959 to 2019 by a meteorological reanalysis and a snowpack model. Our results indicate a temporal decrease in 50-year return levels from 900 to 4200 m, significant in the northwest of the French Alps up to 2100 m. We detect the most important decrease at 900 m with an average of −30 % for return levels between 1960 and 2010. Despite these decreases, in 2019 return levels still exceed return levels designed for French building standards under a stationary assumption. At worst (i.e. at 1800 m), return levels exceed standards by 15 % on average, and half of the massifs exceed standards. We believe that these exceedances are due to questionable assumptions concerning the computation of standards. For example, these were devised with GSL, estimated from snow depth maxima and constant snow density set to 150 kg m−3, which underestimate typical GSL values for the snowpack. With the growing amount of data, there is little doubt that a potentially wider community can benefit from open access to them. Additionally, open data add to the transparency of research and can be considered as an essential feature of science. However, data anonymization is a complex task and the unique characteristics of PPGIS add to this complexity. PPGIS data often include personal spatial and non-spatial information, which essentially require different approaches for anonymization. In this study, we first identify different privacy concerns and then develop a PPGIS data anonymization strategy to overcome them for an open PPGIS data. Specifically, this article introduces a context-sensitive spatial anonymization method to protect individual home locations while maintaining their spatial resolution for mapping purposes. Furthermore, this study empirically evaluates the effects of data anonymization on PPGIS data quality. The results indicate that a satisfactory level of anonymization can be reached using this approach. Moreover, the assessment results indicate that the environmental and home range measurements as well as their intercorrelations are not significantly biased by the anonymization. However, necessary analytical measures such as use of larger spatial units is recommendable when anonymized data is used. In this study, European data protection regulations were used as the legal guidelines. However, adaptation of methods employed in this study may be also relevant to other countries where comparable regulations exist. Although specifically targeted at PPGIS data, what is discussed in this paper can be applicable to other similar spatial datasets as well.
