[Termes IGN] SoudanRésumé : (Auteur) This study describes the development of a semi-automatic object-based image analysis approach for the detection and quantification of deforestation in Zalingei, Darfur, in consequence of the increasing concentration of refugees or internally displaced persons (IDPs) in the region. The classification workflow is based on a multi-scale approach, ranging from the analysis of high resolution SPOT-4 to very high resolution IKONOS and QuickBird satellite imagery between 2003 and 2008. The overall accuracy rates for the classification of the SPOT 4 data ranged from 92% up to 95%, while those for the QuickBird and IKONOS classification have shown values of 88 and 87%, respectively. The resulting trends in woody vegetation cover were compared with the development of the local population and the variability of precipitation. The results show that the strong increase in human population in the Zalingei IDP camps can be associated with considerable decrease in woody vegetation in the camp vicinity. [Termes IGN] image LandsatRésumé : (auteur) Aim : Tropical forest degradation is a significant source of carbon emissions due to selective logging, fragmentation and other disturbance factors. However, methods for mapping and monitoring pan-tropical forest degradation are still in their infancy. Here we present a new and automated approach to differentiate forests likely to be affected by degradation dynamics from more structurally intact forests, referred to as hinterland forests.
Location : Pan-tropical.
Methods : Inputs required for hinterland forest mapping include the extent of the initial forest cover and subsequent forest cover loss data, in this case global-scale Landsat-derived tree cover and stand-replacement disturbance maps. User-defined parameters employed to generate the extent and change of hinterland forest include: (1) minimum size of hinterland forest patch, (2) minimum corridor width, (3) distance from disturbance, and (4) extant history.
Results : Hinterland forest extent was mapped using forest cover loss data from 2000 to 2012 and hinterland forest loss was quantified from 2007 to 2013. Lidar-modelled forest height data were shown to be different within and outside hinterland forests, demonstrating the biophysical basis of the hinterland concept in discriminating likely degradation. Overall, hinterland forests experienced an 18% decline from 2007 to 2013. Regional variation in hinterland forest extent and loss was high. Main conclusions : The largest extent of hinterland forests and of hinterland forest loss was found in Latin America, followed by Africa and Southeast Asia, respectively. The highest proportional loss of hinterland forest occurred in Southeast Asia, followed by Africa and Latin America, respectively. Nearly 95% of all 2013 hinterland forests were found in 17 of the 69 tropical forest countries studied. [Termes IGN] service écosystémiqueRésumé : (auteur) Integrated impact assessment (IA) of policies in the European Commission takes place in an environment of competing problem frames, contested policy objectives and a multitude of interested actors. This paper sets out to discuss the potential value of integrating the ecosystem services (ESS) concept for improving the consideration of environmental benefits and values during framing and appraisal of new policies at European level. The discussion was based on a workshop conducted with experts encompassing their disciplinary fields to the science–policy interface. A review of recent literature and impact assessment reports from policy science and ecosystem services research allowed for a two-way contemplation. The potential integration of concepts was analysed for conceptual, technical, ethical and pragmatic aspects. It was found that indicator sets applied in the impact assessment reports follow a much less formalised structure than the reports or the procedure. An integration of the ecosystem services concept would enhance the requisite variety of indicators used, and thus contribute to the overall goal for sustainable development. Potentials for improving IA lie particularly in the up- and downscaling of benefits and values, policy relevant comparative studies and the prospective possibilities for innovation in indicator development. Based on this rationale of improving requisite variety for future decision making, the emphasis lies on a further development of the ESS concept along two pathways of operationalisation: the translation of the concept for a comprehensive approach at a higher level of abstraction (soft application), and the application of the concept for providing aggregated, quantitative and unit-based information at different steps of an IA (hard application). Il était pensé comme facteur de progrès a priori et reposait sur une conception techniciste qui voyait dans des ingénieurs les seules autorités compétentes, excluant l'expérience des populations. Les nuisances et les bouleversements de tous ordres induits par les aménagements étaient considérés comme négligeables, le prix à payer dans l'intérêt général. Leur contestation ne pouvait être motivée que par l'ignorance ou l'égoïsme.
Les dix-neuf contributions réunies dans ce livre proposent une vision nouvelle des aménagements territoriaux. Pensant les territoires comme des champs de négociation où s'affrontent des forces variées, elles cherchent à inclure dans l'étude de leur aménagement la façon dont l'environnement, que les sociétés cherchent à maîtriser et à mettre au service de leurs desseins, réagit à son tour à la transformation imposée.
Considérant des aménagements effectués à toutes les périodes de l'histoire, elles cherchent à identifier leur impact économique, social, environnemental ou même culturel, y compris sur le long terme. [Termes IGN] urbanisationRésumé : (auteur) The Member States of the European Union have committed to the maintenance and protection of forest lands. More precisely, the Member States aim to ensure the sustainable development and management of the EU's forests. For 2013, Eurostat's statistics about primary and secondary wood products in the European forest land (65% thereof privately owned) estimate a roundwood production of 435 million m3 in total. Harmonised information, i.e., spatially and temporarily differentiated, on forestry and wood harvesting activities in the European forests are missing however. This lack of information impedes the scientific assessment of the impacts that forest management practices have on the soil-related forest ecosystems (e.g., accelerated water soil erosion, delivery of inert sediments and pollutants within the drainage network, pauperization of aquatic ecosystems). It also prevents national and European institutions from taking measures aimed at an effective mitigation of the rapidly advancing land degradation. This study provides a first pan-European analysis that delineates the spatial patterns of forest cover changes in 36 countries. The first dynamic assessment of the soil loss potential in the EU-28 forests is reported. The recently published High-resolution Global Forest Cover Loss map (2000–2012) was reprocessed and validated. Results show that the map is a powerful tool to spatiotemporally indicate the forest sectors that are exposed to cover change risks. The accuracy assessment performed by using a confusion matrix based on 2300 reference forest disturbances distributed across Europe shows values of 55.1% (producer accuracy) for the algorithm-derived forest cover change areas with a Kappa Index of Agreement (KIA) of 0.672. New insights into the distribution of the forest disturbance in Europe and the resulting soil loss potential were obtained. The presented maps provide spatially explicit indicators to assess the human-induced impacts of land cover changes and soil losses on the European soil-related forest ecosystems. These insights are relevant (i) to support policy making and land management decisions to ensure a sustainable forest management strategy and (ii) to provide a solid basis for further spatiotemporal investigations of the forestry practices’ impacts on the European forest ecosystems.
