[Termes IGN] secteur spatialRésumé : (Auteur) A series of four Meteosat Second Generation (MSG) satellites will provide more comprehensive and more frequent data to meteorologists and climate-monitoring scientists for at least the next 14 years. They will bring about a step change in the accuracy of our weather forecasting systems, with considerable benefits for people both in Europe and further afield. These four geostationary satellites are being developed based on the combined expertise of ESA and EUMETSAT (the European Organisation for the Exploitation of Meteorological Satellites). With a thorough understanding of users' needs, EUMETSAT is making a major investment in the overall programme, including development of the ground segment, procurement of the launchers and follow-on satellites and operation of the MSG system from its own Mission Control Centre in Dormstadt, Germany. [Termes IGN] spécification de produitRésumé : (Auteur) Nous présentons les résultats d'une étude CNES / ALCATEL SPACE sur l'adéquation des futures images du système PLEIADES HR à la reconstruction 3D en milieu urbain par l'intermédiaire de Modèles Numériques d'Elévation (MNE), ortho-images et mosaïques réalisés dans différentes configurations de résolutions, de rapport Base sur Hauteur (B/H) et de sensibilités spectrales. Cette étude a pour double objectifs de préciser les spécifications de ce futur imageur et de les valider dans le cadre de la gestion des risques en environnement urbain. Pour ce faire, nous avons utilisé la chaîne de reconstruction 3D d'ALCATEL SPACE sur des couples - et triplets -stéréoscopiques acquises dans les différentes configurations à tester et évalué la qualité des différents MNE résultants ; qualité des MNE mesurée dans le cadre de deux types de risques naturels : les risques sismiques et les risques d'inondation. Les résultats montrent quelles sont les configurations d'acquisition les plus adaptées que ce soit pour la prévention du risque, la gestion de la crise ou l'évaluation des dégâts. [Termes IGN] villeRésumé : (Auteur) Depuis 1986, les satellites SPOT fournissent des images utilisées pour de nombreux domaines d'application mais la modeste résolution des 4 premiers satellites, limitée à 10 m, ne permettait pas encore un développement pleinement opérationnel dans le domaine urbain sauf pour des projets de suivi de grandes métropoles à forte croissance démographique. Avec SPOT 5 et sa résolution atteignant 2.5 m de nouvelles perspectives d'utilisation se présentent, notamment pour les villes européennes. Dans quelques années, le programme Pléiades et ses 2 satellites optiques à haute résolution (70 cm) permettront des études encore plus détaillées. Ce programme s'insère dans le cadre d'une coopération européenne conduite par la France et l'Italie, Pléiades HR étant complété par les 4 satellites radar du programme italien COSMOSkyMed au sein du programme ORFEO. [Termes IGN] rayonnement solaireRésumé : (Auteur) Accurate solar irradiance data are not only of particular importance for the assessment of the radiative forcing of the climate system, but also absolutely necessary for efficient planning and operation of solar energy systems. Within the European project Heliosat-3, a new type of solar irradiance scheme is developed. This new type will be based on radiative transfer models (RTM) using atmospheric parameter information retrieved from the Meteosat Second Generation (MSG) satellite (clouds, ozone, water vapour) and the ERS-2/ENVISAT satellites (aerosols, ozone).
This paper focuses on the description of the clear-sky module of the new scheme, especially on the integrated use of a radiative transfer model. The linkage of the clear-sky module with the cloud module is also briefly described in order to point out the benefits of the integrated RTM use for the all-sky situations. The integrated use of an RTM within the new Solar Irradiance Scheme SOLIS is applied by introducing a new fitting function called the modified Lambert-Beer (MLB) relation. Consequently, the modified Lambert-Beer relation and its role for an integrated RTM use are discussed. Comparisons of the calculated clear-sky irradiances with ground-based measurements and the current clear-sky module demonstrate the advantages and benefits of SOLIS. Since SOLIS can provide spectrally resolved irradiance data, it can be used for different applications.
