This entails a common framework for dealing with the control of all other spatial data quality components (e.g., completeness, consistency, etc.). We propose a relationship between the parameters “acceptable quality level” and “limiting quality” of the international standard and positional quality by means of observed error models. This proposal does not require any assumption for positional errors (e.g., normality), which means that the application is universal. It can be applied to any type of positional and geometric controls (points, line-strings), to any dimension (1D, 2D, 3D, etc.) and with parametric or non-parametric error models (e.g., lidar). This paper introduces ISO 2859, presents the statistical bases of the proposal and develops two examples of application, the first dealing with a lot-by-lot control and the second, isolated lot control. [Termes IGN] test de performanceRésumé : (Auteur) Objective performance assessment is a key enabling factor for the development of better and better image processing algorithms. In synthetic aperture radar (SAR) despeckling, however, the lack of speckle-free images precludes the use of reliable full-reference measures, leaving the comparison among competing techniques on shaky bases. In this paper, we propose a new framework for the objective (quantitative) assessment of SAR despeckling techniques, based on simulation of SAR images relevant to canonical scenes. Each image is generated using a complete SAR simulator that includes proper physical models for the sensed surface, the scattering, and the radar operational mode. Therefore, in the limits of the simulation models, the employed simulation procedure generates reliable and meaningful SAR images with controllable parameters. Through simulating multiple SAR images as different instances relevant to the same scene we can therefore obtain, a true multilook full-resolution SAR image, with an arbitrary number of looks, thus generating (by definition) the closest object to a clean reference image. Based on this concept, we build a full performance assessment framework by choosing a suitable set of canonical scenes and corresponding objective measures on the SAR images that consider speckle suppression and feature preservation. We test our framework by studying the performance of a representative set of actual despeckling algorithms; we verify that the quantitative indications given by numerical measures are always fully consistent with the rationale specific of each despeckling technique, strongly agrees with qualitative (expert) visual inspections, and provide insight into SAR despeckling approaches. The collected point cloud does not exhibit homogenous point distribution due to the characteristics of the scanning system and/or the physical properties of the scanned surfaces. In order to effectively process the lidar point clouds, local point density variations should be quantified and taken into account for the definition of processing parameters. In this paper, new approaches are presented for the estimation of local point density indices while considering the 3D relationship among lidar points, the physical properties of the reflecting surfaces, and the noise level in the datasets collected by different laser scanners. The impact of considering the estimated local point density variations on the quality of lidar data segmentation results is then investigated by performing a quality control procedure. Quantitative evaluation of segmentation results highlights the efficacy of utilizing the estimated local point density indices for the derivation of more accurate segmentation. [Termes IGN] Web Map ServiceRésumé : (Auteur) Internet-based Geographical Information Services (GIServices) have exploded in depth and variety over the past few years. More and more academic institutions, private companies, and even individuals publish their own geographical information resources in the form of GIServices on the Internet. In today's resource-rich environment, fast and accurate service discovery is a significant problem for industry and academia, as well as regular users. To solve this problem, researchers introduced Service-Oriented Architecture (SOA) to the domain of GIServices. Being the core of SOA, a registry catalogue implements message exchange services. But current catalog service mechanisms lack the capability to search services, to monitor and to provide accurate descriptions for quality of service in an active manner. Therefore, current catalogue services are not able to overcome problems such as limited registered resources, inaccurate registration information and the uncertainty of service status in various geospatial applications. A catalogue framework for GIServices is proposed that effectively integrates the Quality of GIServices (QoGIService) theory, as well as service crawling/search and dynamic monitoring techniques. A prototype application focused on Web Map Services (WMS) was established that mitigated the abovementioned problems through active service evaluation and real-time quality monitoring mechanisms. [Termes IGN] toitRésumé : (Auteur) With the increasing point densities of airborne laser scanning surveys, the applications of the generated point clouds have evolved from the production of digital terrain models to 3D modelling of a wide variety of objects. Likewise in quality control procedures criteria for height accuracy are extended with measures to describe the planimetric accuracy. This paper introduces a measure for the potential accuracy of outlining objects in a point cloud. It describes how this accuracy can be verified with the use of ridge lines of gable roofs in strip overlaps. Because of the high accuracy of modern laser scanning surveys, the influence of roof tiles onto the estimation of ridge lines is explicitly modelled. New selection criteria are introduced that allow an automated, reliable and accurate extraction of ridge lines from point clouds. The applicability of the procedure is demonstrated in a pilot project in an area covering 100,000 ha with around 20 billion points.
