[Termes IGN] Union EuropéenneRésumé : (Auteur) The effective development and implementation of spatial data infrastructures (SDIs) requires governance in order to avoid gaps, duplications, contradictions and missed opportunities in the implementation of different SDI components. Appropriate governance instruments should be established to coordinate the activities and contributions of different stakeholders. This article reviews the governance of national SDIs in Europe before, during and after the adoption of the European INSPIRE Directive, which aimed to establish an infrastructure for spatial information in the European community. The analysis is based on a governance instruments approach as introduced by public administration researchers to analyse coordination and governance in the public sector. The study shows that the instruments-based approach is a useful tool for analysing governance in the context of SDIs and contributes to a better understanding of SDI governance. Evidence was found for the adoption and use of each of six sets of governance instruments in the governance of national SDIs in Europe: collective decision-making structures, strategic management, allocation of tasks and responsibilities, creation of markets, inter-organizational culture and knowledge management, and regulation and formalization of the infrastructure. [Termes IGN] INSPIRERésumé : (Auteur) In 2016, the INSPIRE Conference hosted the first INSPIRE hackathon on volunteered geographic information and citizen observatories, also known as the INSPIRE Hackathon. The organisers, mostly representatives of European research and innovation projects, continued this activity with the next INSPIRE Conference in 2017. The INSPIRE Hackathon is a collaborative event for developers, researchers, designers and others interested in open data, volunteered geographic information and citizen observatories. The main driving force for the INSPIRE Hackathon is provided by experts from existing EU projects, and its primary objective is to share knowledge and experience between the participants and demonstrate to wider audiences the power of data and information supported by modern technologies and common standards, originating from INSPIRE, Copernicus, GEOSS and other initiatives. This paper describes the history and background of the INSPIRE Hackathon, the various INSPIRE-related hackathons already organised, supporting projects, the results of INSPIRE Hackathon 2017 and the authors’ vision of future activities. Un peu investi dans les deux depuis des lustres, il arrive que je prenne conscience de la complexité institutionnelle de la chose et de notre propre faiblesse pédagogique, malgré nos tentatives anciennes. Contrairement à ce que vous pouvez lire ici ou là, le droit européen de la donnée est étranger à l'open data, et les collectivités territoriales n'en sont pas une cible.
