[Termes IGN] urbanisationRésumé : (Auteur) Cet article présente une réflexion sur les processus d'émergence et de gestion des risques d'érosion sur la frange côtière, illustrée par l'exemple de la station balnéaire de Wimereux dans le Pas-de-Calais. Alors que la dynamique naturelle confère aux côtes une mobilité intrinsèque et, dans la plupart des cas, une tendance au recul vers les terres, l'évolution des installations humaines obéit à une logique inverse de progression vers la mer et de fixité du trait de côte. La conjugaison de forts aléas « naturels » et d'enjeux considérables concentrés sur un espace restreint crée une grande vulnérabilité sur la frange côtière. Aujourd'hui fortement investi, cet espace devient un territoire à risques. L'exemple de Wimereux est révélateur de cette situation résultant du « télescopage » entre processus naturels et anthropiques. Cette dynamique convergente, à l'origine des risques côtiers, reflète une tendance générale observée sur la plupart des littoraux urbanisés. En réponse à cet état de fait, la gestion des risques d'érosion côtière s'est progressivement développée en France, mais elle se heurte à de nombreuses difficultés d'application. Les collectivités concernées doivent trouver un périmètre pertinent pour assurer la cohérence territoriale du secteur considéré. Mission impossible? Pas si sûr. Le niveau d'intégration de la coopération intercommunale que génère le Scot est assez élevé. Cette procédure nécessite de trouver un compromis entre différentes collectivités dont les enjeux ne sont pas forcément les mêmes. Un consensus qui doit s'établir en terme d'échelle, de taille géographique ou démographique des communes, de leurs potentialités de développement, aussi bien dans le domaine de l'urbanisme (habitat, activités) que touristique par exemple, en relation avec la gestion de l'environnement, mais également dans la mise en valeur de l'activité agricole. Les thématiques que peut traiter un Scot, document d'urbanisme qui servira de référence aux plans locaux d'urbanisme (PLU) et aux cartes communales, sont vastes ... [Termes IGN] visualisationRésumé : (Auteur) Inter-urban income disparities reflect differences between individual urban localities in the average incomes of their residents. The present paper discusses different ways of visualizing such disparities on thematic maps. The approach we propose is based on the transformation of distances between individual localities and a reference city (e.g. a major population centre of a country) in proportion to the actual differences in the income levels. The general principle of such a transformation is to bring closer to the reference city places with higher incomes, while moving away localities with low income levels. Three alternative approaches to the implementation of this transformation technique are discussed. According to the 'actual distance' method, the spatial 'shift' of a locality on the map is set proportional to both the relative difference in incomes and the aerial distance between a locality and the reference city. In the 'proportional increment' transformation, the distance between a locality and the reference city is adjusted by a parameter whose values are proportional to income disparities between the two. Lastly, according to the 'concentric circle' transformation, localities with identical levels of incomes are positioned at a certain distance from the reference city, forming concentric circles around it. Both advantages and disadvantages of these transformation techniques are discussed, and the 'proportional increment' method is chosen as the best-performing visualization technique. The performance of this technique is demonstrated using income data for urban localities in Israel in 1991 and 1999. As analysis indicates, the proposed method helps to illustrate both the existing patterns of inter-urban income disparities and their dynamics over time. [Termes IGN] variable biophysique (végétation)Résumé : (Auteur) We use data from two satellites and a terrestrial carbon model to quantify the impact of urbanization on the carbon cycle and food production in the US as a result of reduced net primary productivity (NPP). Our results show that urbanization is taking place on the most fertile lands and hence has a disproportionately large overall negative impact on NPP. Urban land transformation in the US has reduced the amount of carbon fixed through photosynthesis by 0.04 pg per year or 1.6% of the pre-urban input. The reduction is enough to offset the 1.8% gain made by the conversion of land to agricultural use, even though urbanization covers an area less than 3% of the land surface in the US and agricultural lands approach 29% of the total land area. At local and regional scales, urbanization increases NPP in resource-limited regions and through localized warming "urban heat" contributes to the extension of the growing season in cold regions. In terms of biologically available energy, the loss of NPP due to urbanization of agricultural lands alone is equivalent to the caloric requirement of 16.5 million people, or about 6% of the US population.
