[Termes IGN] vision par ordinateurRésumé : (auteur) Floods are among the most frequent and catastrophic natural disasters and affect millions of people worldwide. It is important to create accurate flood maps to plan (offline) and conduct (real-time) flood mitigation and flood rescue operations. Arguably, images collected from social media can provide useful information for that task, which would otherwise be unavailable. We introduce a computer vision system that estimates water depth from social media images taken during flooding events, in order to build flood maps in (near) real-time. We propose a multi-task (deep) learning approach, where a model is trained using both a regression and a pairwise ranking loss. Our approach is motivated by the observation that a main bottleneck for image-based flood level estimation is training data: it is difficult and requires a lot of effort to annotate uncontrolled images with the correct water depth. We demonstrate how to efficiently learn a predictor from a small set of annotated water levels and a larger set of weaker annotations that only indicate in which of two images the water level is higher, and are much easier to obtain. Moreover, we provide a new dataset, named DeepFlood, with 8145 annotated ground-level images, and show that the proposed multi-task approach can predict the water level from a single, crowd-sourced image with 11 cm root mean square error. [Termes IGN] semis de pointsRésumé : (auteur) This study aims to compare inundation in two potholes using Annualized Agricultural Non-Point Source Pollution model (AnnAGNPS) with three Digital Elevation Models (DEMs): a 1 m DEM prepared from the LiDAR data which is readily available for the state of Iowa, USGS 1/9 arc-second DEM (∼3 m) which covers about 25% of the conterminous U.S. and USGS 1/3 arc-second DEM (∼10 m) which covers the entire USA. In this study, we found that the variations in water depth and presence/absence of ponding in the potholes of size greater than 1 ha can be predicted using USGS DEMs. The estimates of average water depths using USGS 3 m DEM was found to be 6% and 2% lower than the 1 m LiDAR DEM and the estimates of average water depths using USGS 10 m DEM was found to be 7% and 12% higher than the 1 m LiDAR DEM for the Walnut and Bunny potholes, respectively. [Termes IGN] zone inondableRésumé : (auteur) Estimating flood discharge at ungauged sites is a significant challenge facing water resources planners and engineers during the planning and design of hydraulic structures, managing flood prone zones, and operating artificial waterbodies. Developing more robust models to improve the reliability of flood discharge estimations is thus very useful. The role of ecological attributes including land use/land cover (LULC), hydrologic soil groups (HSG), and watershed physical characteristics (area, main stream length, average slope), and watershed shape coefficients (form, compactness, circularity, and elongation) in explaining the overall variation in flood magnitude in 39 watersheds, located in the southern basin of the Caspian Sea, was investigated. As the LULC and HSG were found to play a significant role in explaining total variation (40–89%) in flood magnitudes, their inclusion in the estimation of flood magnitudes can provide more reliable estimates of flood risk and magnitude. [Termes IGN] symbole graphiqueRésumé : (auteur) This paper reports on a controlled experiment evaluating how different cartographic representations of risk affect participants’ performance on a complex spatial decision task: route planning. The specific experimental scenario used is oriented towards emergency route-planning during flood response. The experiment compared six common abstract and metaphorical graphical symbolizations of risk. The results indicate a pattern of less-preferred graphical symbolizations associated with slower responses and lower-risk route choices. One mechanism that might explain these observed relationships would be that more complex and effortful maps promote closer attention paid by participants and lower levels of risk taking. Such user considerations have important implications for the design of maps and mapping interfaces for emergency planning and response. The data also highlights the importance of the ‘right decision, wrong outcome problem’ inherent in decision-making under uncertainty: in individual instances, more risky decisions do not always lead to worse outcomes.
