[Termes IGN] transformation de coordonnéesIndex. décimale : 30.10 Systèmes de référence et réseaux géodésiques Résumé : (Auteur) La possibilité de se positionner dans le cadre de référence MN95 à l'aide des satellites (en particulier avec le DGPS), avec une précision élevée (au centimètre près) sur l'ensemble de la Suisse, sans devoir, grâce à un service de positionnement corne swipos®, se rattacher à des points fixes voisins, facilite considérablement les travaux de mensuration et apporte certains avantages économiques. Cela ne peut se faire sans tenir compte des mensurations existantes dont la plus grande partie a une valeur légale. Plusieurs groupes de travail ont élaboré les bases, la stratégie de changement, les buts, les outils techniques, le financement et l'organisation nécessaires à un inévitable changement de cadre de référence.
Le présent rapport (Doku 21) est entièrement consacré au thème du changement de cadre de référence, à l'introduction pratique du nouveau cadre de référence MN95 et décrit les résultats principaux. Un exposé des motifs historiques, des conditions-cadre et des motivations est suivi de la présentation des outils et des jeux de données spécialement mis à disposition par swisstopo ainsi que de leur documentation qui ont une influence sur l'infrastructure nationale de données géographiques (INDG), la mensuration officielle (MO) et la mensuration en général.
La pièce maîtresse de la transformation des données de M NOS vers MN95 est le logiciel FINELTRA avec le jeu de données CHENyxOG. Cet outil a été développé par l'EPFZ. Les maillages triangulaires ont été élaborés par les cantons et swisstopo. Il permet une précision de transformation centimétrique pour toute la Suisse, hormis quelques zones à problèmes devant encore être soumises à un traitement spécial. Des transformations simplifiées sont appliquées pour des données de moindre précision. La transformation des données tramées (raster) a fait l'objet d'une attention particulière et quelques outils de transformation spécifiques ont été développés à cet effet. Le logiciel REFRAME de swisstopo réunit toutes les applications nécessaires pour le changement de cadre de référence au sein d'une interface conviviale. REFRAME est aussi disponible comme application en ligne sur le site Internet de swisstopo.
La direction de swisstopo a décidé en juin 2002 de laisser les altitudes officielles de la MO dans le référentiel NF02 ; les altitudes usuelles restent donc la référence de pratiquement toutes les applications en Suisse. Elles ne sont pas touchées directement par le changement de cadre de référence MN95 ni par le nouveau cadre de référence altimétrique RAN95. On ne pourra toutefois pas ignorer RAN95 (avec le géoïde CHGeo2004) pour les déterminations altimétriques précises à l'aide de GNSS. Pour en tenir compte, le programme de transformation HTRANS est également à disposition sous REFRAME.
Les bases juridiques sont fixées par la nouvelle loi sur la géoinformation, entrée en vigueur le 1er juillet 2008, tout comme les ordonnances qui l'accompagnent. Cette loi et ces ordonnances précisent formellement que le passage à la MN95 doit être achevé en 2016 pour les données de référence (données de la MO incluses) et en 2020 pour les autres géodonnées de base relevant du droit fédéral.Note de contenu : 1 Introduction

For geographic information, a geographic information infrastructure (GII) facilitates availability and access to geographic information for all levels of government, the commercial sector, the non-profit sector, academia, and ordinary citizens. Although the importance of access policies in the development of a GII is commonly understood, research that has assessed the impact of access policies on this development is scant. This article adds this perspective. Based on information acquired from case-study and literature research, the author argues that open-access policies do not always promote GII development and in specific instances are counter-productive. These findings may explain why many nations still adhere to cost-recovery policies instead of following access policies recommended by research. The article provides alternatives for changing current policies into new access policies that promote GII development. Geographic Information Systems (GIS) are widely applied to predict soil erosion, as all factors on soil erosion can be extracted by spatial analysis. Therefore, the quality of spatial data plays a great role on the prediction and the most appropriated data should be used for input data to the model.
The purpose of this study is to evaluate the sensitivity of GIS data quality for the Revised Universal Soil Loss Equation (RUSLE) model. Different quality of GIS data input for two catchments in Switzerland and a catchment in Thailand are applied to the calculation. A programmed Visual Basic Application (VBA) extension on ArcGIS 9.2 and the geostatistics analysis are used for the calculation.
Moreover, the study aims to improve the soil erosion prediction, experienced from the study, using GIS technology. In order to achieve the aim, the study recommends, different methods : the use of GIS database of different soil-scales, the soil GIS data sharing, the Web-based GIS soil data and the soil erosion metadata model.
From the study, the developed algorithm (VBA application) is implemented on ArcGIS 9.2 Interface and has shown to be a good tool for the RUSLE model in the study areas. The results of the study present that in the heterogeneous slope area, the finer Digital Elevation Model (DEM) yields more accurate the soil erosion values. In contrast, in the flatter area, coarse DEM derives similar results to the finer ones. The finer OEMs are expensive, therefore it should be used as necessary.
Also, the channelization results using different methods, which combine DEM and a Vector River Network (VRN), are completed. The results show that the VRN is very effective to identify the channels starting points. The study highly recommends to combine the VRN with the DEM for channelization in all cases.
Furthermore, the soil erosion metadata model is established conforming to the ISO 19115. It is found that the basic GIS data (DEM, Vector River Network, etc.) can apply to ISO 19115, but specific metadata (soil types, cropping types, etc.) is needed to identify the particular data. Altogether, the GIS data transfer, the interoperability in GIS, a unique standard for soil classifications, Spatial Data Infrastructures (SDI) and the soil erosion metadata model should be completed for all soil data in order to share all data from different sources or organizations. [Termes IGN] Web Feature ServiceRésumé : (Auteur) Interoperability is a key concept concerning the handling of spatial data. Existing geodata are captured, analysed, and administrated in various distributed systems. It is not reasonable to capture new datasets for every application. In fact, the use of existing datasets must be possible in a shared way. The need for sharing heterogeneous and distributed data is particularly demonstrated in active developments towards Spatial Data Infrastructures (SDI) as well as Geo-Portals in the internet. First, sharing of heterogeneous data in the context of cross-border SDI leads to new knowledge, and second, additional benefit can be achieved.
Data-sharing can be realised by applying interoperability methods. In order to reach this goal, a number of approaches, that are partially based on each other, are at hand. The spectrum reaches from file-based data-sharing to data-sharing using Geo-Webservices and standard transfer formats, and finally to model-based data-transfer with conceptual datamodels. Transfer formats can be derived automatically from conceptual datamodels. The deployment of standard formats and protocols for webservices offers a solution for only one aspect of the problem concerning interoperability. In order to be able to tap the full potential of geodata-sharing, model information concerning the desired datasets must be accessible.
The presented dissertation contributes to the realisation of semantic interoperability towards the sharing of distributed, heterogeneous geodata. Furthermore, the potential and the limitations of the method are assessed in the context of a prototype implementation and also based on practical transformation examples. Current developments in the field of SDI ask for semantic interoperability besides syntactic interoperability for data exchange. Thereby, datasets have to be integrated into an SDI what presupposes structural changes on the level of data models. From the data-use viewpoint, a number of preconditions are needed: (1) data modeling based on clearly defined conceptual schema languages, (2) semantic model transformation on the conceptual level including automatic data transformation, (3) unambiguous encoding rules and (4) standard interfaces or services for data exchange. Appropriate standards provide a fundament thereto.
The developed approach provides a model-driven Web Feature Service with semantic transformation. This combination brings out a unique feature of the presented research project. Both the concept and the implementation are based on the following three main components :
1- Extension of the OGC WFS communication protocol in order to allow for the transfer of model information and to execute semantic model transformations.
2- Development of UMLT, a conceptual language for the definition of mapping rules within transformation models.
3- Implementation of the concept in a fully functional prototype application. Appliance of the model transformation for data-sharing in the Lake Constance region.
This approach allows for semantic interoperability and the use of well-established methods for data exchange at the same time. The evaluation of the results shows that a solution for the realisation of interoperability in the context of SDI is realised. Our solution features advantages compared to format- or schema-based approaches. As a matter of fact, the above mentioned preconditions are mandatory in order to achieve semantic interoperability.
Further analysis of the concepts concerning semantic interoperability leads to the limitations of the methodology. As a result, one can distinguish between conceptual, technical, and practical characteristics of those limitations. This includes insufficient meta-interoperability, non-bijectivity of model mappings, different encoding rules, incompleteness of destination model coverage by source models and functional/specialist barriers.
The discussion of existing approaches in the field of ontologies shows that the implemented model-driven approach can be classified in an "ontology spectrum" along with other ontology-based concepts.Note de contenu : 1. Einleitung
