In addition, we face threats from changes in the global environment, including the possibility of severe typhoons, rising sea levels and drought. Such changes in ambient conditions have made society more vulnerable. There is environmental degradation and a lack of planning, land management and preparedness. The author presents strategies for prevention and highlights the importance of availability of spatial information for early warning, risk assessment and risk management, prevention and reconstruction. While recognising the many public and private benefits of such information, officials were concerned that terrorists and other adversaries could exploit certain data (e.g., maps, overhead images) to attack key assets and 'Critical infrastructure'. In the years since those initial restrictions, however, policymakers have wrestled with how to distinguish between potentially sensitive information which need not be subject to public restriction and truly sensitive information to which public access must be restricted. To address this need, RAND Corporation researchers developed an analytical process for officials to use in assessing and filtering publicly available geospatial information judged to have security implications. [Termes IGN] relation sémantiqueRésumé : (Auteur) An important issue in geographic ontological research is the ability to design new ontologies. In this context, we first explore the desiderata of domain ontologies in terms of their constituting elements: i.e., the lexicon, concepts, relations, and axioms. Furthermore, we touch upon several characteristics of geographic concepts, which have puzzled geographic information scientists, and present critical topics of geographic ontological research. Based on the previous aspects of the problem, and guided by prior work of analyzing existent geographic ontologies, we have identified their qualities and deficiencies with regard to completeness and adequacy. This “metaontological" approach has guided us in presenting herein, a framework for generating robust geographic ontologies, which will comply with the semantics of the concepts of the specific domain. Un record de rapidité, (d'autant plus que les auteurs ont dû réviser leur copie) sans doute lié à la bonne coopération entre la DG Environnement, qui assure le portage politique, EUROSTAT et le Joint Research Center (JRC) qui se sont répartis les tâches préparatoires (enquêtes, analyses techniques, analyse économique). Mais INSPIRE, directive tant attendue, changera-t-elle véritablement la donne en matière d'information géographique en Europe ? La transposition dans le droit national d'une telle directive prendra du temps. En attendant, certains se sont déjà mis au travail.
