[Termes IGN] zone à risqueRésumé : (Auteur) Forest fire sequences can be modelled as a stochastic point process where events are characterized by their spatial locations and occurrence in time. Cluster analysis permits the detection of the space/time pattern distribution of forest fires. These analyses are useful to assist fire-managers in identifying risk areas, implementing preventive measures and conducting strategies for an efficient distribution of the firefighting resources. This paper aims to identify hot spots in forest fire sequences by means of the space-time scan statistics permutation model (STSSP) and a geographical information system (GIS) for data and results visualization. The scan statistical methodology uses a scanning window, which moves across space and time, detecting local excesses of events in specific areas over a certain period of time. Finally, the statistical significance of each cluster is evaluated through Monte Carlo hypothesis testing. The case study is the forest fires registered by the Forest Service in Canton Ticino (Switzerland) from 1969 to 2008. This dataset consists of georeferenced single events including the location of the ignition points and additional information. The data were aggregated into three sub-periods (considering important preventive legal dispositions) and two main ignition-causes (lightning and anthropogenic causes). Results revealed that forest fire events in Ticino are mainly clustered in the southern region where most of the population is settled. Our analysis uncovered local hot spots arising from extemporaneous arson activities. Results regarding the naturally-caused fires (lightning fires) disclosed two clusters detected in the northern mountainous area. Within this paper, a postclassification method is presented that provides land cover change information, based on a time series of land cover maps. The method applies a kernel filter to sequential land cover maps. Under some basic assumptions, it shows robustness against classification errors. Despite seasonality, land cover changes often occur at a low temporal frequency (e.g., maximum once every 5-10 years). If land cover maps are available more frequently, some of the information will become redundant (oversampling). The proposed method uses this redundancy for tolerating (nonsystematic) misclassifications. In order to demonstrate the benefits and limitations of the proposed method, analytical expressions have been derived. When compared to a simple postclassification comparison, one of the key strengths of the proposed approach is that it is able to improve both the overall and user's accuracy of change, while also maintaining the same level of producer's accuracy. As a case study, MODerate Resolution Imaging Spectroradiometer remote sensing data from 2006-2010 were classified into forest (F)/nonforest (NF) at pan-European scale. Promising results were obtained for detecting forest loss due to natural disasters. Quality was assessed using burnt area maps in southern Europe and a forest damage report after a windstorm in France. Results indicated a considerable reduction of change detection errors, confirming the theoretical results. [Termes IGN] risque naturelRésumé : (Auteur) This study provides a comprehensive framework to mitigate or prevent forest and land (or wildland) fire disaster in Malaysia. This system supports emergency response and preparedness for wildland fire by means of integrated modelling, monitoring and mapping of fire danger. In this framework, multi-sensor applications for monitoring fire danger and fire activity are linked with decision-aid models in a Geographic Information System (GIS) environment to generate information required for wildland fire management. Using a customized version of the spatial Fire Management System software, components of the Malaysia Fire Danger Rating System (FDRS) are calculated to provide fire weather, fire behaviour and wildfire threat information. Wildfire threat ratings (WTRs) are assessed on the basis of fire occurrence risk, potential fire behaviour, suppression capability and values at risk. Outputs from the Malaysia FDRS were integrated with hotspots extracted from remote sensing data to generate combined maps of active fire locations, fire danger, potential fire behaviour and uncontrolled wildland fire (or wildfire) threat. In case of wildfire, remotely sensed data were also used to generate wildfire affected area and emergency response maps for emergency management. The system architecture and application models for wildfire analysis, which aid decision-making components for wildfire mitigation and relief, are described. These include early warning of fire, risk analysis, damage assessment and emergency response analysis. This article provides the first documentation of a national, operational system linking fire danger rating with socio-economic values, as defined by the WTR models, to guide fire and rescue decision-making during wildfire events. It is finally shown how the proposed system can reduce the risk offire management disputes in Malaysia by directing the conflict to a more favourable resolution. [Termes IGN] surveillance de la végétationRésumé : (Auteur) Since fire is a major threat to forests and wooded areas in the Mediterranean environment of Southern Europe, systematic regional fire monitoring is a necessity. Satellite data constitute a unique cost-effective source of information on the occurrence of fire events and on the extent of the area burned. Our objective is to develop a (semi-)automated algorithm for mapping burned areas from medium spatial resolution (30 m) satellite data. In this article we present a multi-criteria approach based on Spectral Indices, soft computing techniques and a region growing algorithm; theoretically this approach relies on the convergence of partial evidence of burning provided by the indices. Our proposal features several innovative aspects: it is flexible in adapting to a variable number of indices and to missing data; it exploits positive and negative evidence (bipolar information) and it offers different criteria for aggregating partial evidence in order to derive the layers of candidate seeds and candidate region growing boundaries. The study was conducted on a set of Landsat TM images, acquired for the year 2003 over Southern Europe and pre-processed with the LEDAPS (Landsat Ecosystem Disturbance Adaptive Processing System) processing chain for deriving surface spectral reflectance ?i in the TM bands. The proposed method was applied to show its flexibility and the sensitivity of the accuracy of the resulting burned area maps to different aggregation criteria and thresholds for seed selection. Validation performed over an entire independent Landsat TM image shows the commission and omission errors to be below 21% and 3%, respectively.
