[Termes IGN] utilisateurRésumé : (Auteur) L'objectif de cette recherche est d'évaluer la qualité de différents modèles conceptuels décrivant une même réalité par un ensemble d'acteurs tels que les concepteurs, les utilisateurs et les développeurs. Cet article propose : a) un ensemble de facteurs de qualité (clarté, simplicité, expressivité, minimalité) appliqués à différentes versions d'un schéma conceptuel, b) une comparaison de ces schémas et c) une évaluation de ces mêmes schémas par différents acteurs. Un échantillon de 120 observations est analysé au moyen de différentes méthodes statistiques. Le résultat principal est la différence significative entre les groupes d'acteurs interrogés sur leur perception de la qualité des schémas conceptuels. [Termes IGN] infrastructure nationale des données localiséesRésumé : (Auteur) Assessments of Spatial Data Infrastructure (SDI) strategies are rather scarce. When evaluations do occur, they usually cover only one aspect of a certain initiative or infrastructure, without taking into account all the other impacts it might have. Moreover, similar methods, such as the Cost-Benefit Analysis, are used in most situations. However, these techniques are only suited for very specific objectives as they require exclusively monetary information and they do not include the objectives or perceptions of the many relevant stakeholders of the SDI environment. This is why a new methodology for assessing SDI strategies is presented in this paper, namely the Multi-Actor Multi-Criteria Analysis (MAMCA). This technique is an extension of the original Multi-Criteria Analysis (MCA) and allows for structured and extensive stakeholder participation during the entire evaluation procedure. The methodology provides a new assessment framework that takes into account all the different criteria and actors of the complex SDI decision making context. In order to illustrate the opportunities and strengths of the MAMCA in the SDI context, a case study will be presented, where possible policy strategies for the SDI in Flanders will be assessed. In this paper, which forms the first section of a two-parted article, the methodology of the MAMCA method and its possible merits for the assessment of an SDI are illustrated, together with the first three steps of the case study. The second paper, which will be published at a later date, will document the four following MAMCA steps of the case study as well as its global results and possible future recommendations. [Termes IGN] spécification de produitRésumé : (Auteur) The design of a map and guide for a Spanish natural park has been guided by the application of a product-development methodology known as quality function deployment (QFD). QFD is a tool for bringing the voice of the customer into the product-development process, from conceptual design to manufacturing. In order to develop a high-quality product whose design meets customers’ needs, market research has been developed to discover customers’ expectations and the strengths and weaknesses of competitors’ products. Sixteen main customer expectations (WHATs) were considered in relation to product comfort, content, and portrayal. In order to take into account the afore mentioned expectations, 24 technical descriptors (HOWs) were considered. The product was finally specified by all the technical descriptors and their target values (HOW MUCHs). Results of the methodology are expressed using a set of matrices that depicts a house, the “House of Quality,” that concentrates the most important aspects of a product plan. Applying this methodology is an enriching experience, but somewhat difficult and time consuming. [Termes IGN] système d'information géographiqueRésumé : (Auteur) The monitoring of the environment's status at continental scale involves the integration of information derived by the analysis of multiple, complex, multidisciplinary, and large-scale phenomena. Thus, there is a need to define synthetic Environmental Indicators (EIs) that concisely represent these phenomena in a manner suitable for decision-making. This research proposes a flexible system to define EIs based on a soft fusion of contributing environmental factors derived from multi-source spatial data (mainly Earth Observation data). The flexibility is twofold: the EI can be customized based on the available data, and the system is able to cope with a lack of expert knowledge. The proposal allows a soft quantifier-guided fusion strategy to be defined, as specified by the user through a linguistic quantifier such as 'most of'. The linguistic quantifiers are implemented as Ordered Weighted Averaging operators. The proposed approach is applied in a case study to demonstrate the periodical computation of anomaly indicators of the environmental status of Africa, based on a 7-year time series of dekadal Earth Observation datasets. Different experiments have been carried out on the same data to demonstrate the flexibility and robustness of the proposed method.
