[Termes IGN] système d'information géographiqueRésumé : (Auteur) In the past decades, the damage due to natural and man-made disasters increased worldwide in amount and magnitude. According to the Munich Re Group, the year 2005 set a new record with overall losses exceeding US$ 210 billion and more than one hundred thousand people killed as a result of natural catastrophes. Hurricane Katrina which caused the New Orleans flood in the United States was the most expensive natural catastrophe loss in history. Rapid population growth, global climate changes and the over-exploitation of natural resources are mainly responsible for these disasters. To break and, if possible, reverse this negative trend, International Federation of Surveyors (FIG) implemented a working group in 2003 to identify the current and future needs for research and action in the field of disaster risk management. After three years of research in the form of expert meetings, as well as papers and posters presented at five FIG conferences, the International Federation of Surveyors published this report, which presents those application-oriented concepts, methods, and instruments deemed to enable effective disaster risk management. The report shows clearly that disaster risk reduction could (and should!) be an essential field of application for the surveyor/geomatics/engineer/geodesist/land manager professional. The wide scope of surveyors’ abilities —such as, land management, geodetic engineering, geo-informatics, satellite technology, and remote sensing— can make an important contribution to improving, simplifying, and shortening the disaster management process. In addition to these engineering skills and knowledge, good governance and capacity development are central components of implementing sustainable and effective disaster risk management. FIG intends to contribute effectively to the success of mitigating natural and man-made disasters. I wish to thank the members of the FIG Working Group 8.4, the sister organizations of FIG, and other organizations who have contributed to this publication for their constructive and helpful work. [Termes IGN] séismeRésumé : (Auteur) A massive earthquake of Mw = 7.3 struck the western Himalaya on 8 October 2005 at 03:50:40 (UTC) causing widespread damage to property and lives. This earthquake is the result of thrusting of the Indian plate under the Eurasian plate. It is one of the deadliest earthquakes in South Asia in recent times. The recently launched Indian remote sensing satellite Cartosat–1, providing 2.5 m panchromatic along-track stereoscopic data have been analysed for damage assessment along with Resourcesat–1 multispectral data for understanding the regional tectonics. In this study, nearly 25% of the buildings are identified as fully collapsed in Uri and Punch region of the Jammu and Kashmir, India. Other damage such as bridge collapse, road blockage owing to landslides etc. is also identified from the satellite data. The coseismic landslides show clear spatial association with the pre-existing faults such as the Jhelum Fault and Main Boundary Thrust (MBT). A new trend in the alignment of landslides is found, which indicates reactivation of a new fault in this region. The effectiveness of the fine resolution stereoscopic satellite data for damage assessment in rugged mountainous terrain is also highlighted in this study. [Termes IGN] température au solRésumé : (Auteur) Stresses acting before an earthquake in tectonically active regions can augment the near ground temperature of the region. Such changes detected through thermal remote sensing can provide important clues about future earthquakes. A post-earthquake analysis through NOAA-AVHRR data showed pre-earthquake thermal anomalies prior to the Bam earthquake on 26 December 2003 and the Dahoeieh-Zarand earthquake on 21 February 2005 in Iran. It was observed in these earthquakes that there was short-term temporal increase in land surface temperature (LST) of the regions around the epicenters. The rise in temperature was about 5–10°C. Further, temperature variation curves prepared from air temperature data collected from several meteorological stations around epicentres confirmed the appearance of thermal anomalies prior to several earthquakes between February and March 2005 in Iran. The thermal anomalies went away along with the earthquake events. Release of greenhouse gases from rocks due to the induced pressure before earthquakes can create a localized greenhouse effect. Charge carriers in rocks can be free electrons, which dissociate under high pressure. When they again recombine to attain electron stability they release heat, which can increase the LST of the region. L'objectif majeur de ce travail est de procurer aux acteurs de terrain des informations susceptibles de minimiser le risque combiné, notamment le danger technologique face à l'aléa sismique. et de fournir des documents de référence pouvant être utilisés pour l'aménagement du territoire. La région de Mulhouse (Haut-Rhin) est une zone illustrant cette problématique, puisqu'elle est exposée à des risques de nature différente. L'évaluation des risques est réalisée dans un système d'information géographique (SIG), qui procure de nombreux avantages à la problématique des risques. Les résultats de cette étude fourniront aux aménageurs et aux gestionnaires du risque un support important pour une gestion mieux ciblée des risques en milieu urbain.
