[Termes IGN] température de l'airRésumé : (Auteur) The international scientific community has called for more detailed data on vegetation fires to improve the understanding of their role in global atmospheric chemistry, and on fire itself as an ecosystem disturbance. The fire science community highlighted the value of information such as fire spatial distribution, timing, extent, energy release, burning efficiency and emissions. In order to obtain reliable information on these parameters, a combination of operational and experimental spaceborne sensors with in situ and airborne sensor measurements is required. A small satellite demonstrator mission on Bispectral InfraRed Detection (BIRD) was prepared by the Institute of Space Sensor Technology and Planetary Exploration of the German Aerospace Center (DLR). It was successfully launched on 22 October 2001 into a 570km sun-synchronous orbit. This paper presents new thermal mapping results obtained with the Advanced BIRD Airborne Simulator (ABAS) during a flight campaign over controlled forest fires in the open coal mining region of the Brandenburg country in Germany on 23 August 2001. These data have been successfully used to retrieve the effective area and effective temperature of forest fires by means of the application of the bispectral subpixel method. The algorithm is composed of a set of thresholds applied to each pixel's value of the VGT spectral channels, two spectral indices and their temporal difference. The threshold values have been derived by means of a supervised classification methodology based on the classification and regression trees algorithm. A procedure has also been developed specifically for pre-processing the daily SI images for burnt area mapping purposes. The final product is composed of ten day and monthly burnt area maps over Australia for the full year 2000. [Termes IGN] transmission de donnéesRésumé : (Auteur) Project FiRE (First Response Experiment), a disaster management technology demonstration, was performed in 2001. The experiment demonstrated the use of a thermal multispectral scanning imager, integrated on an unmanned aerial vehicle (UAV), a satellite uplink/downlink image data telemetry system, and nearrealtime georectification of the resultant imagery for data distribution via the Internet to disaster managers. The FiRE demonstration provided geocorrected image data over a controlled burn to a fire management community in nearrealtime by means of the melding of new technologies. The use of the UAV demonstrated remotely piloted flight (thereby reducing the potential for loss of human life during hazardous missions), and the ability to "linger and stare " over the fire for extended periods of time (beyond the capabilities of humanpilot endurance). Improvements in a high temperature calibrated thermal imaging scanner allowed "remote" operations from a UAV and provided realtime accurate fire information collection over a controlled burn. Improved bitrate capacity telemetry capabilities increased the amount, structure, and information content of the image data relayed to the ground. The integration of precision navigation instrumentation allowed improved accuracies in georectification of the resultant imagery, easing data ingestion and overlay in a GIS framework. We present a discussion of the feasibility of utilizing new platforms, improved sensor configurations, improved telemetry, and new geocorrection software to facilitate wildfire management and mitigation strategies. [Termes IGN] temps réelRésumé : (Auteur) Real-time wireless communications between permanent centres, fieldcommand posts, and field ressources such as field crews, helicopters and other mobile equipment are a necessity for most emergency management and coordination organizations worldwide. Space-based technologies such as satellite positioning systems, satellite communications sytems and Earth observations systems have the potential to fill many of these needs. MacDonald Dettwiler's Real-time Emergency Management via Satellite (REMSAT) system addresses this gap by providing an integrated system that has now been used operationally in a forest fire fighting role over the past 2 years. This paper will provide the concept of operations, an overview of the initial REMSAT system, and the results of the field tests including recommandations for future systems.
