[Termes IGN] précision du positionnementRésumé : (auteur) High-resolution satellite imagery (HRSI) and airborne light detection and ranging (LiDAR) data are widely used for deriving 3D spatial information. However, the 3D spatial information derived from them in the same area can be inconsistent. Considering HRSI and LiDAR datasets taken from metropolitan areas as a case study, this paper presents a novel approach to the geometric integration of HRSI and LiDAR data to reduce their inconsistencies and improve their geopositioning accuracy. First, the influences of HRSI’s individual rational polynomial coefficients (RPCs) on geopositioning accuracies are analyzed and the RPCs that dominate those accuracies are identified. The RPCs are then used as inputs in the geometric integration model together with the tie points identified in stereo images and LiDAR ground points. A local vertical constraint and a local horizontal constraint are also incorporated in the model to ensure vertical and horizontal consistency between the two datasets. The model improves the dominating RPCs and the ground coordinates of the LiDAR points, decreasing the inconsistencies between the two datasets and improving their geopositioning accuracy. Experiments were conducted using ZY-3 and Pleiades-1 imagery and the corresponding airborne LiDAR data in Hong Kong. The results verify that the geometric integration model effectively improves the geopositioning accuracies of both types of imagery and the LiDAR points. Furthermore, the model enables the full comparative and synergistic use of remote sensing imagery and laser scanning data collected from different platforms and sensors. Geospatial technologies such as Remote Sensing, Geographic Information Systems and Global Positioning Systems integrated with valuable near/real-time field information can provide a comprehensive platform for emergency management. Satellite imagery, vector database, Location Based Services and ancillary data having the relevant attribute information with access and query tools helps the disaster manager to analyse the required information for relief operations. However, the conceptual design of the database, integration procedures, development of decision support functions and dissemination of information integrating real-time information from the field are very important issues in development framework for emergency management. There are some technological challenges in the emergency response for deriving the required outputs such as damage assessment, evacuation planning, situation monitoring, information dissemination, and coordination of resource and logistic planning. This article provides a framework for the integration of various multi-disciplinary technologies for addressing emergency management. Instead of extending the canonical Solid–Face–Edge–Vertex schema of topological data, these classes are replaced altogether by a common type SpatialEntity, and the individual “bounded-by” relations between two consecutive classes are replaced by one separate binary relation BoundedBy on SpatialEntity which defines a so-called Alexandrov topology on SpatialEntity and thus exposes mathematical principles of spatial data design. This has important consequences: First, a mathematical definition of topological “dimension” for spatial data can be given. Second, every topology for data of arbitrary dimension has such a simple representation. Also, version histories have a canonical Alexandrov topology, and generalizations can be consistently modeled by continuous foreign keys between LoDs. The result is a relational database schema for spatial data of dimension 6 and more which seamlessly integrates 4D space-time, levels of details and version history. Topological constructions enable queries across these different aspects. [Termes IGN] système d'information géographiqueRésumé : (auteur) Les nouvelles exigences de précision indiquées dans le décret DT-DICT contraignent les organismes gestionnaires de territoire à repenser l'exhaustivité et l'homogénéisation des plans topographiques en vue de leur intégration dans le SIG. Actuellement, la Ville de Bourg-en-Bresse est confrontée à cette problématique de fiabilité des plans de récolement, vu qu'elle dispose de planches topographiques hétérogènes. La Ville de Bourg-en-Bresse dispose d'un CCTP ne comportant aucune exigence quant à la nomenclature des objets et au respect de la charte graphique ; par ailleurs, l'absence de contrôle qualité des planches topographiques entraîne des problèmes d'intégration dans les SIG. Or, ces applications ne sont pas que de simples catalogues de données : les informations sont exploitables et très utiles aux services techniques de la ville.
A l'heure actuelle, les collectivités locales doivent réorganiser l'activité topographique pour être conformes aux nouvelles exigences réglementaires.
