[Termes IGN] zone urbaineRésumé : (auteur) One of the main problems in developing countries is unplanned urban growth and land use change. Timely identification of new constructions can be a good solution to mitigate some environmental and social problems. This study examined the possibility of identifying new constructions in urban areas using images from unmanned aerial vehicles (UAV), Google Earth and Sentinel-2. The accuracy of the land cover map obtained using these images was investigated using pixel-based processing methods (maximum likelihood, minimum distance, Mahalanobis, spectral angle mapping (SAM)) and object-based methods (Bayes, support vector machine (SVM), K-nearest-neighbor (KNN), decision tree, random forest). The use of DSM to increase the accuracy of classification of UAV images and the use of NDVI to identify vegetation in Sentinel-2 images were also investigated. The object-based KNN method was found to have the greatest accuracy in classifying UAV images (kappa coefficient = 0.93), and the use of DSM increased the classification accuracy by 4%. Evaluations of the accuracy of Google Earth images showed that KNN was also the best method for preparing a land cover map using these images (kappa coefficient = 0.83). The KNN and SVM methods showed the highest accuracy in preparing land cover maps using Sentinel-2 images (kappa coefficient = 0.87 and 0.85, respectively). The accuracy of classification was not increased when using NDVI due to the small percentage of vegetation cover in the study area. On examining the advantages and disadvantages of the different methods, a novel method for identifying new rural constructions was devised. This method uses only one UAV imaging per year to determine the exact position of urban areas with no constructions and then examines spectral changes in related Sentinel-2 pixels that might indicate new constructions in these areas. When observed at the scale of systems of cities, such concern is considered as a series of innovations that challenges the adaptive capacity of urban systems. The spatial complexity, the non-optimal nature of such systems, and the multi-objective aspects of their agents, are among the reasons that raise difficulties when trying to adjust local policies through promoting innovation in order to satisfy at least a couple of SDGs simultaneously. As we lack enough empirical evidence, we propose in this paper to use a stylised simulation model for systems of cities, focused on innovation diffusion and population dynamics, to show how trade-offs may operate at such a scale. We proceed in particular to a bi-objective optimisation of emissions and innovation utilities, and show that no single urban optimum exists, but a diversity of regimes forming a compromise between the two objectives. Calibration of SLEUTH’s behavioral coefficients can be impacted by scale and nonlinear transitions due to the SLEUTH land use deltatron module’s assumption of linear Markov change probabilities. This study attempted to establish what spatial resolution and temporal scale produces the most accurate forecasts given the linear change assumption. The impact of tiling the input data was also examined. To determine these, SLEUTH was calibrated at four spatial and three temporal scales for Ibadan, Nigeria using both untiled and tiled data. Calibration results were evaluated using accuracy metrics including Figure of Merit (FOM) and mean uncertainty. The best mix of calibration metrics (FOM 0.26) and mean uncertainty (11.64) was achieved at 30 m resolution and an intermediate temporal interval. Tiling input data led to overfitting, allowing good model fit within individual tiles but a reduction in trend recognition across land use types. Subsequently, a 2040 projection that is as accurate as possible, and scientifically justifiable given the available data, was produced. The findings provide a framework for understanding the effect of spatiotemporal scale on SLEUTH inputs that require tiling particularly for urban areas in the global south. In this paper, the urban thermal environment and vegetation abundance in four East African cities (Khartoum, Addis Ababa, Kampala and Dar es Salaam) were characterised, providing new insights into the role and potentials of blue green infrastructure in differing climate regions. The Local Climate Zone (LCZ) framework was employed to detect the seasonal Land Surface Temperature (LST) and Enhanced Vegetation Index (EVI) derived from Landsat-8 data. Significant LST differences between LCZs in dry and rainy seasons were confirmed using a Welch's T test. The LCZs were found to offer potentially new approaches to investigating issues pertaining to urban heating in data-scarce regions. Greater surface urban heat island (SUHI) intensity during the rainy season was apparent in Khartoum and Addis Ababa, emphasising the importance of seasonality in urban thermal studies. Spatial correlations between EVI and LST within each LCZ were analysed through Moran's I and further illustrated the complex relationships of vegetation and thermal behaviour in urban areas. Despite these complexities, urban blue green infrastructure was found to moderate the SUHI, with different types of intervention required across different LCZs. [Termes IGN] urbanisationRésumé : (auteur) This article proposes an estimation method for assessing urban sprawl using multispectral remote sensing data: SNPP-VIIRS, DMSP/OLS, Landsat 5-TM, and Landsat 8-OLI. This study focuses on the impacts of human activities, in terms of increased electrical-power consumption (EPC) due to urbanization. For this purpose, night-time light data are used to measure the EPC growth from 2000 to 2020. We also perform a suitability analysis using geographic information-systems techniques to propose a new urban town in Lahore to mitigate urbanization and EPC increase. We found an overall increase of 33% in urban area and an EPC increase of 21.6% in the last two decades. We also find that the best proposed site for the new urban town is in the northwest of Lahore.
