[Termes IGN] système d'information géographiqueRésumé : (Auteur) The European Forest Fire Information System (EFFIS) is a modular decision support system that monitors forest fires at a continental scale. It delivers real-time, multi-dimensional data on forest fires to civil protection and fire fighting services in Europe, North Africa, and the Middle-East. Since its inception in 2001, EFFIS has evolved into the central reference point for pan-European forest and wildfire information, and this paper describes and current applications demonstrate the state-of-the-art fire information systems that provide data to civil protection authorities across Europe. The objective of EFFIS is to provide accurate data in order to assess and mitigate the impacts of wildfire events on society and the environment. Furthermore, EFFIS provides real-time information on critical fires, supporting decision making for international collaboration on forest fire fighting activities. Its goal is to make these data readily available using Web-based standards and protocols. [Termes IGN] mémoireRésumé : (Auteur) The potential of the Geoweb to harness public spatial knowledge is increasingly recognized. Using these technologies, the public can volunteer their locational experiences. In the case of the 2003 Okanagan Mountain Pai Fire, these memories need to be captured or they will soon be forgotten. Collaborating with the Kelowna Fire Museum, this paper describes the creation of an online participatory map that documents public experiences of the fire. Through map-interface, participants contribute their own multimedia information and comment on the contributions of others. This community-based research examines an individual's willingness to volunteer their knowledge. Results examine participant engagement in terms of passive or active map ust perspectives of participants-as-experts, and broader themes of how the Geoweb can educate and preserve experiences about this event. Results demonstrate that while the mapping tool encourages users to interact with information about the fire, there are challenges in adding their own experiences. [Termes IGN] incendie de forêtRésumé : (Auteur) Infrared (IR) remote sensing is increasingly used in studies of vegetation fire behavior, and high spatiotemporal resolution investigations often require data to be collected from airborne platforms, for example, standard helicopters. This paper aims to extend the range of conditions under which low-cost “handheld” thermal imaging cameras can be employed in such studies, particularly by enabling the effective and efficient geometric correction of thermal imagery collected from such devices, even when viewing far off-nadir (e.g., out of a side door or window). The approach is based on the automated detection of a set of fixed thermal “ground control points,” coupled with the use of a linear transformation matrix for warping the raw IR imagery to a fixed coordinate system. The output set of geometrically corrected brightness temperature and radiance images can be used to derive fire radiative power (FRP) and flame front rate of spread (ROS). We demonstrate and test our IR image processing methods on a series of case study fires, ranging from a small-scale laboratory to a 945-m2 outdoor experimental burn. We compare mapped information on FRP obtained from simultaneous nadir and off-nadir views, where we find differences that are in part controlled by flame structure and/or view angle. In the large open fire case, we compare the mapped fire radiative energy and ROS to simultaneously acquired aerial photography that provides the position of fuel and flames in high detail, and we demonstrate how these data sets can be used to explore various aspects of fire behavior. [Termes IGN] sol nuRésumé : (Auteur) The aim of our study was to explore the spectral properties of fire-scorched (burned) and non fire-scorched (vegetation) areas, as well as areas with different burn/vegetation ratios, using a multisource multiresolution satellite data set. A case study was undertaken following a very destructive wildfire that occurred in Parnitha, Greece, July 2007, for which we acquired satellite images from LANDSAT, ASTER, and IKONOS. Additionally, we created spatially degraded satellite data over a range of coarser resolutions using resampling techniques. The panchromatic (1 m) and multispectral component (4 m) of IKONOS were merged using the Gram-Schmidt spectral sharpening method. This very high-resolution imagery served as the basis to estimate the cover percentage of burned areas, bare land and vegetation at pixel level, by applying the maximum likelihood classification algorithm. Finally, multiple linear regression models were fit to estimate each land-cover fraction as a function of surface reflectance values of the original and the spatially degraded satellite images. The main findings of our research were: (a) the Near Infrared (NIR) and Short-wave Infrared (SWIR) are the most important channels to estimate the percentage of burned area, whereas the NIR and red channels are the most important to estimate the percentage of vegetation in fire-affected areas; (b) when the bi-spectral space consists only of NIR and SWIR, then the NIR ground reflectance value plays a more significant role in estimating the percent of burned areas, and the SWIR appears to be more important in estimating the percent of vegetation; and (c) semi-burned areas comprising 45–55% burned area and 45–55% vegetation are spectrally closer to burned areas in the NIR channel, whereas those areas are spectrally closer to vegetation in the SWIR channel. These findings, at least partially, are attributed to the fact that: (i) completely burned pixels present low variance in the NIR and high variance in the SWIR, whereas the opposite is observed in completely vegetated areas where higher variance is observed in the NIR and lower variance in the SWIR, and (ii) bare land modifies the spectral signal of burned areas more than the spectral signal of vegetated areas in the NIR, while the opposite is observed in SWIR region of the spectrum where the bare land modifies the spectral signal of vegetation more than the burned areas because the bare land and the vegetation are spectrally more similar in the NIR, and the bare land and burned areas are spectrally more similar in the SWIR. Pour lutter contre ce danger, des actions de gestion, de prévention et de lutte sont réalisées. L'efficacité de ces trois types d'action est liée à la connaissance des phénomènes qui interviennent lors de la propagation des feux et à l'amélioration des modèles de comportement. Les feux sont caractérisés par l'évolution temporelle de leur position, vitesse, hauteur, surface et volume. Il est donc nécessaire de développer des systèmes permettant la mesure de ces caractéristiques. Depuis une dizaine d'années, des travaux utilisant le traitement d'image et la vision ont été menés pour obtenir des données estimées sur des feux expérimentaux. Trois familles de systèmes sont apparues : la première est dédiée aux feux se propageant en laboratoire. Elle utilise des informations 2D et ne permet l'estimation que d'un nombre restreint de caractéristiques. La deuxième est dédiée aux feux se propageant à l'extérieur sur de grands terrains de pente uniforme aménagés. Elle utilise des méthodes de traitement d'images et de vision et permet l'obtention d'un modèle de perception 3D du feu à partir d'information 2D. Ces méthodes nécessitent le positionnement sur le terrain de repères de position et de hauteur et sont difficilement transposables sur différentes configurations de terrain ; d'autre part, elles ne permettent pas l'estimation de la surface et du volume d'un feu. Une troisième famille de systèmes utilise la stéréovision pour obtenir un ensemble de points tridimensionnels de feu à partir desquels les caractéristiques géométriques des feux sont estimées. Cet article présente les travaux de recherche menés par l'auteur qui est à l'origine de la troisième famille de systèmes de mesure dédiés aux feux en propagation.
