[Termes IGN] Sensor Web EnablementRésumé : (Auteur) Flood observation-supporting satellite sensors (FO-SSs) are the important geospatial resources to flood disaster management. In the geospatial sensor Web environment, effective flood disaster management requires on-demand integration of instant observation information from the diverse web-ready FO-SSs. We propose a sharable and interoperable Earth Observation Satellite Sensor Information (ssi) model for satellite observations integration. The SSI model reuses and extends the existing metadata standards to be a standard metadata-filled description framework. The SensorModel prototype serving here is to apply the SSI model into FO-SSs, retrieve and visualize the qualified Web-ready FO-SSs. An experiment on the flood emergency in the middle reaches of Yangtze River basin in China is conducted. The results show that, three kinds of users including FO-SSs providers, common emergency responders, and emergency managers can benefit from the proposed FO-SSI model, and the managers can reliably and comprehensively integrate the satisfied Web-ready FO-SSs to guide the scheduling of the required observation activities. [Termes IGN] trait de côteRésumé : (Auteur) Les politiques de lutte contre les risques d'inondation marine et leur efficacité sont analysées sur quatre territoires : le littoral picard, le bassin d'Arcachon (France), l'Essex et le Lincolnshire (Angleterre). L'analyse de la prise en compte des dynamiques naturelles et du long terme dans les politiques de gestion met en évidence une différence d'approche entre les pays anglo-saxons et la France, cette dernière révélant une gouvernance anthropocentrique jusqu'à il y a encore quelques années. Ainsi, même aux Pays-Bas, qui ont subi les dramatiques inondations de 1953 et dont l'histoire s'inscrit dans la lutte contre la mer, les ingénieurs, conscients des effets à venir du changement climatique, envisagent d'autres solutions de gestion plus souples, intégrant l'élément marin plutôt que le combattant (Gueben-Vernière et al. 2010). En France, les travaux entrepris sur le littoral picard jusqu'à ce jour montrent une lutte continue contre l'élément marin et relèvent de la protection ou de la « réparation » (consolidation) suite à des tempêtes. Le territoire aquitain (bassin d'Arcachon) présente quant à lui un retour « programmé » de l'élément marin, mais non motivé par la lutte contre les effets de la hausse eustatique, contrairement aux cas anglais présentés. Toutefois, un changement sensible semble s'opérer en France, avec l'émergence de solutions jusqu'alors plus fréquentes dans d'autres pays d'Europe, plus douces, paradoxalement audacieuses car suscitant une certaine méfiance de la population, comme nous le verrons sur le littoral picard. Nous nous interrogerons pour savoir ce qui motive cette nouvelle approche, et si celle-ci correspond à ce que nous pourrions appeler un « après Xynthia ». [Termes IGN] zone urbaineRésumé : (Auteur) Very high resolution synthetic aperture radar (SAR) sensors represent an alternative to aerial photography for delineating floods in built-up environments where flood risk is highest. However, even with currently available SAR image resolutions of 3 m and higher, signal returns from man-made structures hamper the accurate mapping of flooded areas. Enhanced image processing algorithms and a better exploitation of image archives are required to facilitate the use of microwave remote-sensing data for monitoring flood dynamics in urban areas. In this paper, a hybrid methodology combining backscatter thresholding, region growing, and change detection (CD) is introduced as an approach enabling the automated, objective, and reliable flood extent extraction from very high resolution urban SAR images. The method is based on the calibration of a statistical distribution of “open water” backscatter values from images of floods. Images acquired during dry conditions enable the identification of areas that are not “visible” to the sensor (i.e., regions affected by “shadow”) and that systematically behave as specular reflectors (e.g., smooth tarmac, permanent water bodies). CD with respect to a reference image thereby reduces overdetection of inundated areas. A case study of the July 2007 Severn River flood (UK) observed by airborne photography and the very high resolution SAR sensor on board TerraSAR-X highlights advantages and limitations of the method. Even though the proposed fully automated SAR-based flood-mapping technique overcomes some limitations of previous methods, further technological and methodological improvements are necessary for SAR-based flood detection in urban areas to match the mapping capability of high-quality aerial photography. [Termes IGN] système d'information géographiqueRésumé : (Auteur) Geographic applications are often over-constrained because of the stakeholders’ multiple requirements and the various spatial, alphanumeric and temporal constraints to be satisfied. In most cases, solving over-constrained problems is based on the relaxation of some constraints according to values of preferences. This article proposes the modelling and the management of constraints in order to provide a framework to integrate stakeholders in the expression and the relaxation of their constraints. Three families of constraints are defined: static vs. dynamic, intra-entity vs. inter-entities and intra-instance vs. inter-instances. Constraints are modelled from two points of view: system with the complexity in time of the different involved operators and user with stakeholders’ preferences. The methodology of constraints relaxation is based on primitive, complex and derived operations. These operations allow a modification of the constraints in order to provide a relevant solution to a simulation. The developed system was applied to reduce the streaming/floods risks in the territory of Pays de Caux (Seine Maritime, France).
